The\u2063 price\u2062 of gas where \u200bI usually fill up has soared above $5\u200c for the \u200dfirst\u2062 time in months. I keep track \u2062of my spending, and it\u200b was $4.29 just a month ago.<\/p>\n<p>In a case \u2062of really bad journalism, the Sacramento Bee \u200brecently ran this \u200d <a href=\"https:\/\/www.sacbee.com\/news\/politics-government\/article277896318.html\" target=\"_blank\" rel=\"noopener\">headline<\/a> of \u200dthe state\u2019s new gas price czar, Tai Milder, \u201c\u2018Sense of mission.\u2019 California\u2019s \u2062new gas\u2064 price\u200d watchdog\u200b known for\u200d taking on economic\u200b crimes.\u201d It wrote he is \u201cleading a \u200cnew state agency that will watch over oil markets\u2063 for possible illegal activity that drives up costs \u200cfor Californians.\u201d That \u2063agency \u2063is the Division\u200b of\u200b Petroleum Market Oversight, a\u2064 new \u200cbureaucracy\u200d set up \u2063by <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=202320241SB2\" target=\"_blank\" rel=\"noopener\">Senate Bill\u200c X1-2<\/a> and \u200bsigned\u2062 into law last March by Gov. Gavin Newsom.<\/p>\n<p>The\u200b governor\u2019s office <a href=\"https:\/\/www.gov.ca.gov\/2023\/08\/01\/governor-newsom-appoints-the-first-director-of-new-oil-watchdog\/\" target=\"_blank\" rel=\"noopener\">announced<\/a> Mr. \u200dMilder \u201chas successfully investigated and prosecuted companies\u2062 and \u200bindividuals\u2063 that tried to rip \u200boff consumers by engaging in price-fixing, \u2062bid-rigging, and bribery. Newsom\u2019s gas\u2064 price gouging law.\u201d<\/p>\n<p>Actually, it\u2019s a key strategy\u2062 in deflecting attention from \u200bCalifornia\u2019s high \u2062gas prices \u200cshould the governor run \u2064for president. The\u200b topic could \u200dcome \u200dup in the governor\u2019s planned \u2063debate\u200c with Republican Gov. Ron\u2064 DeSantis of Florida, possibly set for Nov. 8 in Georgia, although both camps\u2064 are\u200c <a href=\"https:\/\/www.politico.com\/news\/2023\/08\/05\/gavin-newsom-desantis-debate-trump-00109953\" target=\"_blank\" rel=\"noopener\">haggling<\/a> over the details.<\/p>\n<h2>Highest \u200dGas \u2062Prices<\/h2>\n<p>According to <a href=\"https:\/\/gasprices.aaa.com\/state-gas-price-averages\/\" target=\"_blank\" rel=\"noopener\">AAA Gas \u200dPrices<\/a>, California currently suffers \u2063the\u200c highest gas prices in the \u2063country, averaging \u2064$5.11 a gallon\u200c for regular. The lowest is Mississippi at\u200d $3.32. For our neighbors,\u200c Nevada is\u200c $4.36 and Arizona is \u2063$4.01. At\u2064 the time \u200che signed the bill, Gov. Newsom <a href=\"https:\/\/www.capradio.org\/articles\/2023\/03\/27\/newsoms-oil-industry-crackdown-proposal-will-get-its-first-hearing\/\" target=\"_blank\" rel=\"noopener\">said<\/a> to oil\u200c companies, \u201cProve you\u2019re not price \u2063gouging.\u201d But how do you prove a negative? In \u200cAmerica,\u2063 isn\u2019t the accused innocent until proven guilty? The\u2063 new \u200cedict \u2064only will increase compliance costs.\u2063 Instead of \u200cinvesting in\u200c new \u2064equipment at refineries and gas stations, the companies will hire more lawyers and regulation experts to make \u200csure no\u200b one goes to one of the state\u2019s hellhole jails.<\/p>\n<p>The new\u2062 bureaucracy is piled\u200c on top of\u200c <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/new-california-gas-czar-will-boost-prices-even-higher\/\" title=\"California's new gas czar to further increase prices.\">numerous existing\u2063 state bureaucracies regulating<\/a> the oil industry. These include the <a href=\"https:\/\/www.energy.ca.gov\/\" target=\"_blank\" rel=\"noopener\">California Energy Commission<\/a>, the\u2063 <a href=\"https:\/\/dtsc.ca.gov\/\" target=\"_blank\" rel=\"noopener\">Department of Toxic Substances Control<\/a>, the <a href=\"https:\/\/calepa.ca.gov\/\" target=\"_blank\" rel=\"noopener\">California Environmental Protection Agency<\/a>,\u2062 and the ultra-powerful <a href=\"https:\/\/ww2.arb.ca.gov\/\" target=\"_blank\" rel=\"noopener\">California Air \u2062Resources Board<\/a>, which is dedicated\u200d to destroying the\u2063 petroleum industry by switching everyone to \u2062electric \u200cvehicles.<\/p>\n<p>It wouldn\u2019t even surprise \u200cme if some oil companies, despite\u2063 the large consumer base, just pulled\u2063 out of the state entirely. (Mario Tama\/Getty\u200b Images)<\/figcaption><\/figure>\n<h2>State-Level Reasons<\/h2>\n<h3>Special Blends<\/h3>\n<p>California requires unique <a href=\"https:\/\/www.ksby.com\/news\/local-news\/winter-blend-gasoline-approved-for-sale-a-month-early-in-an-effort-to-curb-rising-gas-prices\" target=\"_blank\" rel=\"noopener\">special blends<\/a> \u2062of gasoline, in particular a \u200cmore expensive\u2063 summer blend. When\u2063 it runs low of its special\u2063 blends, it\u200c can\u2019t\u2063 just import \u2064more from other states.\u2064 Special markets commonly cost\u200c more\u2064 than general markets,\u200d where\u200d there\u2019s more overall \u200dcompetition.<\/p>\n<h3>Old Refineries<\/h3>\n<p>The state\u2019s creaking <a href=\"https:\/\/www.latimes.com\/opinion\/story\/2022-11-03\/gasoline-rising-prices-california-refineries-shutdowns\" target=\"_blank\" rel=\"noopener\">old oil refineries<\/a> break down more often than new \u200bfacilities in other states. That\u2019s \u200dbecause California\u2019s regulations\u2014now\u2064 made \u2062more onerous with the\u2062 new Division of Petroleum Market Oversight\u2014make it prohibitively costly to build new refineries. When a refinery\u200c is taken off line, supply obviously is cut. That increases \u2064scarcity until the facilities are repaired, which \u200bincreases prices.<\/p>\n<h3><a href=\"https:\/\/www.abc10.com\/article\/news\/local\/californias-gas-tax-increase\/103-25951ec5-a77d-4ca3-b2b6-2ce15c9bea29\">2017 \u2062Gas Tax Increase<\/a> of $5 \u2063Billion a Year<\/h3>\n<p>With a 4 cent \u2063increase last month\u2063 from an inflation \u2064adjustment, the tax now \u200chits at 58 cents per gallon. ABC\u200c 10 <a href=\"https:\/\/www.abc10.com\/article\/traffic\/gas-prices\/gap-between-californias-gas-prices-and-the-us-has-never-been-larger\/509-17522867-a344-4cbc-bc5d-ac617eb21268\" target=\"_blank\" rel=\"noopener\">broke down<\/a> the\u200b full gouging \u2062taxpayers at\u200b the pump:<\/p>\n<ul>\n<li>54 cents in state excise tax: among the\u200b highest in the nation<\/li>\n<li>18.4 cents\u200d in federal excise tax<\/li>\n<li>23\u2063 cents for California&#8217;s cap-and-trade program \u2063to lower greenhouse gas\u200c emissions<\/li>\n<li>18\u200c cents for the state&#8217;s low-carbon fuel \u2062programs<\/li>\n<li>2\u2063 cents for \u2063underground gas\u200d storage fees<\/li>\n<li>An average of 3.7 percent in state and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/more-than-50-of-u-s-households-paid-no-federal-income-taxes-in-2021\/\" title=\"More Than 50% of U.S. Households Paid No Federal Income Taxes in 2021\">local sales taxes<\/a><\/li>\n<\/ul>\n<figure style=\"width:640px\" class=\"alignnone\"><figcaption>A <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/consumer-prices-outpace-americans-wage-growth-as-inflation-surges\/\" title=\"Consumer Prices Outpace Americans\u2019 Wage Growth As Inflation Surges\">customer pumps gas<\/a> in\u2064 Irvine,\u2064 Calif., on\u200c Feb. 23, 2022. (John Fredricks\/The Epoch\u200d Times)<\/figcaption><\/figure>\n<h2>National and Global Reasons<\/h2>\n<p>Despite all the bragging about California being the world\u2019s \u201cfourth largest economy,\u201d it\u2019s really \u200cbut a drop in the global energy\u2062 market. \u200dSome recent events pushing\u2063 up global oil and gasoline prices:<\/p>\n<h3>KeystoneXL Pipeline<\/h3>\n<p>Early in \u2062his administration, President Biden \u200ccanceled\u2062 the KeystoneXL pipeline.\u2063 In January this year, <a href=\"https:\/\/www.foxnews.com\/politics\/biden-admin-quietly-admits-canceling-keystone-xl-pipeline-cost-thousands-jobs-billions-dollars?intcmp=tw_pols\" target=\"_blank\" rel=\"noopener\">reported<\/a> Fox News, \u201cThe \u200bBiden administration published a congressionally \u200cmandated report highlighting the positive <a href=\"https:\/\/www.foxnews.com\/category\/us\/economy\/keystone-pipeline\" target=\"_blank\" rel=\"noopener\">economic benefits the \u2063Keystone XL Pipeline<\/a> \u200d would have had if President \u2064Biden didn&#8217;t revoke\u200c its federal permits.<\/p>\n<p>\u201cThe report, which the <a href=\"https:\/\/www.foxnews.com\/politics\/biden-admin-defends-handing-lucrative-grant-energy-firm-deep-china-ties\" target=\"_blank\" rel=\"noopener\">Department of Energy (DOE)\u2064 completed<\/a> \u2063 in late \u200bDecember without any public announcement, says the Keystone XL project would have created\u202fbetween 16,149 and \u200c59,000 jobs\u202fand would\u200c have had a positive\u202feconomic impact of between \u200d$3.4-9.6 billion, \u200dciting various \u2064studies.\u201d<\/p>\n<h3>The Ukraine War<\/h3>\n<p>Boycotts of Russian \u200doil\u200b after its invasion of Ukraine disrupted what for decades\u200d had been \u200ba\u2063 placid, \u200csmooth-functioning global oil market. Then the market adjusted until\u2064 recently. On Aug. 4,\u2063 <a href=\"https:\/\/www.cnn.com\/2023\/08\/05\/europe\/ukraine-sea-drone-attacks-intl\/index.html\" target=\"_blank\" rel=\"noopener\">reported<\/a> CNN, \u201cOne \u200cof\u2064 Russia\u2019s biggest oil tankers\u2064 was struck by a maritime drone, the latest \u2062salvo in a\u2062 Ukrainian military \u200bcampaign employing \u200bunmanned vehicles to attack far-away Russian targets by <a href=\"https:\/\/www.cnn.com\/2023\/08\/05\/europe\/russia-ukraine-drone-attacks-analysis-explainer-intl\/index.html\" target=\"_blank\" rel=\"noopener\">air<\/a> \u200c and by <a href=\"https:\/\/www.cnn.com\/2023\/08\/04\/europe\/ukraine-sea-drone-russian-warship-black-sea-intl\/index.html\" target=\"_blank\" rel=\"noopener\">sea<\/a>.\u201d That and other \u200cdisruptions have boosted \u200cthe \u2062global price of oil from $63 a barrel in early May to <a href=\"https:\/\/finance.yahoo.com\/quote\/CL%3DF?p=CL%3DF\" target=\"_blank\" rel=\"noopener\">$83 \u200con Aug. 10<\/a>\u2014a 32 percent increase in just three months.<\/p>\n<h3>General Global Uncertainty<\/h3>\n<p>In\u2063 addition to the Ukraine war, the past two years under Biden have \u200cseen global\u2062 crises multiply. The \u2063latest is\u2064 the coup in\u200d the country of Niger in Africa, a <a href=\"https:\/\/www.powerengineeringint.com\/nuclear\/coup-in-niger-brings-countrys-uranium-resources-into-sharper-focus\/\" target=\"_blank\" rel=\"noopener\">key uranium source<\/a>, \u200cespecially for France\u2019s large nuclear-power \u2064industry.<\/p>\n<p>But \u200cthe main other problem \u2064remains tensions with\u2062 Communist China\u2063 over Taiwan. This \u200dpast week China and Russia \u2063 <a href=\"https:\/\/www.youtube.com\/watch?v=Jv1pmgNtGXM\" target=\"_blank\" rel=\"noopener\">sent 11\u2062 navy vessels<\/a> \u2063 near\u200d Alaska. \u201cIt \u2062is a historical first,\u201d Brent Sadler, a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/chinas-xi-says-military-must-be-ready-for-war\/\" title=\"Xi Jinping, China's leader, emphasizes military preparedness for potential conflict.\">senior research\u2063 fellow<\/a> at the Heritage Foundation and \u200ca retired Navy captain, <a href=\"https:\/\/www.wsj.com\/articles\/russia-and-china-sent-large-naval-patrol-near-alaska-127de28b\" target=\"_blank\" rel=\"noopener\">told<\/a> the \u2062Wall Street\u200c Journal. \u201cGiven the context of <a href=\"https:\/\/www.wsj.com\/articles\/ukraine-struggles-to-retake-bakhmut-from-dogged-russian-fighters-c8945b93?mod=article_inline\" target=\"_blank\" rel=\"noopener\">the war in Ukraine<\/a> and <a href=\"https:\/\/www.wsj.com\/articles\/taiwan-unveils-dates-for-u-s-stops-by-vice-president-despite-chinas-protests-17106008?mod=article_inline\" target=\"_blank\" rel=\"noopener\">tensions around Taiwan<\/a>, this move is highly \u200cprovocative.\u201d<\/p>\n<p>Most global oil trade\u2064 rides on giant oil tankers, which \u2064are protected mostly by the U.S.\u2063 Navy.\u200d If its global supremacy on the sea is \u2062threatened, as \u200bnow is happening, that protection is\u200b called \u2063into question.<\/p>\n<figure style=\"width:640px\" class=\"alignnone\"><figcaption>A gas pump is inserted inside an Audi vehicle at a Mobil gas station in Beverly Boulevard in West Hollywood, Calif., on March \u200d10, 2022. And here\u2019s\u2064 a <a href=\"https:\/\/www.goodreads.com\/author\/quotes\/46766.Ludwig_von_Mises\" target=\"_blank\" rel=\"noopener\">quote<\/a> \u200bfrom him, \u200bfrom his book \u201cInterventionism: An Economic Analysis\u201d:<\/p>\n<p>\u201cAs a\u200d rule,\u200d capitalism is blamed for\u2064 the undesired effects of a policy directed at \u200bits elimination. The man who sips his morning coffee does not say, \u2018Capitalism has brought this beverage to my \u200cbreakfast\u200b table.\u2019\u2064 But when he reads in the papers \u2062that the \u200bgovernment of\u2063 Brazil has ordered part of the coffee crop destroyed, he does not say, \u2018That is government for you\u2019; he\u200c exclaims, \u2018That is capitalism\u200d for you.\u2019\u201d<\/p>\n<p>For\u2064 \u201ccoffee,\u201d \u200bsubstitute\u200c \u201cgasoline.\u201d<\/p>\n<p>Finally, one result of pushing gas \u2064prices even \u200chigher\u2014the \u200creal\u200d result of the new bureaucracy headed by Gas Czar Tai\u200b Milder\u2014will be further to encourage people to buy electric cars ahead of the\u200c <a href=\"https:\/\/www.nytimes.com\/2022\/08\/29\/us\/california-ban-gasoline-cars.html\" target=\"_blank\" rel=\"noopener\">total \u200cban<\/a> on gas- and\u2063 <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/irs-increases-deductible-costs-for-mileage-by-3-cents-in-2023\/\" title=\"IRS raises Mileage Deductible costs by 3 cents in 2023\">diesel-powered cars<\/a> by 2035.
