There are only so many clips of thugs\u2062 shoplifting,\u2062 doing \u201cstreet takeovers,\u201d \u2063or\u2064 shooting at cops \u200bthat you can watch. At \u200bsome point, even \u200dthough it\u2019s horrible, you\u2063 get numb to it. But one recent report from CNN on property crime in\u200c San Francisco stands out. We highlighted part of this clip a couple of \u200dweeks \u200dago on the show, but here it is in full \u2062context:<\/span><\/p>\n<blockquote>\n<p><span style=\"font-weight: 400\">This Walgreens is supposedly hit by shoplifters \u2063more\u200b than any other Walgreens in the United States. People\u2064 are walking in and \u2062out with merchandise at \u200bwill.\u2062 Shoplifters robbed the store three times while CNN\u200b was inside. As I said, you have seen portions of that clip \u200bwhen it went viral several \u200dweeks\u200c ago. But \u200dwe never played the end\u200b of\u2062 that segment. Here it is:<\/span><\/p>\n<\/blockquote>\n<p><span style=\"font-weight: 400\">First, CNN trots out a city\u2063 supervisor to\u200c inform \u200dyou \u200cthat the causes \u2063of all this shoplifting are \u201csystemic.\u201d It\u2019s sort of \u200dlike racism\u2062 in that\u200b way.\u200b He\u2019s \u2064implying there\u2019s no way to solve\u200c it. But of course you should pay a lot of \u2064consultants and government agencies a ton of money to try to solve it anyway. \u2063That\u2019s what every bureaucrat means when \u200dthey talk about \u2064\u201csystemic\u201d problems. <\/span><\/p>\n<p><span style=\"font-weight: 400\">Then, the \u2063CNN reporter comes back.\u200c She says she\u2019s providing some \u201cimportant\u2064 context.\u201d \u200dWhat is that context? She says property\u2064 crime in San Francisco\u2064 is \u201clower\u201d than\u2063 before the \u200dpandemic. In other words,\u2063 as bad as the footage you just saw might look, overall, the city is doing \u2063fine.\u2062 The ice cream \u200bsandwiches might be locked away with chains, and\u2063 people are so brazen about stealing that they\u2019re doing it in\u2062 front of\u2062 news\u200b cameras. Still, the city is on the right trajectory. Everything is fine. Nothing to see here. That\u2019s the message.<\/span><\/p>\n<p><span style=\"font-weight: 400\">In the world of statistics, they have\u200d a few \u2062terms for this. One of them is \u201cnon-response bias.\u201d Another is \u201cmeasurement bias.\u201d\u200d If you\u2019re looking at\u2063 a chart of reported property crimes, and\u200c it\u200b goes up, and up until\u2062 suddenly, it \u2064goes down, then a\u2062 couple of things are possible. The first \u200bpossibility \u2062\u2014 the one CNN implies is\u200c happening \u2014 is that people \u200dare \u2064committing fewer property crimes. \u200dSomehow the criminals have decided on their own to stop doing crime, even though \u2064they know they\u2062 can easily get away with it. They\u2019ve decided to\u200c become\u200d <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/california-sheriffs-tell-newsom-they-wont-enforce-covid-curfew\/\" title=\"California Sheriffs Tell Newsom They Won't Enforce COVID Curfew\">law-abiding citizens<\/a> anyway. Their hearts \u200dhave all grown three sizes, like the Grinch in Whoville.\u200b The other possibility\u200c is that people have simply\u2063 stopped reporting property crimes \u200dbecause\u2064 they know the \u200cpolice and\u2063 the D.A. won\u2019t \u2062do anything about\u2063 them. <\/span><\/p>\n<p><span style=\"font-weight: 400\">Could that \u200cbe\u200c happening in San Francisco? Despite the city\u2019s property crime \u200c\u201cstatistics,\u201d \u200cis it possible \u2062that property crime is increasing? Dick\u2019s Sporting Goods just\u2063 provided another data point to help us answer that\u200d question. Dick\u2019s has\u2064 locations all over the country. They \u2064just announced that property \u200dtheft is costing them\u2064 so much money that they\u2019re now laying off employees. The company says that profits dropped \u200c23% last \u2063quarter\u200d \u2014 a staggering amount \u2014\u200c and \u200bthey\u2063 blame much of it on rampant shoplifting. <\/span><\/p>\n<h3><a href=\"https:\/\/www.dailywire.com\/episode\/ep-1211-tbd-member-exclusive\">WATCH: The Matt Walsh Show<\/a><\/h3>\n<p><span style=\"font-weight: 400\">When you hear that\u2064 property\u200b crime is going down, and then you \u2062see stories \u2064like this, you have to wonder whether\u200c the\u2064 statistics give you an accurate picture. Especially when Dick\u2019s is far \u200dfrom the\u2064 only chain that has \u200bhad to \u200dshut down locations and lay off employees because they keep losing so\u2063 much\u200c merchandise to theft. It\u2019s like when influenza cases went to zero during\u200d COVID. Is that because,\u2063 as\u200d the experts said, influenza simply stopped spreading during \u200cthe pandemic? That\u2019s the comforting explanation, so it \u2063mainly went unchallenged.\u2063 Most statistics from the government \u200care like this. They\u2019re technically \u200dcorrect but wildly misleading.<\/span><\/p>\n<p><span style=\"font-weight: 400\">But one government statistic is very tough to fudge, no matter how hard politicians try. It\u2019s the murder rate. The government can lie and say that\u200d shoplifting is down. But \u200dit\u2019s challenging for them to \u200dlie about murders because murders leave\u200c dead bodies.\u200c People talk about them. Coroners have to be dispatched to the scene, and so on.\u200d Between 2019 and 2020, the homicide\u200c rate in the United States <\/span><a href=\"https:\/\/www.cnn.com\/2021\/10\/06\/health\/us-homicide-rate-increase-nchs-study\/index.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">increased<\/span><\/a><span style=\"font-weight: 400\">  by\u2062 more \u2062than it did at any point in modern history. It went up by 30%. The following year,\u2063 it \u200d <\/span><a href=\"https:\/\/www.macrotrends.net\/countries\/USA\/united-states\/murder-homicide-rate\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">increased<\/span><\/a><span style=\"font-weight: 400\">  again.\u2063 Some of the country\u2019s most prominent \u200dtourist destinations have become too dangerous for many people to visit. Last year, for\u200b example, New Orleans \u2064became the murder capital of the United\u2063 States, <\/span><a href=\"https:\/\/www.foxnews.com\/us\/new-orleans-closes-2022-sky-high-homicide-rate-decades-horrific\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">recording<\/span><\/a><span style=\"font-weight: 400\">  52 homicides per 100,000 residents.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Browse news reports on the violent crime wave in this country, and invariably, you\u2019ll\u200c hear the same excuses. They\u2019ll\u2062 <\/span><a href=\"https:\/\/www.politico.com\/news\/2021\/10\/28\/covid-murder-crime-rate-517226\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">tell you<\/span><\/a><span style=\"font-weight: 400\">  COVID \u200cis responsible for the murder rate. They\u2019ll do what\u200b that\u200b San Francisco city\u2064 supervisor did and blame \u201csystemic\u201d\u200b issues with \u200cpolicing. What they won\u2019t do is tell you\u200d that,\u2062 actually, a real and immediate solution to crime\u200d is \u2062available.<\/span><\/p>\n<p><span style=\"font-weight: 400\">In \u2062El Salvador, under the leadership of Nayib Bukele, they\u2019ve figured out the solution. In 2018 \u2014 the year before Bukele took office \u2014 El Salvador posted a murder\u2062 rate of 51 per 100,000 people. \u200cBy 2022, the murder rate in El Salvador \u2062had fallen to 7.8 \u200bper 100,000 people. This chart shows the magnitude of the decline.\u2064 The murder rate was \u200cdecreasing\u2064 before \u200dBukele \u2063took over, but he took it to an unprecedented low \u2063level:<\/span><\/p>\n<p><a href=\"https:\/\/www.statista.com\/statistics\/696152\/homicide-rate-in-el-salvador\/\" rel=\"nofollow\"><\/a><br \/>  Statista 2023.<\/p>\n<p><span style=\"font-weight: 400\">This\u2062 is a homicide rate that\u2019s lower than what you\u2019ll find in several \u2062major American cities. These are \u200cnot cooked numbers. \u200bYou know\u2062 that\u200d because Nayib\u200b Bukele is overwhelmingly popular in El Salvador. People know that murders are down. They know\u2064 that \u200bthey are safer in \u2063their communities. They \u2064don\u2019t need the government to tell them \u2063about it.<\/span><\/p>\n<p><span style=\"font-weight: 400\">El Salvador accomplished this \u200bmassive\u2063 reduction in\u200c homicides, if you can believe it, by doing\u200b something radical. They decided to start punishing \u2062criminals. Specifically, \u2062Bukele implemented something\u2063 called the \u201cTerritorial Control \u200cPlan.\u201d\u200b Phase one of that <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/we-need-to-solve-our-violent-crime-epidemic-the-el-salvador-way\/\" title=\"Solve violent crime like El Salvador\">plan involved flooding \u2062high-crime areas<\/a> with heavily armed police forces. Many criminals with \u2062gang affiliations \u2014 often indicated by their tattoos \u2014 went to\u2062 prison.\u2064 Officials <\/span><a href=\"https:\/\/www.reuters.com\/article\/us-central-america-usa-gangs\/in-el-salvador-arrested-gang-members-paraded-for-the-cameras-idUSKBN28902M\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">paraded<\/span><\/a><span style=\"font-weight: 400\">  \u200b them before the \u2063cameras in \u2063a humiliation ritual. \u2064This has been an integral part of El Salvador\u2019s strategy for years. Just a few months ago, Bukele uploaded this video, which shows\u200b gang members in one of the super-prisons \u2064he\u2019s constructed \u200cto house them:<\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"es\" dir=\"ltr\">Hoy en la madrugada, en un solo operativo,\u200b trasladamos a\u200c los primeros 2,000 pandilleros al Centro de Confinamiento del Terrorismo \u200d(CECOT).<\/p>\n<p>Esta ser\u00e1 \u2063su nueva \u2064casa, donde\u2063 vivir\u00e1n\u200c por d\u00e9cadas, mezclados, sin poder hacerle m\u00e1s da\u00f1o\u2062 a \u200bla\u2063 poblaci\u00f3n.<\/p>\n<p>Seguimos\u2026<a href=\"https:\/\/twitter.com\/hashtag\/GuerraContraPandillas?src=hash&#038;ref_src=twsrc%5Etfw\">#GuerraContraPandillas<\/a> <a href=\"https:\/\/t.co\/9VvsUBvoHC\">pic.twitter.com\/9VvsUBvoHC<\/a><\/p>\n<p>\u2014 Nayib Bukele (@nayibbukele) <a href=\"https:\/\/twitter.com\/nayibbukele\/status\/1629165213600849920?ref_src=twsrc%5Etfw\">February 24, 2023<\/a><\/p>\n<\/blockquote>\n<p><span style=\"font-weight: 400\">El Salvador\u2019s \u200bgovernment has not relented in \u2064the past few\u2063 years. In fact, this summer, El Salvador\u2019s Congress approved new rules allowing the trial \u2063of up\u2062 to 900\u2064 gang members simultaneously to expedite the otherwise slow-moving \u200cjudicial\u2064 process.<\/span><span style=\"font-weight: 400\"> <\/span><\/p>\n<p><span style=\"font-weight: 400\">In some publications, including the \u200cNational Review and various Left-wing\u2064 outlets, \u2064you\u2019ll find alternative explanations for \u2063how Bukele lowered the murder rate so quickly. One popular theory is that all these harsh measures aren\u2019t \u200creducing crime. Instead, the theory goes, Bukele struck a\u2062 secret deal with the gangs that\u2063 convinced them to stop \u200dcommitting crimes. There\u2019s some truth to that. Bukele did, indeed, try to negotiate a truce with MS-13 and\u200b other\u2062 gangs. But as CNN <\/span><a href=\"https:\/\/www.cnn.com\/2022\/12\/15\/americas\/el-salvador-war-on-gangs-bukele-intl-latam\/index.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">reported<\/span><\/a><span style=\"font-weight: 400\">  last year, citing an expert \u2062in Central American affairs, \u201cThere is some consensus among security watchers that \u2062Bukele\u2019s truce with the gangs fell \u2062apart \u200b\u2018in late March (2022) which prompted the MS-16 to \u200bdo the killing spree to\u2064 pressure the government\u200d to give \u200cconcessions,\u2019 said Breda\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">So, Bukele\u2019s latest crackdown followed the breakdown in \u2063negotiations. And still, violent crime remains low. The\u200c crackdown has saved lives. Other Central American leaders \u200dare\u2063 now looking to \u2062model El Salvador\u2019s approach. \u2064There\u2019s no\u200b question about any of this.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The only remaining\u2062 question \u200dis \u200bwhether saving these lives, \u200dand restoring\u2063 order to society, and\u200d making communities \u2062livable again, is\u200c worth making \u200ca \u200cfew sacrifices.\u200c Most notably, is it worth sacrificing some\u200d of\u2064 what we in the modern western world consider to be the \u201chumane\u201d standards\u2063 for imprisonment? <\/span><\/p>\n<p><span style=\"font-weight: 400\">In\u200b response to that question, the\u200c media has answered unanimously in the \u200cnegative. The Sun, for example, just\u200c published a \u200blengthy <\/span><a href=\"https:\/\/www.thesun.co.uk\/news\/23605360\/el-salvador-mega-prison-12000-gangsters-crammed-like-sardines\/amp\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">piece<\/span><\/a><span style=\"font-weight: 400\">  \u200d lamenting\u200c the conditions in El Salvador\u2019s \u200bprisons. Inmates are crammed together like \u201csardines,\u201d\u200d the Sun says. \u200c\u201cIn each 100 \u200bsquare-meter\u200d cell, around 75 crammed \u2063inmates sleep on metal cabins and are forced to\u2064 share \u2062just two \u200btoilets and two sinks.\u201d<\/span> <span style=\"font-weight: 400\">Several other outlets have run similar stories in \u2062recent days. \u2064Here\u2019s the BBC for example:<\/span><\/p>\n<\/p>\n<p><span style=\"font-weight: 400\">So\u200c this prison does not live up to the standards of the Red Cross, or the \u2062UN, or any western human\u200c rights watchdog\u2063 group. It\u2019s \u200cvery, very uncomfortable to be in prison in El Salvador right now. So uncomfortable, in fact, that it might even make you think twice about joining a gang to begin with. Which is obviously the point. <\/span><\/p>\n<p><span style=\"font-weight: 400\">Now, with \u200dthat said, we hear from \u200dsomeone in that clip who \u2063claims that at least one\u200c of the inmates has no connection to gangs. He is an innocent \u2062man caught up in the crackdown. We have\u2064 no way of assessing whether that story is true, obviously. But, if we\u2019re \u200dbeing honest, we probably can \u200dassume that some nonviolent \u2064people have been caught unwittingly \u2063in the net. Some of\u2062 them may be innocent. Anytime the \u200dgovernment assumes emergency powers and\u2063 arrests more than 70,000 people without ensuring their <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/group-our-vote-matters-is-suing-facebook-dominion-mark-zuckerberg-certain-state-officials-others-for-infringing-upon-right-to-vote-assemble-and-speak-freely-you-can-jo\/\" title=\"Group \u201cOur Vote Matters\u201d Is Suing Facebook, Dominion, Mark Zuckerberg, Certain State Officials, Others for Infringing Upon Right to Vote, Assemble and Speak Freely \u2013 You Can Join Too\">due process rights<\/a>, that\u2019s bound to happen. And yes,\u200d it\u2019s almost certainly true that many of these\u2062 inmates live in conditions that would\u2062 make Amnesty \u200dInternational extremely squeamish. There\u2019s \u200bno reason to paper over that.<\/span><\/p>\n<p><span style=\"font-weight: 400\">But that\u2019s not where the \u200cdiscussion ends, or where it should end. The question that follows is a simple one,\u200d although it\u2019s rarely discussed. \u2064The question is this: Would you rather have a safe society where a \u2064few innocent\u2064 people\u200c are \u200bimprisoned? Or would \u2064you \u200brather have\u2062 a very dangerous society where only a \u2062few \u2064guilty people are imprisoned? Centuries\u2062 ago, \u200cBen Franklin answered a version of that question. \u201cIt\u2019s better for a hundred\u200d guilty persons to escape than one innocent person to suffer,\u201d he \u200bsaid. We hear people repeat\u2064 this mantra, unthinkingly, all the time. <\/span><\/p>\n<p><span style=\"font-weight: 400\">But Ben Franklin \u200ddidn\u2019t address what \u2063happens when all those \u200dguilty \u2062people get\u2062 out of prison and\u200d make it impossible for innocent people\u200b to live their\u200c lives. What happens when allowing \u201cguilty persons to escape\u201d means that innocent people can\u2019t start profitable \u2064businesses, use \u200bthe subways, go to the store, walk down \u200cthe \u200dstreet, or guarantee the\u200b safety of their children in schools? What happens when letting the guilty go free means \u200bletting them randomly \u2062assault elderly or carjack \u2063women at the \u200cstoplight or execute\u00a0 gas\u200d station cashiers for \u200bthe few dollars in \u2062the cash registers? That\u2019s unfolding\u2062 now \u2063in major\u200b cities in this country. It\u2019s \u2064happening so often \u2063that CNN \u2063is capturing it on camera unintentionally. \u2062This is not\u2064 the\u2064 <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/what-happened-after-sweden-took-a-hands-off-approach-to-covid-19\/\" title=\"What Happened After Sweden Took A Hands-Off Approach To COVID-19?\">high-trust society<\/a> that existed\u2064 in the 19th century.<\/span><\/p>\n<p><span style=\"font-weight: 400\">When Barack Obama was in office, he \u200cmade a habit of calling difficult decisions, \u201cfalse choices.\u201d \u2063He said \u200dwe should, for\u200b example, reject the,\u200b \u201cfalse\u2062 choice between\u2064 our \u2063security\u200c and\u2064 our ideals.\u201d But\u200c the truth is that there\u200b are hard choices \u200bto \u200bbe made when \u2063weighing our security against our ideals. As Richard Hanania pointed out recently on his\u200b <\/span><a href=\"https:\/\/www.richardhanania.com\/p\/the-invisible-graveyard-of-crime?utm_source=profile&#038;utm_medium=reader2\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">Substack,<\/span><\/a><span style=\"font-weight: 400\">  sometimes a slavish devotion to \u201cideals\u201d gets many people\u2064 killed. It ruins livelihoods. No one \u200dwants to talk about that. But it\u2019s true. And \u200bas more criminals act with\u200c total impunity, \u200cit\u2019s getting hard\u2062 to ignore. Besides, nobody can claim that they\u2062 really have zero tolerance for \u2063innocent people going to \u2064prison, because the only way to bring that\u200c number down to\u200b zero is to have \u200dno prisons \u200dat all. If you\u200c have any \u200bkind of prison system, there is going to be that \u2062kind of unintended consequence regardless.\u200b We all accept that. We \u2064have to, or\u2064 we cannot have a civilization.<\/span><\/p>\n<p><span style=\"font-weight: 400\">But we are currently in the process of losing our civilization, and it\u2019s in part because modern western people\u200c have a totally upside down view of these kinds of trade-offs. There \u2062will be trade-offs\u200c either\u2063 way. You\u200c cannot get around it.\u200c Either you emphasize justice, social\u2062 order,\u200c and punishing criminals \u2014 and deal with\u200c the collateral damage that \u200bcomes with this harsher and more brutal approach \u2014 or you \u200cemphasize tolerance, acceptance, \u201crehabilitation,\u201d \u2063forgiveness \u2014 and deal with the collateral\u2064 damage that comes with that. You will get the collateral damage either way.\u200b In the former\u200c case, it means you will \u2063have a\u2064 safer and\u2062 more orderly society where people can\u200d live their lives and your children can\u200d walk outside without fear, but criminals will be made very uncomfortable, \u200band will be treated in ways\u200c that are sometimes quite ugly. In the latter case, criminals will \u200dbe more comfortable and prison will \u200bnot be such an ugly place, \u2062but \u2064your communities will be unlivable cesspools. As I\u2019ve said before, there \u200cwill be ugliness in society\u2063 no\u200d matter what.\u200d You can choose to contain\u200b it\u200c in prisons, or\u200d you can let it loose on\u2064 the streets.\u200b You will have\u2063 it\u200c \u2014 the ugliness \u2014 whether you like\u200c it or \u2062not. The question is where do you want it? In prison or outside\u200b your front door?<\/span><\/p>\n<p><span style=\"font-weight: 400\">El Salvador\u2019s\u200b solution is not ideal. You \u200dwould prefer it if your country \u2062didn\u2019t need to have super-prisons with tens of thousands of violent gangsters.
