Shannon\u200b Grove\u200d (R-Bakersfield) and designed to strengthen penalties for child sex \u2062traffickers that offend repeatedly, <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/new-york-covid-19-nursing-home-death-toll-soars-in-new-disclosure\/\" title=\"New York COVID-19 Nursing Home Death Toll Soars In New Disclosure\">faced public outcry<\/a>\u200c when it was\u200c initially killed by\u200d the Assembly Public Safety Committee in July.<\/span><\/p>\n<p><span xml:lang=\"EN-US\" data-contrast=\"none\">Supporters of the bill responded \u2064forcefully\u200c with calls to representatives and posts on social media criticizing \u2063the decision, thus leading to \u2063an\u200d unprecedented special hearing two days\u2062 later where all but two members \u200dof the \u2064committee \u2064switched their votes to \u2063yes and allowed the bill to pass.<\/span><\/p>\n<p><span xml:lang=\"EN-US\" data-contrast=\"none\">Some are worried now that the\u200d measure is facing\u200b peril on the suspense file, but one committee member \u200cand the bill\u2019s co-author believes it will pass.<\/span><\/p>\n<p><span xml:lang=\"EN-US\" data-contrast=\"none\">\u201cI would be shocked if it \u200bdidn\u2019t pass\u200c the committee,\u201d Assemblywoman Diane Dixon (R-Newport Beach) \u200ctold The Epoch\u200d Times.<\/span><\/p>\n<div>\n<figure style=\"width:600px\" class=\"alignnone\"><figcaption>Sen. (John Fredricks\/The Epoch Times)<\/figcaption><\/figure>\n<\/p><\/div>\n<p><span xml:lang=\"EN-US\" data-contrast=\"none\">Several bills related to\u200b fentanyl and opioid addiction are also on the suspense file, with two\u2062 measures that would establish a fentanyl\u200d task force under consideration,\u200d as\u200c well as\u200b others pertaining to\u2064 access to opioid-reversal medications and \u2063treatment \u2064options.<\/span><\/p>\n<p><span xml:lang=\"EN-US\" data-contrast=\"none\">Criminal justice reform measures, also under consideration, include <\/span><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billVersionsCompareClient.xhtml?bill_id=202320240AB1186#:~:text=An%20act%20to%20amend%20Sections%2013963%20and%2077203,the%20Welfare%20and%20Institutions%20Code%2C%20relating%20to%20juveniles.\" target=\"_blank\" rel=\"noopener\"><span xml:lang=\"EN-US\" data-contrast=\"none\">Assembly Bill 1186<\/span><\/a><span xml:lang=\"EN-US\" data-contrast=\"none\">\u2014authored by Assemblywoman Mia Bonta\u200d (D-Oakland) which would eliminate monetary \u200cpayments to victims from minors between the ages\u2064 of 12 and 17 who \u2062commit crimes. Instead, such restitution would\u200d be\u2064 made to victims by\u200d the California\u200c Victim Compensation Board\u2014which \u200dis funded by taxpayer dollars. \u200dThe convicted minor, under the bill,\u200d would also \u200bpay \u2064their debt to society through \u2062community\u2064 service.<\/span><\/p>\n<p><span xml:lang=\"EN-US\" data-contrast=\"none\">A\u2063 hotly contested measure on the suspense file,\u2062 Assembly Constitutional\u2062 Amendment 1 (<a href=\"https:\/\/a04.asmdc.org\/sites\/a04.asmdc.org\/files\/2023-07\/ACA%201%20Fact%20Sheet%202023.pdf\" target=\"_blank\" rel=\"noopener\"><span xml:lang=\"EN-US\" data-contrast=\"none\">pdf<\/span><\/a>)\u2014introduced by Assemblywoman \u2062Cecilia Aguiar-Curry (D-Winters)\u2014would decrease the \u2062percentage of votes needed from\u2064 a supermajority to \u206455 percent to raise taxes. Bond measures and\u200c special tax initiatives \u200cwould be easier to achieve if the charter amendment passes, according to supporters.<\/span><\/p>\n<p>Opponents say, <span xml:lang=\"EN-US\" data-contrast=\"none\">however,<\/span><span xml:lang=\"EN-US\" data-contrast=\"none\">  \u200cthe measure will lead to more\u200c taxes \u2062paid\u2064 by Californians.<\/span><\/p>\n<p><span xml:lang=\"EN-US\" data-contrast=\"none\">Of the hundreds of bills on suspense to navigate<\/span><span xml:lang=\"EN-US\" data-contrast=\"none\">, those that clear their respective committees \u2064will\u2064 continue the legislative process, with\u200b the last day for bills to pass the Legislature on Sept. 14.<\/span><\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Hundreds of bills in California Legislature face decisive hearings on Sept. 1.
