(AP Photo\/Gerald Herbert, File)<\/figcaption><\/figure>\n<\/p><\/div>\n<h2>More Details<\/h2>\n<p>A report (<a href=\"http:\/\/www.csb.gov\/assets\/1\/7\/overview_-_final.pdf\" target=\"_blank\" rel=\"noopener\">pdf<\/a>) from the U.S. Chemical Safety \u200band Hazard Investigation Board identified BOP failure as\u200b a key factor in the Deepwater Horizon incident, one of the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/israel-irans-environmental-terror-behind-mediterranean-oil-spill\/\" title=\"Israel: Iran\u2019s \u2018environmental terror\u2019 behind Mediterranean oil spill\">worst environmental disasters<\/a> in U.S. history.<\/p>\n<div class=\"shortcode\">\n<div class=\"lazyload-wrapper\">\n<div class=\"lazyload-placeholder\"><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<p>Under the new rule, BOPs must always seal wells under maximum pressure, and any failures must be reported to designated third parties and the BSEE.<\/p>\n<p>Operators are also required to share BOP test results with the BSEE within 72 hours if they are absent during testing.<\/p>\n<p>Investigations into incidents must begin within \u200b90 days,\u200d and \u200cindependent third-party\u2062 qualifications are necessary \u200cfor\u200b permit applications.<\/p>\n<p>Additionally, the new rule mandates that emergency safety devices be certified by third parties and real-time \u200dmonitoring of drilling operations is required.<\/p>\n<p>\u201cThis rule\u200d strengthens testing and performance requirements for blowout preventers and other well control equipment, provides \u200cfor\u2064 timely and robust analyses\u2062 and investigations into failures, and clarifies reporting requirements to ensure\u200b we have appropriate visibility over information and data critical to maintaining well integrity,\u201d Mr. Sligh said.<\/p>\n<h2>Reactions<\/h2>\n<p>The American Petroleum Institute (API), a major U.S. oil and gas lobby, criticized the rulemaking process, \u2064claiming it was politically driven \u200dand did not effectively improve worker safety or protect \u200cthe environment.<\/p>\n<p>&#8220;Regulatory clarity is critical for ensuring compliance and establishing safe operations, but this rule continues the rampant politicization of the rulemaking process and represents another policy swing from administration to administration, resulting in a \u200dpolicy that \u200cfails to meaningfully improve the safety of workers or protect \u200cthe environment,&#8221; API vice president of upstream\u2063 policy, Holly Hopkins, told The Epoch Times.<\/p>\n<p>Ms. Hopkins added that the \u2062API would continue\u200d to work with \u200dpolicymakers to advance \u2064regulations that prioritize\u200d worker safety, allow\u2062 for innovation, and protect the environment while strengthening U.S. energy security.<\/p>\n<p>The API was part of a coalition that wrote a letter (<a href=\"https:\/\/iadc.org\/wp-content\/uploads\/2023\/01\/API-IADC-NOIA-IPAA-OOC-EWTC-USOGA-Final-Proposed-WCR-Comments.pdf\" target=\"_blank\" rel=\"noopener\">pdf<\/a>) to the Interior Department in response to the proposed rulemaking published in the Federal Register on Sept. 14, 2022.<\/p>\n<p>The coalition argued that the new rules would impose burdensome costs on energy development without\u2064 significant safety benefits.<\/p>\n<p>While environmental groups have not yet responded \u2062to requests for comment, the Center for Biological Diversity expressed opposition to the Trump-era rollback of the rule\u200d in \u200d2019.<\/p>\n<p>\u201cWe can\u2019t let the\u200b Trump administration make dirty offshore drilling even more dangerous,\u201d said Kristen Monsell, a senior attorney at the\u200c Center\u2064 for Biological Diversity.<\/p>\n<p>The Center for Biological Diversity \u2063was part of a\u2063 coalition that filed a lawsuit (<a href=\"https:\/\/www.biologicaldiversity.org\/programs\/oceans\/pdfs\/Complaint_2019_06_11.pdf?_gl=1*1o1bmex*_gcl_au*ODM4NDY1Mjg4LjE2OTAyMTI2ODQ.\" target=\"_blank\" rel=\"noopener\">pdf<\/a>) to block the\u2063 Trump administration&#8217;s rollbacks\u200d of\u2063 offshore drilling regulations.<\/p>\n<p>Ultimately,\u200b the rule was adopted during President Donald Trump&#8217;s \u200cterm.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>The Biden administration has reinstated stricter offshore drilling regulations from the Obama era.
