(AP Photo\/Matt Stroud)<\/figcaption><\/figure>\n<\/p><\/div>\n<p>While <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/gun-owners-kept-in-the-dark-about-new-yorks-upcoming-background-checks-for-ammo\/\" title=\"Gun owners unaware of upcoming ammo background checks in New York.\">federal law mandates background checks<\/a> for\u2062 gun purchases, the use of \u200bthe National Instant\u2064 Criminal Background Check \u2064System \u200b(NICS) is limited to firearm sales. Federally-licensed firearms dealers are prohibited from using NICS for other purposes, including\u200c ammunition \u200csales.<\/p>\n<p>Therefore, the state of New York must\u200d establish its own <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/senate-judiciary-chairman-says-gun-control-is-top-priority\/\" title=\"Senate Judiciary Chairman Says Gun Control Is \u2018Top Priority\u2019\">background check system<\/a> for ammunition sales.<\/p>\n<p>Background checks for ammunition sales were initially proposed in 2013 under then-Gov. Andrew \u200dCuomo&#8217;s New York Secure Ammunition and\u2063 Firearms Enforcement\u2064 (SAFE) \u2064Act of \u20632013. However, at that time, the New York State Police admitted they had no system \u2063in place for such background checks.<\/p>\n<p>Republicans in the New York legislature \u2063negotiated a memorandum of understanding, stipulating that no state funds would be allocated until both parties \u200cagreed on a cost\u2064 plan \u200band implementation strategy for the non-existent system.<\/p>\n<div>\n<figure style=\"width:600px\" class=\"aligncenter\"><figcaption>In 2013, then New York Governor Andrew \u2063Cuomo said a Memorandum of Understanding between Democrats and Republicans was meaningless, according to the head of the New York \u2062State Rifle and Pistol Association. (Caitlin Ochs\/Reuters)<\/figcaption><\/figure>\n<\/p><\/div>\n<p>Tom \u200dKing revealed that Andrew Cuomo dismissed the memorandum, stating that it held no significance.<\/p>\n<p>According to a transcript of a July 1, 2023, speech during an extraordinary session of\u200c the\u200b legislature,\u200d Gov. \u2062Hochul \u200dconfirmed that she disregarded the memorandum.<\/p>\n<p>&#8220;So, we are literally tearing it up, and New\u2062 York will now require and \u2063conduct background checks \u200dfor all ammunition purchases. And we&#8217;ll also be setting up\u200b an \u200cammunition database, so \u200blaw enforcement can identify and prosecute\u200c criminals,&#8221; she announced.<\/p>\n<p>She emphasized\u2062 that the \u2063law would only impact \u200bcriminals, not lawful gun owners.<\/p>\n<div>\n<figure style=\"width:600px\" class=\"aligncenter\"><figcaption>New York Gov. Mr. King noted that Democrats in the New York legislature\u2064 have been reluctant to share \u200bthis information with their gun-owning constituents, instead collaborating with gun\u2062 control advocates to\u2063 draft\u200d and promote the law.<\/p>\n<p>&#8220;They don&#8217;t want to talk about this. Everything has been done with the Bloomberg people and the Giffords people,&#8221; Mr. King expressed. &#8220;I have never been contacted once about any of this.&#8221;<\/p>\n<p>Michael Bloomberg, the former Mayor of New York, leads Every Town for Gun Safety, \u200dwhile Giffords is \u2062a\u2064 gun-control advocacy organization co-founded by former Rep. Gabby Giffords (R-Ariz.).<\/p>\n<p>&#8220;They&#8217;re claiming they have a system now,&#8221; Mr. King added.<\/p>\n<p>He \u2064warned that the new law could potentially \u200bforce gun shops within his association to close down. Since many gun owners practice frequently, these businesses would \u2063be burdened with conducting background checks every time \u2064ammunition is purchased.<\/p>\n<h2>Law Could Hurt Businesses<\/h2>\n<p>According to Mr. King, the administrative \u2064costs\u2064 and record-keeping \u2062requirements \u2064associated with the law \u200ccould spell the end for numerous small businesses.<\/p>\n<p>For further inquiries, Mr. King directed questions to the National Shooting Sports Foundation and the Firearm Trade Industry Association.<\/p>\n<p>Mark Oliva, the Managing \u2064Director \u200cof Public Affairs for the NSSF, expressed that business owners are concerned about the impact of the law but could not provide \u2064further details.<\/p>\n<p>&#8220;I don&#8217;t know what to\u2063 tell you. I&#8217;d have\u2064 to refer you back to the New York State Police,&#8221; he stated.<\/p>\n<p>This is not the first time the New York State\u200c Rifle and Pistol Association has clashed with the\u2062 state government.<\/p>\n<h2>Not the First \u200dRodeo<\/h2>\n<p>In 2018, \u200dthe NYSRPA filed a lawsuit against New York over <\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>New York State has not clarified the procedure for firearm and ammunition background checks, required from Sept. 13.
