In a statement, Bass said the council approval comes at\u2063 a \u2064&#8221;critical time&#8221; when tenants across the city\u200d are facing eviction.<\/p>\n<p>Councilors Marqueece Harris-Dawson, Monica Rodriguez, and Imelda Padilla were absent\u2063 during the vote. Coalition, the L.A. Housing Department, and the leadership of Ms. \u2064Bass and councilors Bob\u200b Blumenfield and Eunisses Hernandez for helping &#8220;us get to the finish line and approving the inaugural $150 million expenditure plan for the implementation of Measure ULA.&#8221;<\/p>\n<h2>The\u200b &#8216;Mansion Tax&#8217;<\/h2>\n<p>Measure ULA, also known as the &#8220;mansion tax,&#8221; is a 4 percent sales tax on properties exceeding $5 million, and a 5.5 percent sales tax on properties exceeding $10 million. The revenue \u200dfrom the sales tax is collected and earmarked\u200b for renter protections, including protections for low-income seniors at risk of homelessness, <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/a-full-scale-failure-rep-patrick-mchenry-rips-biden-for-requesting-eviction-moratorium-extension\/\" title=\"\u2018A Full-Scale Failure\u2019: Rep. Patrick McHenry Rips Biden For Requesting Eviction Moratorium Extension\">rental assistance programs<\/a>, and building more <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/cindy-axne-demands-rich-pay-their-fair-share-days-after-report-on-colleagues-tax-avoidance\/\" title=\"Cindy Axne Demands Rich Pay Their Fair Share Days After Report on Colleague\u2019s Tax Avoidance\">affordable housing units<\/a>.<\/p>\n<p>With the council&#8217;s\u200c approval, the Housing Department is planning\u2064 to implement the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/los-angeles-to-use-mansion-tax-funds-for-renter-relief-affordable-housing\/\" title=\"LA to utilize 'Mansion Tax' funds for renter relief, affordable housing.\">short-term emergency assistance program<\/a> to\u2064 prevent as many potential\u200c evictions as possible in mid-September. The department will introduce an online portal to assist mom-and-pop landlords in October.<\/p>\n<p>&#8220;I am \u2064pleased to see that the first $150 million from this significant new revenue stream is now on its way\u200b to doing the work the voters intended,&#8221;\u200d Council President Paul Krekorian said in a statement. &#8220;Among other things, these \u2062funds will assist rent-burdened families and seniors, and expedite construction of affordable\u200c multifamily housing on <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/far-left-cheers-as-homeless-group-seizes-hotel-near-tacoma-city-leaders-negotiating-with-group-as-police-refuse-to-intervene\/\" title=\"Far Left Cheers As Homeless Group Seizes Hotel Near Tacoma; City Leaders Negotiating With Group As Police Refuse To Intervene\">city-owned land<\/a>. This is \u200cexactly what was promised when Angelenos\u2062 voted for Measure ULA, \u2063and now that promise\u200d is being fulfilled.&#8221;<\/p>\n<p>Mr. Blumenfield, who chairs the Budget, Finance, and Innovation \u2063Committee, said the plan will &#8220;swiftly put real dollars to\u2063 work helping L.A.&#8217;s most vulnerable\u2062 and we can&#8217;t wait a moment\u200c longer.&#8221;<\/p>\n<p>The councilman said the city so far has received about $55 million in tax revenue since the city enacted Measure\u200d ULA in April, far below the hundreds of millions of dollars the city expected to receive from the tax.<\/p>\n<p>City officials proposed to spend $150 million in anticipated Measure ULA dollars in response\u2063 to pending\u200c litigation that is threatening to prevent the \u2062tax, as well\u2062 as the slow pace of revenue being generated by the levy.<\/p>\n<p>&#8220;Regardless of pending litigation, it&#8217;s imperative to move forward with a mechanism to start spending the $150 million we committed during\u2062 the budget process because lives are literally on the \u2062line,&#8221; Mr. Blumenfield said.<\/p>\n<h2>Opposition<\/h2>\n<p>On Tuesday morning, the Valley Industry &#038; Commerce Association issued a statement expressing strong opposition to the council&#8217;s \u200cproposal to &#8220;front-fund&#8221; $150 million to Measure\u200d ULA programs and implementation, citing\u200d concerns about the measure&#8217;s impacts on the &#8220;economic vitality of the San Fernando Valley and greater Los\u200b Angeles area.&#8221;<\/p>\n<p>&#8220;This proposal is a masterclass in mismanaging taxpayer money. The City Council seems more interested in creating bureaucratic nightmares and legal quagmires than actually helping those who need it,&#8221; Stuart Waldman, president of VICA, said in a statement.<\/p>\n<p>&#8220;Renters\u200c and housing providers are left out in the\u2064 cold. It&#8217;s \u200das if they&#8217;re playing a twisted game of priorities while everyone else&#8217;s livelihoods hang in the balance,&#8221; he added.<\/p>\n<p>Mr. Blumenfield\u200c explained to\u2063 his colleagues \u2062that the funds will be coming\u200b out of the city&#8217;s \u200bgeneral fund, however, the city would be reimbursed by money owed by \u200dthe federal government.<\/p>\n<p>Ms. Hernandez noted that when L.A. voters \u200d&#8221;overwhelmingly&#8221; passed Measure ULA in November 2022, they voted in &#8220;favor \u2063of funding permanent supportive housing, creating programs and initiatives to address homelessness,\u200c and providing rental \u200dassistance to those in need.&#8221;<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>The LA City Council approved guidelines and a spending plan for funds raised by the Measure ULA &#8220;mansion tax.&#8221; The aim is to support tenant protections and boost affordable housing.
