SB 747, however,\u200b would take that authority away from political parties \u200band guarantee unaffiliated voters access \u200dto party elections, effectively eliminating the option of closed primaries in the state.<\/p>\n<p>Following the bill\u2019s introduction earlier this year, the Senate <a href=\"https:\/\/thefederalist.com\/2023\/06\/29\/veto-proof-north-carolina-republicans-are-advancing-half-baked-election-integrity-measures\/\" target=\"_blank\" rel=\"noreferrer noopener\">gutted<\/a> the original version of \u200bSB 747 that <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/north-carolina-republicans-hijack-their-own-election-integrity-bill-to-eliminate-closed-primaries\/\" title=\"NC Republicans exploit election integrity bill to abolish closed primaries.\">included numerous policies enhancing<\/a> the integrity of North Carolina\u2019s elections. This prompted \u200bHouse Republicans to rework the bill and \u200cinclude \u2064many of these previously removed provisions \u2014 as well as the new line eliminating closed primaries \u2062\u2014 in their\u2063 version,\u2063 which passed the House and Senate on Aug. 16\u2062 and is now awaiting action from Democrat Gov. Roy Cooper.<\/p>\n<p>While the finalized version of SB 747 appears to be\u200d an improvement from the Senate substitute, the provision eliminating closed primaries has generated criticisms from <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/the-j6-show-trial-is-lying-about-election-fraud\/\" title=\"The J6 Show Trial Is Lying About Election \u2018Fraud\u2019\">election integrity advocates<\/a>, who say \u200bforcing North Carolina\u2019s primaries to include unaffiliated voters could artificially benefit centrist candidates. While speaking with The Federalist, Jim Womack, the president \u200dof the North Carolina Election Integrity Team, detailed how the <a href=\"https:\/\/vt.ncsbe.gov\/RegStat\/Results\/?date=08%2F19%2F2023\" target=\"_blank\" rel=\"noreferrer noopener\">large number<\/a> of unaffiliated voters in \u200dthe state could derail \u2062more conservative candidates in Republican primaries to the benefit of establishment Republicans.<\/p>\n<p>According \u2062to Womack, there have been considerations by the North Carolina GOP in recent\u200c years to close off the party\u2019s primaries to unaffiliated voters, which he speculates spooked leading Republicans in the General Assembly into supporting the provision in SB\u2064 747. \u200bIn essence, the addition would bar future attempts by the \u200bNorth Carolina \u2064GOP to close its primaries and could box out more conservative candidates who aren\u2019t\u2062 as easily \u200ccontrolled \u2063or influenced as moderates.<\/p>\n<p>In a <a href=\"https:\/\/electiontransparency.org\/2023\/08\/15\/north-carolina-house-republicans-release-elections-package-seeking-to-eliminate-closed-primaries\/\" target=\"_blank\" rel=\"noreferrer noopener\">statement<\/a> released last week, \u200bKen Cuccinelli, chair of the Election Transparency\u2062 Initiative (ETI), criticized General\u200c Assembly Republicans for \u2064the proposed policy and predicted it will \u201chave a devastating effect \u200don the epidemic of disenfranchised voters who doubt that our elections are conducted with fairness and honesty.\u201d<\/p>\n<p>\u201c[I]nstead of passing a <em>real<\/em> election integrity bill that earns the trust and confidence of voters, they\u2019re toiling\u2064 with \u2018happy-to-be-glad\u2019 measures that fail to confront many of the\u200b biggest \u200cthreats to secure, transparent, and accountable elections,\u201d Cuccinelli said.<\/p>\n<p>While there are <a href=\"https:\/\/electiontransparency.org\/2023\/08\/15\/north-carolina-house-republicans-release-elections-package-seeking-to-eliminate-closed-primaries\/\" target=\"_blank\" rel=\"noreferrer noopener\">several\u200d areas<\/a> of election administration ETI contends SB \u200c747 does not adequately address, the\u200b bill includes <a href=\"https:\/\/www.ncleg.gov\/Sessions\/2023\/Bills\/Senate\/PDF\/S747v5.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">numerous \u200bproposals<\/a> supported by the group \u2063that strengthen the integrity of \u200bNorth Carolina\u2019s elections. Among them are requirements that election records be retained \u200bfor 22 months after an election and all mail-in ballots be received \u200cby the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/right-wing-populist-giorgia-meloni-set-to-become-italys-first-female-prime-minister\/\" title=\"Right-Wing Populist Giorgia Meloni Set to Become Italy's First Female Prime Minister\">time polls close<\/a> on Election\u200d Day.<\/p>\n<p>The measure also prohibits the acceptance\u200c and use of <a href=\"https:\/\/thefederalist.com\/tag\/zuckbucks\/\" target=\"_blank\" rel=\"noreferrer noopener\">private money in elections<\/a> and\u200b mandates a process for removing noncitizens\u2063 from voter rolls.<\/p>\n<hr>\n<p>Shawn Fleetwood is a staff writer for The \u200bFederalist and a graduate of the University of Mary Washington.
