Cardin urges immediate defense supplemental amid spending dispute.\">defense supplemental spending package<\/a> when Congress \u200dreconvenes next month after the\u2063 August recess.<\/p>\n<p>Cardin made these remarks while speaking to reporters outside the Senate \u200cfloor following a pro forma session, where a member \u200bquickly opens and \u200bcloses the chamber. As Congress returns \u2063in \u2062September, it faces the looming threat of \u200ca\u200b government shutdown and a broader dispute \u2063over \u200cdefense spending levels.<\/p>\n<h3>Government Shutdown Looms as Time Runs Out<\/h3>\n<p>The federal government&#8217;s funding\u2062 expires on September 30, and with\u2064 only 12 \u2064in-session days remaining for both the House and Senate, finding a resolution to prevent a shutdown becomes increasingly\u2063 urgent. Adding to \u2064the complexity, House and Senate appropriators have been working\u2064 on government funding bills with different spending levels for months.<\/p>\n<p>On the\u200b Senate side, Senate Appropriations Committee \u200cChairwoman Patty \u200dMurray (D-WA) and \u2062ranking member \u200bSusan\u2062 Collins (R-ME)\u2062 have been advancing\u200d the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/coons-suggests-house-and-senate-appropriations-fight-may-cause-government-shutdown\/\" title=\"Coons warns appropriations battle could lead to government shutdown.\">12 annual appropriations bills based<\/a> on spending \u2063levels agreed upon in May as\u2064 part of \u200cPresident Joe Biden and House Speaker Kevin McCarthy&#8217;s (R-CA) deal to avoid a\u200c debt default.<\/p>\n<h3>Senators Demand Supplemental Defense Spending Bill<\/h3>\n<p>Senators from across the ideological spectrum expressed frustration with the defense caps in the deal, which would hinder the Pentagon&#8217;s ability to\u200b allocate adequate resources in line with inflation. In\u200d response to potential opposition from defense hawks, Senate\u200c Majority Leader Chuck Schumer (D-NY)\u200d and Minority Leader Mitch McConnell (R-KY) pledged\u200d to bring \u2063a \u200dsupplemental\u2062 defense spending bill up for a vote \u2063later in the year.<\/p>\n<p>&#8220;We recognize that we&#8217;re not happy with [that deal], we recognize that. But now it&#8217;s \u2062complicated because\u2064 we really need some emergency appropriations,&#8221; Cardin stated, referring to the initial debt ceiling deal. &#8220;We know that as a \u200bresult of Ukraine, we\u200c know that\u200d as a result\u200d of what happened with \u200cthe fires\u200c in\u2064 Hawaii, in Maui, there&#8217;s going to be \u200csome emergency spending that\u2019s going to\u2064 be a\u2062 necessary\u200b part of this.&#8221;<\/p>\n<p>House Speaker\u200c McCarthy&#8217;s slim majority in the House leaves little room for defections\u2062 within his conference. Over 20 \u200dmembers are already demanding that \u200bappropriators draft their 12 \u2064bills based on fiscal 2022 \u2064spending levels, which are lower\u200c than \u2062the numbers in the debt limit deal. McCarthy has also \u200brejected the idea of passing\u200b a defense supplemental in the \u2064House.<\/p>\n<h3>Short-Term Continuing \u2062Resolution Likely<\/h3>\n<p>During a call\u200d with members last week, \u200dthe House speaker stated that he\u200d anticipates the need for\u200c a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-passes-stop-gap-bill-funding-government-through-february\/\" title=\"House Passes Stop-Gap Bill Funding Government Through February\">short-term continuing resolution<\/a> to provide\u200b enough \u2062time for both chambers to pass and negotiate their 12 appropriations bills.
