California\u2019s businesses would be on the hook for most\u200b of\u2063 these costs, as they <a href=\"https:\/\/freebeacon.com\/biden-administration\/julie-su-tax\/\">have been tasked with replenishing<\/a> the bankrupt\u200c unemployment coffers.\n  <\/p>\n<p>    \u2063    The push to pass this legislation \u200bis infuriating business owners, who learned this year they will \u200chave to make up the unemployment fund\u2019s $18 billion shortfall through <a href=\"https:\/\/edd.ca.gov\/siteassets\/files\/pdf\/edduiforecastmay23.pdf\">higher payroll taxes<\/a>\u2014a deficit that resulted\u200d from the state losing $32 billion in unemployment payments to fraud during the Covid-19 pandemic. Many California business owners are still recovering after the state\u2019s pandemic shutdowns, <a href=\"https:\/\/www.nytimes.com\/2021\/02\/19\/business\/newsom-coronavirus-california.html\">which led to nearly 40,000 small businesses <\/a>closing down in the first several months of 2020.\n  <\/p>\n<p>    \u200b    &#8220;<strong>Adding more costs to an \u2062insolvent system will extend the [payroll] tax increases already underway from Covid-19,<\/strong>&#8221; said\u2064 Robert Moutrie, a lobbyist for the California Chamber\u2063 of Commerce, which is\u200c spearheading opposition to the proposal. &#8220;<strong>These tax increases \u200bwill hit all California employers\u2014regardless of\u2064 size\u2014serving\u200b as a deterrent \u2063to hiring and future \u200dinvestment in the California economy.<\/strong>&#8221;\n  <\/p>\n<p>    A \u2064 <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=201920200AB1066\">fiscal analysis <\/a>of a 2019 version of the same proposal, which did not pass, estimated that the \u200cbill \u200ccould cost \u200cup to $6 million annually. But business groups \u2064warn that the \u2064price tag \u2062could be\u200c far higher.\n  <\/p>\n<p>    The <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/u-s-carries-out-airstrike-against-iranian-backed-militia-target-in-syria-officials-say\/\" title=\"U.S. Carries Out Airstrike Against Iranian-Backed Militia Target in Syria, Officials Say\">high-profile strike<\/a> in Hollywood, \u200bwhere more than 150,000 screenwriters and actors have been facing off against film studios\u2062 for months, \u200boffers one example of the walk-offs California businesses would \u200chave\u2064 to subsidize if the proposal becomes law.\n  <\/p>\n<p>    &#8220;<strong>If\u200d we assume that 100,000\u2064 of the more than 150,000 members on strike as part of the [Hollywood effort] \u200bclaim benefits for just two months, we\u2019re still looking at a drain of\u2063 the fund by $150 million by our estimates,<\/strong>&#8220;\u2064 Moutrie\u200d told the <em>Washington \u200dFree Beacon<\/em>. &#8220;<strong>Those costs \u200care\u2064 going to add to \u2063the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/paid-to-strike-california-dems-push-unemployment-benefits-for-striking-workers\/\" title=\"California Democrats advocate for providing unemployment benefits to workers who go on strike.\">unemployment insurance\u200b fund debt<\/a> and increase taxes for employers\u200c all across California, even those \u2064with\u200d no involvement in any \u200cstrikes.<\/strong>&#8221;\n  <\/p>\n<p>    The labor-friendly Democratic \u2064supermajority will\u2062 likely \u200dpass the measure and leave Gov. Gavin Newsom \u2062(D.) with the final say. Newsom vetoed a previous version of the bill in\u2062 2020. Newsom said at the\u200c time the bill would force the state to\u200c borrow \u2064significantly from the federal government to \u2062pad the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/amid-driver-shortages-ride-share-companies-hike-prices-by-40\/\" title=\"Amid Driver Shortages, Ride Share Companies Hike Prices By 40%\">unemployment insurance fund<\/a> and further pressure\u200c a\u200c budget &#8220;<strong>strained because of the pandemic.<\/strong>&#8221;\n  <\/p>\n<p>    A representative for the bill&#8217;s author, \u2062Sen. Anthony Portantino, referred the<em> Free Beacon<\/em> to the prior version of the bill for details and a cost analysis. Its \u200d <a href=\"https:\/\/www.politico.com\/news\/2023\/08\/10\/california-unions-unemployment-striking-workers-00110773\">primary backer<\/a> is one of \u200dthe most powerful union heads,\u2062 California Labor Federation chief Lorena Gonzalez Fletcher,\u200d who as a former assemblywoman <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=201920200AB1066\">authored <\/a>the 2019 version of the proposal.<br \/>\n  \u200d\n  <\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>A California union and Democratic lawmakers are proposing a bill to provide unemployment benefits to striking workers.
