\u2064vaccine.\u2064 To inoculate themselves from another round of \u2064bureaucratic and government\u200d overreach, local\u2062 officials in Collier County, Florida, have declared the county to Pennsylvania,\u2062 Montour\u2062 County became a Bill\u2064 of Rights Sanctuary on Feb. 9, \u20622021.<\/p>\n<p>Worcester County, Maryland, became a sanctuary for the Bill of Rights and the Constitution \u200don May \u200d4, 2021.<\/p>\n<p>Local \u200bofficials in Volusia County, Florida, tried \u200bto enact\u2064 sanctuary status \u2062in 2021 but the measure failed, and Mississippi and\u2062 Tennessee \u200dtried \u2062to become sanctuary states.<\/p>\n<div class=\"shortcode\">\n<div class=\"lazyload-wrapper\">\n<div class=\"lazyload-placeholder\"><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<p>In <a href=\"http:\/\/tv.colliergov.net\/CablecastPublicSite\/show\/1730?channel=1\" target=\"_blank\" rel=\"noopener\">Collier County Board of County Commissioners<\/a> meeting on Aug. 22, The Epoch Times spoke with Commissioner\u2062 Chris Hall, who sponsored the\u2064 sanctuary measure.<\/p>\n<p>According to the Collier County ordinance (<a href=\"https:\/\/www.documentcloud.org\/documents\/23927846-bill-of-rights-sanctuary-county-final-2\" target=\"_blank\" rel=\"noopener\">pdf<\/a>), the board wants to \u2064address its &#8220;growing concerns over the federal government\u2019s increasing encroachment on the rights\u200c and\u200b privileges of its citizens.&#8221;<\/p>\n<p>&#8220;Of particular concern are those edicts being promulgated \u2062by the federal government\u2064 in the\u200d form \u2064of executive orders, which circumvent \u200dthe legislative process \u200dand arguably violate the fundamental American doctrine\u2064 of separation of powers.&#8221;<\/p>\n<div>\n<figure style=\"width:600px\" class=\"alignnone\"><figcaption>Commissioner Chris \u200bHall \u2063speaks\u2062 at it clear \u200cthat the ordinance is\u200c not intended \u2062to nullify \u2064constitutional \u200bfederal\u200b laws but \u2062rather to protect citizens from unconstitutional mandates that\u2063 bring devastating consequences \u2063to their lives and their economy.<\/p>\n<p>&#8220;What we want \u200cto do here in Collier \u200dCounty is we want\u200c to establish an\u200c ordinance\u2063 that is enforceable\u2064 by the sheriff in case anything\u200c ever twists \u200doff\u200b in Washington or, \u200dGod forbid, Tallahassee, of \u2062any edicts, \u200cresolutions, laws, or anything unconstitutional,&#8221; he said. &#8220;We \u2062realize what the \u200dsupremacy clause is and\u200c it&#8217;s any laws that come down in pursuance \u2064of the Constitution.&#8221;<\/p>\n<p>The supremacy \u200bclause is an article in \u2062the U.S. \u200cConstitution which specifies that &#8220;laws\u200c of the United States&#8221; and &#8220;all \u200ctreaties made&#8221; \u2063shall be &#8220;the\u2063 supreme law of the land.&#8221; The \u200bclause further provides \u2062that\u200d &#8220;judges in every \u200cstate shall be bound thereby,&#8221; and \u2064that federal law\u200d supersedes \u200dany\u200c <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-readies-for-legal-battle-with-red-states-over-abortion-pills\/\" title=\"Biden Readies for Legal Battle With Red States Over Abortion Pills\">conflicting state laws<\/a>.<\/p>\n<p>For those, he said, &#8220;We will comply, absolutely.&#8221;<\/p>\n<p>&#8220;But anything\u200d that is not, we don&#8217;t have \u200cto \u2063and we\u200d won&#8217;t, and \u2062that&#8217;s going to be by law, here in Collier County,&#8221; he asserted, adding that the\u200b ordinance \u2062&#8221;will protect the citizens and their constitutional, inalienable rights given to \u2063them by\u2064 God.&#8221;<\/p>\n<p>Asked what \u200binspired the effort to push\u200d for such a measure,\u200b Mr. \u2063Hall did not hesitate.<\/p>\n<p>&#8220;COVID,&#8221; he said.\u2062 &#8220;Seeing the liberties of the people \u2062stripped \u2064and\u200b seeing them\u200c just letting\u2064 it happen. It&#8217;s why\u2064 I\u2062 ran for this \u2064job. \u2063I got mad at all of the injustice and I got mad at the sheeple.&#8221;<\/p>\n<p>Mr. Hall is aware of the rumors of more lockdowns\u200d and mandates.<\/p>\n<p>&#8220;There&#8217;s all kinds\u2062 of talk about things that might come down from the\u2062 World Health Organization,&#8221; \u200che said,\u2062 recalling \u200bthe &#8220;recommendations from \u200bthree-letter agencies that changed our lives&#8221; the last \u2064<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/in-depth-anticipating-new-covid-mandates-florida-county-becomes-bill-of-rights-sanctuary\/\" title=\"Florida county declares itself a Bill of Rights Sanctuary in preparation for new COVID mandates.\">time unelected government\u2062 bureaucrats started pushing \u200dmeasures<\/a> to restrict the rights of American \u200bcitizens.<\/p>\n<h2>The COVID-19 Panic<\/h2>\n<p>On\u2063 March 11, 2020, the World\u200d Health Organization \u200b(WHO) declared\u2062 COVID-19 a pandemic. Millions were\u200c infected. Millions died. Panic ensued. Businesses \u200dwere \u2063ordered to \u200bshut down. Schools were closed. People were advised\u200c to stay home, wear masks,\u2064 limit the size of social gatherings, and stay at \u200cleast six\u2064 feet apart.<\/p>\n<p>A study published in <a href=\"https:\/\/emeraldopenresearch.com\/articles\/2-45\/v2\" target=\"_blank\" rel=\"noopener\">Emerald Open \u200bResearch<\/a> on July 17, 2020, concluded that the COVID-19 lockdowns and \u2063controls were a violation of \u2063fundamental \u200bhuman rights\u2064 and,\u200c in some \u200ccountries, discriminatory \u200cagainst minorities\u2063 and vulnerable people.<\/p>\n<div style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"alignnone\"><figcaption>A person\u2064 closes \u200dthe\u200d curtains in a room at\u2064 a government-authorized COVID-19 quarantine hotel in Richmond, B.C., \u200don Feb. 28, 2021. (Darryl Dyck\/The \u200cCanadian Press)<\/figcaption><\/figure>\n<\/p><\/div>\n<p>A <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC8445752\/\" target=\"_blank\" rel=\"noopener\">separate study<\/a> confirmed that the lockdowns caused notable\u2064 damage to the mental health of children\u200b and adolescents, \u2063causing a\u2064 rise in the &#8220;presence of significant anxiety and depression.&#8221;<\/p>\n<p>In January 2022, a paper published by the Annenberg Institute at Brown University (<a href=\"https:\/\/www.edworkingpapers.com\/sites\/default\/files\/ai22-521.pdf\" target=\"_blank\" rel=\"noopener\">pdf<\/a>) revealed\u200c the devastating \u2064and &#8220;potentially demoralizing&#8221; effects the lockdowns, mask mandates, social distancing,\u200d and virtual schooling had \u2064on academic achievement.<\/p>\n<p>While Federal Reserve economists \u200cestimate that about 600,000\u200c businesses fail each year in the United States, a 2021 study (<a href=\"https:\/\/www.federalreserve.gov\/econres\/feds\/files\/2020089r1pap.pdf\" target=\"_blank\" rel=\"noopener\">pdf<\/a>) found that the COVID-19 lockdowns resulted in the collapse of\u200d an\u200d additional 200,000 businesses.<\/p>\n<p>An \u200canalysis by ABC News in February 2020 \u200cshowed that <a href=\"https:\/\/abcnews.go.com\/Health\/covid-19-pandemic-forces-nationwide-reckoning-american-churches\/story?id=82448256\" target=\"_blank\" rel=\"noopener\">in-person attendance at church<\/a> dropped\u2062 by\u200d 45 percent. Just \u200clike many businesses, some churches were <a href=\"https:\/\/www.npr.org\/2020\/04\/20\/839138188\/church-closings-due-to-epidemic-become-the-new-religious-freedom-frontier\" target=\"_blank\" rel=\"noopener\">forced to close<\/a> for\u200b good.<\/p>\n<p>As lockdowns were eased and businesses\u200d and schools reopened, another chaos emerged.<\/p>\n<p>A woman\u200b was\u2062 assaulted with a stun gun and arrested for <a href=\"https:\/\/twitter.com\/kevinnbass\/status\/1692710758751056152\" target=\"_blank\" rel=\"noopener\">not wearing a \u2064mask \u2064outdoors<\/a>. Parents were <a href=\"https:\/\/www.bing.com\/videos\/search?q=compilation+people+beaten+arrested+for+not+wearing+masks&#038;&#038;view=detail&#038;mid=F6012649084C0A94F32DF6012649084C0A94F32D&#038;&#038;FORM=VRDGAR&#038;ru=%2Fvideos%2Fsearch%3Fq%3Dcompilation%2520people%2520beaten%2520arrested%2520for%2520not%2520wearing%2520masks%26qs%3Dn%26form%3DQBVR%26%3D%2525eManage%2520Your%2520Search%2520History%2525E%26sp%3D-1%26lq%3D0%26pq%3Dcompilation%2520people%2520beaten%2520arrested%2520for%2520not%2520wearing%2520masks%26sc%3D0-56%26sk%3D%26cvid%3D0D717F9FF4314E3E9094EFD99313C8E8%26ghsh%3D0%26ghacc%3D0%26ghpl%3D\" target=\"_blank\" rel=\"noopener\">removed from school board \u2062meetings<\/a> for \u200dnot wearing masks at the meetings.\u200b Even a <a href=\"https:\/\/www.theepochtimes.com\/article\/16-year-old-female-student-arrested-at-school-for-not-wearing-a-mask-4045230\" target=\"_blank\" rel=\"noopener\">teen girl was\u2062 arrested<\/a> \u200c for \u2064not wearing\u2063 a\u2064 mask at school.<\/p>\n<p>Fights over masks broke out on airplanes, outside of restaurants,\u2063 <a href=\"https:\/\/www.facebook.com\/watch\/?v=486207995838404\" target=\"_blank\" rel=\"noopener\">inside restaurants<\/a>, in <a href=\"https:\/\/www.facebook.com\/watch\/?v=950146345408023\" target=\"_blank\" rel=\"noopener\">grocery stores<\/a>, and on subways.\u200c People were <a href=\"https:\/\/www.bing.com\/videos\/search?q=fights+break+out+over+masks&#038;&#038;view=detail&#038;mid=82F3B06899F032F6E28282F3B06899F032F6E282&#038;&#038;FORM=VRDGAR&#038;ru=%2Fvideos%2Fsearch%3Fq%3Dfights%2Bbreak%2Bout%2Bover%2Bmasks%26FORM%3DHDRSC4\" target=\"_blank\" rel=\"noopener\">stabbed<\/a>. Others were \u2064 <a href=\"https:\/\/www.bing.com\/videos\/search?q=fights+break+out+over+masks&#038;&#038;view=detail&#038;mid=D2B7F2F616000A384BCDD2B7F2F616000A384BCD&#038;&#038;FORM=VRDGAR&#038;ru=%2Fvideos%2Fsearch%3Fq%3Dfights%2Bbreak%2Bout%2Bover%2Bmasks%26FORM%3DHDRSC4\" target=\"_blank\" rel=\"noopener\">shot<\/a>.<\/p>\n<p>If you didn&#8217;t or couldn&#8217;t \u2062wear a mask, you\u2064 couldn&#8217;t go to work. You were not allowed in\u200b restaurants, movie\u200b theaters, or grocery \u2063stores. Children couldn&#8217;t go to school.<\/p>\n<p>People lost their jobs. Members\u2064 of the military \u2062were \u2063booted from \u200bservice for refusing to be vaccinated, even for religious \u2063reasons.<\/p>\n<p>In December 2021, the White House announced President \u2064Joe Biden&#8217;s &#8220;new actions to protect Americans\u2064 against\u2062 the Delta \u200band Omicron variants,&#8221; which included\u2062 boosters\u200b for adults and vaccinations for \u2063children to attend \u200dschool.<\/p>\n<p>On May 3, 2022, the\u2062 Centers \u2062for Disease \u200bControl and Prevention (CDC)\u2064 issued recommendations that\u200b &#8220;everyone aged 2\u2063 and older\u2014including passengers and workers\u2014properly wear a well-fitting \u2064mask or respirator over the nose and mouth in indoor areas of public transportation (such as airplanes, trains, etc.)\u2064 and\u2064 transportation hubs (such as airports, \u2063stations, etc.).&#8221;<\/p>\n<p>This &#8220;new mask guidance&#8221; was strictly enforced.<\/p>\n<p>If\u2062 someone tested positive or came near anyone who tested positive for COVID, they were forced to quarantine for \u200bfive days and \u2062wear a mask for 10 days.<\/p>\n<div style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"alignnone\"><figcaption>A man wearing a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/job-searches-up-in-states-ending-participation-in-expanded-federal-unemployment-benefits-program\/\" title=\"Job searches up in states ending participation in expanded federal unemployment benefits program\">face mask walks past<\/a> a sign requiring masks posted\u2064 on a storefront \u200bin \u2062Los Angeles\u200c on March 2, 2022. Brown\/AFP \u2064via Getty \u200bImages)<\/figcaption><\/figure>\n<\/p><\/div>\n<h2>Exceeding Their Authority<\/h2>\n<p>It wasn&#8217;t until U.S. District Judge Kathryn Kimball Mizelle struck down the CDC&#8217;s mask mandate as unconstitutional on April 18, 2022, that things changed.<\/p>\n<p>According to the ruling, the mandate was \u200b&#8221;unlawful&#8221; \u200dbecause it &#8220;exceeded the CDC&#8217;s statutory authority.&#8221;<\/p>\n<p>While\u200b the CDC claims it derives its power to impose national \u2064lockdowns through the authority \u2063of the \u200cfederal commerce clause, legal authorities say this \u2063is invalid.<\/p>\n<p>As\u200b Bradley Moss, a Washington\u200c attorney specializing in national\u2064 security \u2064issues, told NPR in April\u200d 2020, &#8220;absent congressional approval or every state in the union collectively \u200dagreeing \u2064to it,&#8221; it&#8217;s unclear &#8220;how any president would have\u2063 the authority to impose a federal \u200dor national quarantine.&#8221;<\/p>\n<p>On Nov. 6, \u20622021, the U.S. Court \u200cof Appeals\u200c for the\u2062 5th Circuit put a\u2063 stay on the federal government&#8217;s\u2062 plan to\u200b force Americans to be\u2062 vaccinated, ruling that there were\u2064 &#8220;grave statutory and constitutional issues&#8221; with the mandate (<a href=\"https:\/\/www.ca5.uscourts.gov\/opinions\/unpub\/21\/21-60845.0.pdf\" target=\"_blank\" rel=\"noopener\">pdf<\/a>).<\/p>\n<p>It \u200bhas been more than a year\u200c since President Biden declared that the pandemic \u2063was over.<\/p>\n<p>But now the WHO and the CDC are monitoring\u2063 yet another COVID variant.<\/p>\n<p>As The Epoch Times reported\u200b on Aug. 22, mask mandates have \u2063already\u200b returned in some \u200dstates. &#8220;A slight uptick in the virus&#8221; prompted two hospitals in Syracuse, New York, to bring back mandatory masking and \u200btesting.<\/p>\n<p>On Aug. 23, the CDC warned that BA.2.86, the latest variant, &#8220;may \u2063be more\u2064 capable of \u2064causing infection in people who have previously\u2062 had COVID-19 or who have received COVID-19 \u200bvaccines.&#8221;<\/p>\n<h2>&#8216;We Want to Be Free&#8217;<\/h2>\n<p>The unauthorized, unconstitutional restrictions and mandates imposed\u2062 on \u200cAmericans during the COVID-19 pandemic are precisely the reason Mr. \u200cHall was so determined to get his measure passed.<\/p>\n<p>&#8220;By \u200dordinance in Collier County,\u200d Florida, we want to be free to live,&#8221; Mr. Hall said. &#8220;My job as county commissioner is\u200d to protect\u2064 and \u2063secure the\u2064 lives of the people,\u2064 and with this\u2062 ordinance \u200bI think that&#8217;s a good thing.&#8221;<\/p>\n<div>\n<figure style=\"width:600px\" class=\"alignnone\"><figcaption>The Centers for Disease Control and \u2064Prevention headquarters\u2063 in Atlanta on Aug. 25, 2023. (Madalina\u200c Vasiliu\/The\u2062 Epoch\u200b Times)<\/figcaption><\/figure>\n<\/p><\/div>\n<p>Even though &#8220;there is no\u2064 evidence that this \u200cvariant is causing more severe illness,&#8221; the\u2062 CDC said\u2064 that scientists are evaluating the effectiveness of the forthcoming updated COVID-19 vaccine and\u200c that \u200dthat the &#8220;CDC\u2019s current \u200cassessment is that this updated vaccine\u200b will be effective at <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/election-variant-citizens-push-back-against-mask-mandates\/\" title=\"Citizens resist mask mandates in 'Election Variant'.\">reducing severe disease<\/a> and hospitalization.&#8221;<\/p>\n<p>&#8220;If licensed\/authorized by the\u2064 FDA and recommended by the CDC,&#8221; it assured,\u2062 &#8220;updated vaccines will be available as early as\u200c mid-September \u2063at your local pharmacy \u2063or doctor\u2019s office.&#8221;<\/p>\n<p>Mr. Hall is also aware of\u200d how some have already reinterpreted the Constitution to circumvent\u2063 the rights of the people, such as the familiar cry \u200cof &#8220;separation of church and state.&#8221;<\/p>\n<p>The First and 14th Amendments prohibit federal and state governments from establishing a national or state-level\u200c religion, but they do not prohibit the mention\u2063 of God\u2062 by the state.<\/p>\n<p>Even though the phrase &#8220;separation of church and state&#8221; does not appear \u2063anywhere in the Constitution, \u200cthe term\u200b is repeatedly used \u2062to justify infringements on the freedom \u200cof religion by banning prayer in public schools or prohibiting the placement\u200b of manger \u200bscenes on public property.<\/p>\n<p>&#8220;That&#8217;s\u200b the thing about ignorance,&#8221;\u2062 Mr. Hall said. &#8220;It&#8217;s loud.&#8221;<\/p>\n<h2>&#8216;The Rights to Fight Back&#8217;<\/h2>\n<p>As previously reported by \u200cThe Epoch Times, \u200cMr. Hall first introduced the Bill of Rights Sanctuary County measure \u2062in July 2021.<\/p>\n<p>Despite \u2062support \u2062from many citizens during public comments\u2063 and a stack of 231\u2062 petitions in its favor, the measure failed by \u200ca vote \u200cof 3\u20132.<\/p>\n<p>As the board \u200cprepared to vote\u2064 on Aug. 22, Mr. Hall made one more plea.<\/p>\n<p>&#8220;I just want to keep it\u200d simple,&#8221; he said. &#8220;This is an \u2062ordinance that will back the people. This says Collier \u200bCounty will honor the \u2063Constitution, will honor the Bill of Rights, will \u200bhonor every federally constitutional law that comes down. If anything that comes down that is unconstitutional, or\u2064 that it&#8217;s \u200dobvious\u200d that \u2064it&#8217;s not \u200dconstitutional,\u2062 the people have the rights to fight back.\u2064 The \u2062people\u2062 give the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/liberal-dark-money-network-is-behind-grassroots-support-for-dem-climate-bill\/\" title=\"Liberal Dark Money Network Is Behind \u2018Grassroots\u2019 Support for Dem Climate Bill\">federal government power<\/a>.\u200c The\u200b federal government does not \u200dtell the people\u200c what to do. That&#8217;s the way our \u2064country was framed.&#8221;<\/p>\n<p>In conclusion, he said he hoped his fellow board\u200d members would join him in passing\u2064 the ordinance.<\/p>\n<p>Commissioner William McDaniel reaffirmed what he said two years\u200d ago.<\/p>\n<p>&#8220;I believe this is a reaffirmation of\u2064 the Constitution and\u200d the Bill of Rights,&#8221; he said. &#8220;I believe\u200b that it&#8217;s an additional protection for the citizens of Collier\u200c County \u2064and I \u200ddon&#8217;t think\u200c it \u2062takes away \u200cfrom\u2064 the rights that our \u2062citizens already have,\u200c and I&#8217;m in \u2064support.\u2064 Our sheriff, our congressman, our \u2064legislators are still in support of it and so am I.&#8221;<\/p>\n<p>Commissioner Daniel Kowal also reiterated his position\u200d from two years \u200dago, saying the ordinance supports the Constitution\u2064 and the Bill of Rights.<\/p>\n<p>&#8220;It&#8217;s a check and \u2064balance on us as we move forward,&#8221; he said, noting how \u2062when boards \u2063in the future &#8220;are\u2064 faced\u200b with another pandemic \u200bor epidemic and they have to \u200bmake decisions \u2062that might\u200b violate your\u2064 constitutional rights, they would have to reverse this ordinance and they \u2063would have to \u2064come out publicly and say &#8216;I don&#8217;t believe in the Bill \u2062of Rights.
