Jon Tester and Mike Rounds, would prohibit businesses \u200bor individuals from\u2062 China, \u2063Iran, North Korea, and Russia from buying\u200d agricultural\u2063 land in\u2063 the \u200bUS.<\/p>\n<p>The \u2062PASS Act would provide clarity for the 26 states without laws addressing foreign\u200c land ownership. However, it only \u200bapplies to\u200b entities from\u2063 the four &#8220;adversary&#8221; nations,\u2062 specifically\u200c targeting\u200c farmland and not \u2063addressing \u2063renting or leasing of land.<\/p>\n<h3>Texas \u200bLaw Sets\u200b an Example<\/h3>\n<p>The Lone \u2062Star Infrastructure\u2064 Protection Act, passed in\u200c Texas in 2021, served as inspiration\u200b for other lawmakers. This law was enacted\u2064 after concerns arose over a\u200b Chinese company&#8217;s acquisition \u200dof 140,000 \u2064acres of land in Val Verde County. The proposed wind \u200dfarm on\u200d the property raised national security concerns.<\/p>\n<p>Montana Senate President Pro Tem \u2064Sen. Each \u200bstate has its own definitions and restrictions, making\u200d it\u200c difficult to create a\u2064 cohesive national policy.<\/p>\n<p>The\u200c PASS Act aims \u200dto address these issues by clarifying definitions and enrolling the US Department of \u200bAgriculture as \u200ca standing member of the Committee on Foreign Investment in\u2062 the United\u2062 States (CFIUS).<\/p>\n<p>However, panelists\u2062 and state lawmakers agree that the\u2062 PASS Act alone is\u2063 not sufficient.
