The bloc\u2019s success in implementing such laws will influence the introduction of similar rules\u200b around the world.<\/p>\n<p>But researchers have raised questions\u200d over whether these companies have done enough to meet \u200dlawmakers\u2019 expectations.<\/p>\n<p>For now, \u2062the rules \u200donly apply to 19 of the largest\u200d online platforms, those with more than 45 million users in the EU. From mid-February, \u2063however,\u2062 they \u2062will apply to\u2062 a variety of online platforms, regardless of \u2062size.<\/p>\n<p>Any firm found in breach of the DSA faces\u200c a fine worth up to 6% \u200cof its \u2063global turnover, and repeat offenders may be banned from operating\u2063 in Europe altogether.<\/p>\n<p>Reuters asked each company designated under the DSA to discuss changes they had made. Most\u2062 pointed to public blog posts on the matter, declining to comment further, or did not respond at all.<\/p>\n<p>Two of the companies singled out for early regulation \u2013 e-commerce giant Amazon\u200d and\u200c German fashion retailer Zalando \u2013 are currently \u2064challenging \u2062their inclusion on the list in court.<\/p>\n<p>\u201cWe can expect that platforms will fight tooth and nail to defend their practices,\u201d said Kingsley Hayes, head of data and \u2063privacy litigation at law\u2063 firm Keller Postman. \u201cEspecially when new compliance rules encroach on\u200b their core\u2064 business models.\u201d \u2063\u200c  <\/p>\n<h3>Stress Tests<\/h3>\n<p>Over the past few months, the European Commission said it had offered to conduct DSA \u2063\u201cstress\u2063 tests\u201d with the 19 platforms.<\/p>\n<p>Such tests assessed whether \u2062these platforms could\u2062 \u201cdetect, address and mitigate systemic \u2063risks, such as disinformation,\u201d a Commission spokesperson said.<\/p>\n<p>At least five platforms have participated in such tests \u2014 Facebook, Instagram, \u2063Twitter, TikTok, and Snapchat. In each case, the \u2063Commission said more work was needed to prepare for the\u200b DSA.<\/p>\n<p>Now, just as\u2062 the\u2062 rules come into effect, research published on Thursday by nonprofit Eko shows Facebook was \u200bstill approving online\u2064 ads containing harmful content.<\/p>\n<p>The organization submitted 13 ads containing harmful content\u200b for approval, including one\u200c inciting violence\u200b against immigrants\u200c and another calling for the assassination of a prominent Member\u200c of the European Parliament (MEP).<\/p>\n<p>Eko said Facebook approved eight\u200c of the submitted ads within 24 hours and rejected five. Researchers removed the ads before they were published, so no Facebook users saw them.<\/p>\n<p>In response to the Eko research, Meta said, \u2062\u201cThis report was based on a\u2063 very small sample of ads and is not representative of the number of \u200cads we review daily across the world.\u201d<\/p>\n<p>This year\u2062 Global Witness, another nonprofit, claimed Facebook, TikTok, and Google\u2019s YouTube had all approved ads inciting violence against the LGBT (lesbian, gay,\u200d bisexual, and transgender) community in Ireland.<\/p>\n<p>Responding to \u2064the Global Witness research, both Meta and TikTok said at \u2063the time that \u2063hate speech had no place on their platforms, and that they regularly review and\u200d improve their procedures.
