By doing this, \u2064the White House\u2063 can go around the spending limits \u200cset\u2063 in the Fiscal Responsibility Act,\u200b which raised the debt \u200cceiling but set spending caps \u2062on this year\u2019s appropriations.<\/p>\n<h3>Conservatives Push Back Against Supplemental Request<\/h3>\n<p>But the\u2063 move drew immediate pushback from conservatives in the House who not only don\u2019t \u2063want to see more aid go to Ukraine but also believe the White House is breaking the \u200bterms \u2063of \u2063the \u2063<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/democrats-unveil-government-funding-debt-ceiling-bill-that-gop-has-vowed-to-oppose\/\" title=\"Democrats Unveil Government Funding, Debt Ceiling Bill That GOP Has Vowed To Oppose\">debt ceiling bill<\/a>\u2064 where strict spending caps were set.<\/p>\n<p>Rep. Warren Davidson (R-OH) led a group of 12 House Republicans in sending \u2063a\u200c letter \u2062to Biden urging\u2063 him \u200cto rescind his request for emergency supplemental funding for aid to Ukraine to assist them\u2062 in \u2064their fight against\u200b Russia.<\/p>\n<blockquote><p>\u201cBy requesting a supplemental appropriations package, \u2064you are\u200b putting the U.S. on a path \u200btoward a government shutdown by violating the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-passes-defense-bill-moves-to-lift-debt-ceiling-after-bipartisan-agreement\/\" title=\"House Passes Defense Bill, Moves To Lift Debt Ceiling After Bipartisan Agreement\">debt ceiling agreement<\/a>,\u201d the letter reads.<\/p><\/blockquote>\n<p>This does complicate the appropriations process. House \u200cRepublicans were \u2064already struggling to pass appropriations \u200bbills, only passing one of 12 before leaving \u2062for the August recess. The main struggle is they \u2062couldn\u2019t get hard-line conservatives and \u2063centrists \u2064on the same page, and now the \u200csupplemental request will only further complicate things.<\/p>\n<p>The\u2064 defense hawks\u200c in\u200b the Senate are supportive of additional aid\u200b to Ukraine, while conservatives in\u2064 the House have specifically stated\u2064 they won\u2019t support\u200b a supplemental, causing an\u200c impasse.<\/p>\n<p>The \u200bBiden\u2063 administration \u200dhas been adamant\u200c that \u200demergency funding does not count \u2063toward \u2063the\u200d spending cap negotiated in the debt ceiling bill, but House Republicans have forcefully disagreed with that stance.<\/p>\n<p>Republicans claim in the letter that if Biden really wanted the funding he\u2019s requesting in \u2062the supplemental, then he should have put it \u2062in his budget request and had it go through the normal appropriations process, but since he didn\u2019t, \u200cthey want him to rescind the request and\u200b \u201cadhere to the spending limitations established\u2063 by the\u2063 Fiscal Responsibility Act.\u201d<\/p>\n<blockquote><p>\u201cThis request exacerbates your administration\u2019s out-of-control deficit \u2062spending and circumvents the bipartisan debt\u200c ceiling agreement,\u201d the letter reads. \u201cAmericans \u200dare \u2064tired\u2063 of funding endless wars and \u200bwant policies that not only help restore fiscal sanity in\u2063 Washington, but also put America and American citizens first. \u2026 \u200cWe ask that you withdraw \u2064your request for additional assistance until you provide Congress with a comprehensive strategy and mission for U.S. involvement in\u200b Ukraine.\u201d<\/p><\/blockquote>\n<h3>Biden&#8217;s \u2063Request for Ukraine Aid<\/h3>\n<p>Biden unveiled the highly anticipated request \u200don Thursday, requesting Congress to approve \u2062an\u2063 additional $24 billion to go toward Ukraine as its military continues \u2062to fight off an invasion from\u200b the Russian government. The request seeks $13 billion to go toward security assistance with\u200b another $7.3 billion toward economic and \u2062humanitarian efforts, setting \u2064the stage for a battle with House Republicans who have been wary of providing the war-torn country \u200cmore economic assistance.<\/p>\n<p>The funding proposal also includes requests\u2062 for $12 \u2063billion in new funding \u200bfor disaster relief and another\u2064 $3.3 billion to \u2062assist countries whose infrastructure has been damaged or destroyed amid the Russian invasion.\u2063 Another $4 billion\u200c would go toward U.S.\u200b border security, bringing the\u200b request\u2019s total \u2063to $40\u200c billion.<\/p>\n<p>The request is likely to garner\u2063 some\u200b bipartisan support in the House, as several Republicans have\u2062 publicly \u200cexpressed a \u2064desire to continue funding\u2064 the Ukrainian war effort. However, at least one senior GOP member told the Washington Examiner that Republicans do not have the votes to get a Ukraine \u200csupplemental across\u2063 the line without Democratic help.<\/p>\n<p>\u201cPeople are completely against \u200cspending\u2063 more money to\u2062 Ukraine, with all of \u200cour existing \u200cproblems here at \u200bhome,\u201d Rep.\u2064 Marjorie Taylor Greene (R-GA) told the Washington \u200dExaminer. \u201cAnd \u200bso my role will be being a very loud voice, urging my\u200d colleagues\u200b in Congress \u200bto vote\u2063 no. And making sure that \u200beveryone knows which Republicans\u2062 want to send their <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/watch-democrat-congressman-uses-national-guard-in-apparent-political-stunt-against-gop-member\/\" title=\"WATCH: Democrat Congressman Uses National Guard In Apparent \u2018Political Stunt\u2019 Against GOP Member\">hard-earned tax dollars<\/a> over to Ukraine, which Democrats want.\u201d<\/p>\n<p>Greene noted there\u2019s\u2064 a large\u200d number of Republicans who\u200c are opposed to the \u2064idea \u200cof increasing \u2064military aid \u200bto Ukraine, noting it\u2019s \u2062an \u200b\u201cabsolute nonstarter\u201d \u200cfor many\u2064 conservatives.<\/p>\n<p>\u201cI&#8217;m\u2064 hoping our \u200bleadership won&#8217;t even bring that to the floor,\u201d Greene said. \u201cIt should be a nonstarter. And I&#8217;ll\u2063 be pushing as \u2062hard as\u2064 possible to say this is not what \u2064we should be doing.\u201d<\/p>\n<p>That sentiment is \u200dalso being felt among GOP voters as recent polling\u2063 shows\u2064 the amount of support among Republicans to provide financial assistance has shrunk over the last year. Roughly 62% of Democrats support contributing increased aid\u200b to Ukraine compared to just \u206328% of Republicans, according to a study\u200d from the Brookings Institution.<\/p>\n<p>It\u2019s likely the legislation \u2064will receive support \u200cfrom House\u200b Democrats, with several members already praising Biden for\u2064 his efforts to support\u2063 Ukraine\u200c while also seeking to address the flow of fentanyl across the southern border.<\/p>\n<blockquote><p>\u201cWe applaud the Administration for putting forward a supplemental funding request that addresses each of these important issues \u200cfacing\u200d our nation,\u201d said Rep.
