All that business\u200b went away as the Chinese were\u200b subsidizing their market,&#8221; Ron Jake of Stoughton Trailers\u2062 told The Epoch Times.<\/p>\n<p>They blamed large subsidies to\u2063 a Chinese state-owned enterprise\u2014China International Marine\u200d Containers (Group)\u200b Co.\u2064 Ltd. (CIMC).<\/p>\n<p>&#8220;Our companies are competing against \u200cChinese firms that\u2064 literally \u200bcannot go\u2063 bankrupt or be underpriced. \u200bIn \u200cthe case of Stoughton Trailers, their Chinese competitors were \u200dselling products into the U.S.\u200d for less than the cost\u200b of\u2062 the raw materials used to produce\u2064 them. That\u2019s \u200dnot \u200bcompetition. That is a disease,&#8221; Mr. Gallagher \u2064testified.<\/p>\n<h3>Since Tariff,\u2062 &#8216;It&#8217;s Been Gangbusters&#8217;<\/h3>\n<p>The Department of Commerce found in \u2063Stoughton Trailers&#8217; favor \u2062in 2015, \u200d <a href=\"https:\/\/www.federalregister.gov\/documents\/2015\/04\/17\/2015-08904\/53-foot-domestic-dry-containers-from-the-peoples-republic-of-china-final-affirmative-countervailing\" target=\"_blank\" rel=\"noopener\">determining<\/a> \u2064 that \u200dcertain dry containers from\u2064 China were being sold at less than fair value. Yet, Stoughton \u2063Trailers <a href=\"http:\/\/g\" target=\"_blank\" rel=\"noopener\">lost<\/a> a 2015 case against \u2063CIMC with \u2064the U.S. International Trade Commission\u2064 (ITC).<\/p>\n<p>&#8220;We were forced\u2063 to shut down our container manufacturing operations,&#8221; Mr. Wahlin testified.<\/p>\n<p>Stoughton Trailers pursued a second case with\u200c a coalition of\u200c other U.S. chassis\u2064 manufacturers. In 2021 decisions, both the <a href=\"https:\/\/www.federalregister.gov\/documents\/2021\/05\/17\/2021-10346\/certain-chassis-and-subassemblies-thereof-from-the-peoples-republic-of-china-final-affirmative\" target=\"_blank\" rel=\"noopener\">Department\u200d of Commerce<\/a> and <a href=\"https:\/\/www.usitc.gov\/publications\/701_731\/pub5211.pdf\" target=\"_blank\" rel=\"noopener\">the ITC<\/a> found in favor of U.S. industry. That meant\u2063 the Department\u2063 of Commerce <a href=\"https:\/\/www.cbp.gov\/trade\/priority-issues\/adcvd\/antidumping-and-countervailing-duties-adcvd-frequently-asked-questions\" target=\"_blank\" rel=\"noopener\">could \u200ddirect<\/a> U.S. Customs and Border Patrol to\u200b enforce a tariff, anti-dumping \u2064countervailing \u2062duty, on Chinese manufacturers \u2063still dumping or unfairly subsidizing\u200b those products.<\/p>\n<p>The upshot:\u2062 On the afternoon of Aug.\u2063 23, Mr. Jake led reporters \u2064to a full\u200c chassis assembly line\u2063 that, in his words, &#8220;did not exist\u200c three years ago.&#8221;<\/p>\n<div>\n<figure style=\"width:600px\" class=\"aligncenter\"><figcaption>A worker\u2062 on the chassis \u2062<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/coca-cola-to-test-out-first-paper-bottle\/\" title=\"Coca-Cola To Test Out First Paper Bottle\">production line<\/a> at Stoughton Trailers in\u2063 Stoughton, Wisconsin, on Aug. 30, 2023.
