Salazar: No One Asks Latinos, the Brown Community How We Feel About Migrant Influx\">child sex traffickers<\/a> that offend repeatedly, faced public \u2062outcry when it was \u200dinitially killed by the Assembly Public Safety Committee in July.<\/span><\/p>\n<p><span xml:lang=\"EN-US\" data-contrast=\"none\">Supporters of the bill \u200bresponded forcefully with calls to \u2062representatives\u200d and posts on social media\u2064 criticizing the decision, thus leading to an unprecedented special hearing two days later where all but two \u200dmembers of\u2062 the committee switched their votes\u2063 to yes\u2064 and allowed the bill\u2062 to\u200b pass.<\/span><\/p>\n<p><span xml:lang=\"EN-US\" data-contrast=\"none\">Some are worried now that the measure\u200d is facing peril on the \u2062suspense file, but one committee member and the bill\u2019s co-author believes it will pass.<\/span><\/p>\n<p><span xml:lang=\"EN-US\" data-contrast=\"none\">\u201cI would be shocked if it\u2064 didn\u2019t pass the\u2062 committee,\u201d Assemblywoman\u2063 Diane Dixon (R-Newport Beach) told The Epoch Times.<\/span><\/p>\n<div>\n<figure style=\"width:600px\" class=\"alignnone\"><figcaption>Sen. (John Fredricks\/The Epoch Times)<\/figcaption><\/figure>\n<\/p><\/div>\n<p><span xml:lang=\"EN-US\" data-contrast=\"none\">Several bills related to fentanyl and\u200d opioid addiction are \u2064also on \u200cthe suspense file, with two measures\u2064 that would establish a fentanyl task force under consideration, \u200das well as others pertaining to access to\u200c opioid-reversal medications\u200b and treatment options.<\/span><\/p>\n<p><span xml:lang=\"EN-US\" data-contrast=\"none\">Criminal \u2063justice reform measures, also \u2064under consideration, include <\/span><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billVersionsCompareClient.xhtml?bill_id=202320240AB1186#:~:text=An%20act%20to%20amend%20Sections%2013963%20and%2077203,the%20Welfare%20and%20Institutions%20Code%2C%20relating%20to%20juveniles.\" target=\"_blank\" rel=\"noopener\"><span xml:lang=\"EN-US\" data-contrast=\"none\">Assembly Bill 1186<\/span><\/a><span xml:lang=\"EN-US\" data-contrast=\"none\">\u2014authored by Assemblywoman Mia \u2064Bonta (D-Oakland) which would eliminate monetary payments to victims \u2064from minors\u2063 between the ages of 12 and 17 who commit\u2062 crimes. Instead, such restitution would be\u2062 made to victims by the California Victim Compensation \u200cBoard\u2014which is funded by taxpayer\u2062 dollars. The convicted \u200cminor, under\u200b the bill, would also pay their debt to\u2064 society through community service.<\/span><\/p>\n<p><span xml:lang=\"EN-US\" data-contrast=\"none\">A hotly\u2063 contested measure on the suspense\u2062 file, Assembly Constitutional Amendment 1 (<a href=\"https:\/\/a04.asmdc.org\/sites\/a04.asmdc.org\/files\/2023-07\/ACA%201%20Fact%20Sheet%202023.pdf\" target=\"_blank\" rel=\"noopener\"><span xml:lang=\"EN-US\" data-contrast=\"none\">pdf<\/span><\/a>)\u2014introduced by Assemblywoman Cecilia Aguiar-Curry\u200b (D-Winters)\u2014would decrease the \u200cpercentage\u200b of votes needed from a supermajority to 55 percent\u200b to raise \u2064taxes. Bond \u200dmeasures and\u200c special tax initiatives would be\u200c easier \u200cto achieve\u2063 if the charter amendment passes, according to\u2062 supporters.<\/span><\/p>\n<p>Opponents say, <span xml:lang=\"EN-US\" data-contrast=\"none\">however,<\/span><span xml:lang=\"EN-US\" data-contrast=\"none\">  the measure will lead to more taxes paid\u2062 by Californians.<\/span><\/p>\n<p><span xml:lang=\"EN-US\" data-contrast=\"none\">Of the hundreds\u2063 of \u2064bills on \u200dsuspense to navigate<\/span><span xml:lang=\"EN-US\" data-contrast=\"none\">, those that clear their respective committees will \u200ccontinue the legislative process, with the last day for bills to pass the Legislature on Sept. 14.<\/span><\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Hundreds of bills in California Legislature face decisive hearings on Sept. 1.
