A pro-housing group,\u200c California YIMBY, has\u2062 identified <a href=\"https:\/\/cayimby.org\/the-homework-august-14-2023\/\" target=\"_blank\" rel=\"noopener\">six major bills<\/a> it\u2019s\u200b supporting. YIMBY stands for Yes In My Back Yard, which is a refutation of NIMBY\u2014Not In My Back Yard.<\/p>\n<p><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240AB1633\" target=\"_blank\" rel=\"noopener\">Assembly\u2064 Bill 1633<\/a> \u200d is by \u200dAssemblyman Phil Ting (D-San Francisco). Simplifying the bill\u2019s complex\u200b language, Yimby says it \u201cends the inappropriate use of the\u2063 California Environmental Quality Act (CEQA) by jurisdictions that attempt to block new housing developments that have \u200balready been found in compliance with local and state land use \u200band environmental \u2064regulations.\u201d<\/p>\n<p>This is an excellent idea and partly \u200cwould tame CEQA. It passed the Assembly on May 31 and the \u200cSenate Committee on Environmental \u2062Quality \u20637\u20130 on July 12. Anna Caballero (D-Merced). In the bill\u2019s language, it would \u201crequire\u200d a local \u2063agency to ministerially approve, \u200bwithout discretionary review \u200dor a hearing, a parcel map or a \u200ctentative and \u200cfinal \u200cmap for \u200ca housing development project that meets specified requirements.\u201d<\/p>\n<p>Basically, it makes it easier to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/human-infrastructure-democrats-rush-to-expand-definition-of-infrastructure-after-republicans-slam-bidens-plan\/\" title=\"\u2018Human Infrastructure\u2019: Democrats Rush To Expand Definition Of \u2018Infrastructure\u2019 After Republicans Slam Biden\u2019s Plan\">build housing<\/a> near jobs and schools. It \u200cpassed the Senate May 24. In\u2062 the YIMBY summary, it \u201cpermanently extends the provisions\u200b of SB 35, reducing housing\u2063 costs while ensuring that new affordable and mixed-income homes are built faster in the\u2064 places they\u2019re\u200c most needed.\u201d <a href=\"https:\/\/californialocal.com\/localnews\/statewide\/ca\/article\/show\/1926-sb35-affordable-housing-law-explain\/#SB%2035%20Takes%20The%20Views%20of%20Local%20Elected%20Officials%20Out%20of%20The%20Process\" target=\"_blank\" rel=\"noopener\">SB 35<\/a> from 2017 made it\u2063 harder for local politicians to halt affordable housing construction.<\/p>\n<p>Although an argument can\u2064 be made local governments are a kind of \u201chomeowners\u2019 association,\u201d \u2063defending \u200downers\u2019 property rights, a balanced view also sees \u2063SB 423 and\u200b SB 35 allowing\u2064 property owners more flexibility in what they \u200dconstruct.<\/p>\n<p>SB 423 passed the Senate, 29\u20135, on May 31, and an amended version passed the Assembly Committee on Natural Resources on July 10. It\u2019s now in the Appropriations Committee.<\/p>\n<p><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240SB450\" target=\"_blank\" rel=\"noopener\">Senate Bill 450<\/a> is \u200bby\u2063 Senate President Toni Atkins (D-San Diego). According \u200cto YIMBY, it \u201cstrengthens SB 9 by clarifying the intent and purpose of the law, \u200cand by giving state agencies the authority to enforce its provisions in cities\u200b that try\u200c to \u200bblock it.\u201d <a href=\"https:\/\/www.gov.ca.gov\/2021\/09\/16\/governor-newsom-signs-historic-legislation-to-boost-californias-housing-supply-and-fight-the-housing-crisis\/\" target=\"_blank\" rel=\"noopener\">Senate Bill \u200d9<\/a> from 2021 streamlined permitting and\u200d allowed more dense housing.<\/p>\n<p>SB 450 passed the Senate 30\u20137 on May 24. It passed the Assembly Committee\u2063 on Local Government 5\u20132 on June 28. In the \u200cbill\u2019s wording, it would make\u2064 it \u2064easier for \u201chigher education \u200binstitutions and religious institutions\u201d to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/nimbc-this-journalist-wants-to-keep-riffraff-out-of-her-ritzy-dc-neighborhood\/\" title=\"NIMBC: This Journalist Wants To Keep Riffraff Out of Her Ritzy DC Neighborhood\">build low-income housing<\/a> on\u200c their property. It passed in the Senate \u206233\u20132 on \u2063May 30. An amended version passed 9\u20131 \u2064on July 10\u200b in the \u200dAssembly Committee on Natural Resources. It\u2019s\u2062 now in the Appropriations Committee.<\/p>\n<p><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240AB835\" target=\"_blank\" rel=\"noopener\">Assembly \u2062Bill \u2062835<\/a> is by Assemblyman Alex Lee\u200d (D-Milpitas). It would require the California State Fire Marshall to study whether the\u2062 state safely can reduce \u200dthe number of\u2063 exits in certain structures from two \u2064to one. That\u2019s due\u2063 to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/6-california-bills-target-housing-crisis\/\" title=\"6 CA Bills Tackle Housing Crisis\">increased fire-prevention\u200c construction methods<\/a> in recent decades. Doing so would reduce the cost of building housing.<\/p>\n<p>It passed the Assembly\u2062 unanimously, \u206380\u20130, on May 30. After amendment, it passed the Senate Governmental Organization committee 15\u20130 on June 27, and currently is in the Committee on Appropriations.<\/p>\n<h2>Conclusion<\/h2>\n<p>All these bills seem reasonable and will increase property rights, \u200cthereby making housing more affordable. Especially AB 1633, which would begin reforming CEQA.<\/p>\n<p>It\u2019s a start. Still needed will be comprehensive CEQA reform. Unfortunately, in May the \u200bLegislature \u200d <a href=\"https:\/\/calmatters.org\/housing\/2023\/05\/gavin-newsom-ceqa-setback\/\" target=\"_blank\" rel=\"noopener\">sidelined<\/a> Gov. Gavin Newsom\u2019s ambitious reform plan. It&#8217;s\u200b probably useless to even try to mention reforming the Coastal \u2063Commission.<\/p>\n<p>Meanwhile, as Siyamak Khorrami\u2062 describes in the EpochTV documentary \u201c<a href=\"https:\/\/leavingcamovie.com\/\" target=\"_blank\" rel=\"noopener\">Leaving\u2064 California<\/a>,\u201d people keep \u200bleaving the Golden \u2062State, reducing the demand for housing. Which also will depress prices.
