Bill Lee\u200b after\u200c the \u2063March 27 Covenant School shooting, both parties are putting forward proposals\u2062 for what they want to \u2062see passed.<\/p>\n<p>Mr. Lee issued the official call for the special session on Aug. 8 (<a href=\"https:\/\/tnsos.net\/publications\/proclamations\/files\/2517.pdf\" target=\"_blank\" rel=\"noopener\">pdf<\/a>), with a narrow scope of what\u2062 can and cannot\u2062 be \u200bput forth by the \u2064Legislature, which includes a GOP\u200b supermajority\u2063 in\u2063 both chambers.\u2064 The session is\u2064 officially set\u2064 to be\u2064 focused on public\u200c safety in the state.<\/p>\n<p>\u201cAs our <a \u2064preserving the constitutional rights of \u200dlaw-abiding citizens,\u201d Mr. Lee \u200bsaid in a press release announcing the\u2062 session. \u201cIn the\u2064 months leading up \u200cto the\u2063 public safety special session, we\u200b have\u2064 listened to Tennesseans and worked with members of the General Assembly to \u200didentify thoughtful, practical measures to <a rights \u2063supporters in Tennessee have decried the \u2063efforts of the Lee administration earlier this year to pass laws allowing for the removal of weapons from people deemed dangerous to themselves or others, \u200dlaws colloquially referred to as \u2062\u201cred \u200dflag\u201d laws\u2014although Lee has remained adamant that his earlier proposals should not \u200cbe referred\u200c to as such.<\/p>\n<p>Democrats in the state Legislature have called for gun control measures since the March\u200c shooting, while members of the \u2062governor\u2019s party have\u200c remained adamantly opposed to such legislation.<\/p>\n<h2>Governor Makes \u2064Call<\/h2>\n<p>While the governor\u2019s \u2062office did call on his party\u200d to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/special-session-on-school-safety-officially-called-by-tennessee-governor\/\" title=\"Tennessee Governor officially calls for Special Session on School Safety.\">bring forward extreme risk \u2064protection order legislation earlier<\/a> this\u2062 year, he stepped back from that goal in his official call for the\u2064 special\u200c session.<\/p>\n<div class=\"shortcode\">\n<div class=\"lazyload-wrapper\">\n<div class=\"lazyload-placeholder\"><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<p>Instead, Lee \u2062presented a list of legislative and budget priorities meant to \u201ckeep Tennessee \u2062communities safe\u201d while also supporting law enforcement and\u2064 addressing mental health, \u201call while preserving constitutional rights.\u201d<\/p>\n<p>Per the governor\u2019s order, 18 topics are \u200blisted as being priorities \u2063for the Legislature to \u201cconsider and act upon.\u201d<\/p>\n<p>They include\u200d considering or proposing legislation related to\u2063 mental health resources,\u200d <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/uvalde-had-a-security-system-for-school-shootings-the-failure-to-implement-it-doesnt-mean-democrats-are-right\/\" title=\"Uvalde Had A The Failure To Implement It Doesn\u2019t Mean Democrats Are Right\">school safety plans<\/a> and policies, mass violence or threats of such, human trafficking, and\u200d stalking.<\/p>\n<p>The list also calls on medical providers\u2019 duty to \u201cwarn about \u200cpotential violent offenses\u201d and making necessary \u200bchanges to \u201cthe structure or operations\u201d of state or local courts.<\/p>\n<p>Other priorities are broader, with Lee\u2019s order \u2063calling for law enforcement to have better access to criminal and juvenile records as well as information about individuals who have been subject\u200d to mental health\u2062 commitment or have been\u2064 arrested \u2063for felonies.<\/p>\n<p>Safe gun storage measures are also encouraged to be \u2063discussed, but Lee\u2019s order specifically said they must not \u201cinclude the creation of penalties for failing to safely store firearms.\u201d<\/p>\n<p>Temporary mental health orders of protection are also part of the list, with language included that\u2063 requires\u2062 legislators to heavily \u2063narrow the scope of any such law to ensure \u200cdue process.<\/p>\n<h2>Juvenile Offenses<\/h2>\n<p>Some of \u200bthe more\u2062 contentious issues that have drawn criticism from state Democrats brought forth in Lee\u2019s call revolve around the juvenile justice\u200b system.<\/p>\n<p>In addition to the\u2064 broader public safety topics aforementioned, several juvenile-focused measures are encouraged to be discussed, including limiting the circumstances in which juvenile records may \u200cbe expunged,\u200b blended sentencing for juveniles, and transferring juvenile defendants aged 16 and \u2064over to\u200c courts with criminal jurisdiction.<\/p>\n<p>Additionally, offenses related\u2063 to inducing or coercing a minor to commit an offense are included in the \u2062list of topics.<\/p>\n<p>State \u200cSen. Jeff Yarbro and other state Democrats decried the governor\u2019s proposals related to \u200bjuveniles on X, formerly known as Twitter.<\/p>\n<p>\u201cWe were supposed\u2064 to have a special session to protect \u2062Tennessee kids \u2063from gun violence,\u201d Yarbro wrote. \u201cUsing that special session to ramp\u200d up incarceration [and] punishment for Tennessee kids\u2014while still failing to protect them from gun violence\u2014would \u2064be\u2063 morally bankrupt.\u201d<\/p>\n<h2>Specific Legislation<\/h2>\n<p>Of the specific legislation\u2063 Lee has announced in addition to the broader \u200btopics listed in \u2063his official call for\u200b the special session,\u200c he lays out a list of priorities for his administration.<\/p>\n<p>They include \u200ccodifying an <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/breaking-texas-governor-greg-abbott-ends-mandatory-mask-mandate-time-to-open-texas-100\/\" title=\"BREAKING: Texas Governor Greg Abbott Ends Mandatory Mask Mandate: \u2018Time To Open Texas 100%\u2019\">earlier executive order<\/a> that requires accurate \u2064and timely record submission \u2064to the Tennessee Bureau of\u2062 Investigation; directing the state\u2019s\u200b Medicaid\u200b program to seek a waiver allowing \u2062federal matching funds to \u200bcover mental illness and substance use di<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Members of the Tennessee General Assembly are gearing up to reconvene in Nashville for a special session.
