Additionally, the order&#8217;s\u200d limited approach is likely to face criticism from both sides of\u200b the China debate, with some advocating for greater decoupling and others seeking more engagement.<\/p>\n<p>Peter Harrell, a nonresident fellow at Carnegie Endowment for International Peace,\u2063 explains that the discussion around targeting\u2064 outbound investments into China has been ongoing since 2018, when the \u2064Trump administration imposed\u2063 tariffs in response\u2064 to intellectual \u200bproperty \u200ctheft.<\/p>\n<p>Mr. Harrell also notes that while the investment bans have a narrow scope, the requirements for federal notification \u200cof certain \u200cinvestments are broad.
