As a disability advocate \u2062and mother of \u200da young child \u200cwith cystic fibrosis, I \u2063applaud this\u200b latest reform. Cystic fibrosis is a disease that can destroy an individual\u2019s lungs, and sadly, <a href=\"https:\/\/www.cff.org\/managing-cf\/talking-about-lung-transplant\" target=\"_blank\" rel=\"noreferrer noopener\">many \u2062fighting for their lives die<\/a> while waiting for a\u2064 transplant.<\/p>\n<p>Yet a recent step toward protecting \u200cthe \u200dlife of the vulnerable came \u200bwith the congressional\u200b passage of legislation reforming\u2063 the network that\u200b administers the nation\u2019s \u200dorgan\u2063 transplant system. Coupled with prior reforms\u2064 enacted by the Trump\u200b administration, the changes will increase the \u200dnumber\u2063 of transplants performed every\u2062 year, saving thousands of lives \u2014 not to mention taxpayer dollars.<\/p>\n<h3>Breaking the Monopoly: A\u200b Much-Needed Change<\/h3>\n<p>The\u200c <a href=\"https:\/\/www.congress.gov\/bill\/118th-congress\/house-bill\/2544\/text?s=1&#038;r=1&#038;q=%7B%22search%22%3A%5B%22hr2544%22%5D%7D\">legislation<\/a>, which passed the House and Senate on voice votes recently, would \u2063break up the monopoly held by\u2063 the \u2064Organ Transplant and Procurement Network. This \u2063network,\u2062 which oversees the nation\u2019s 56 organ procurement organizations, \u200dhas long suffered from <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/report-new-york-paid-11-billion-in-fraudulent-unemployment-claims-in-a-single-year-of-covid\/\" title=\"Report: New York Paid  Billion In Fraudulent Unemployment Claims In A Single Year Of Covid\">archaic computer systems<\/a> and an unaccountable bureaucracy.<\/p>\n<p>A Senate Finance Committee\u2062 <a href=\"https:\/\/www.finance.senate.gov\/imo\/media\/doc\/UNOS%20Hearing%20Confidential%20Memo%20(FOR%20RELEASE).pdf\" target=\"_blank\" rel=\"noreferrer noopener\">investigation<\/a> released \u200blast year \u200dfound\u200b serious\u200b problems within the network, which\u2064 ignored numerous patient complaints.\u2062 Other patients \u200bsuffered harm when the\u200b network\u2019s systems lost organs awaiting transplant.<\/p>\n<h3>Modernization\u2064 and Accountability: A New Era<\/h3>\n<p>Earlier this year, the Biden\u200d administration <a href=\"https:\/\/www.hhs.gov\/about\/news\/2023\/03\/22\/hrsa-announces-organ-procurement-transplantation-network-modernization-initiative.html\" target=\"_blank\" rel=\"noreferrer noopener\">requested new authority<\/a> from Congress to\u2062 restructure the organ transplant network and bids from contractors to administer its systems. Once \u200dBiden signs \u200dthis\u200b legislation into law, \u2063the network can undergo the modernization\u200c that the U.S.\u200b Digital Service <a href=\"https:\/\/fedscoop.com\/usds-organ-transplant-system-shakeup\/\" target=\"_blank\" rel=\"noreferrer noopener\">previously recommended<\/a>.<\/p>\n<p>Congress\u2019s\u2064 action comes on the heels of prior regulatory \u200dsteps that also commanded broad \u200cbipartisan support. The \u200bTrump administration enacted changes designed to promote \u200corgan donation and reform the current system. For\u2063 instance, <a href=\"https:\/\/www.hrsa.gov\/sites\/default\/files\/hrsa\/public-comments\/NPRM-amendment-factsheet.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">allowing reimbursements<\/a> for expenses such as travel and child \u2063care \u2063costs encouraged more living kidney donors by eliminating the\u2062 financial barriers some potential donors faced.<\/p>\n<p>The Trump administration also <a href=\"https:\/\/www.cms.gov\/newsroom\/fact-sheets\/organ-procurement-organization-opo-conditions-coverage-proposed-rule-revisions-outcome-measures-opos\" target=\"_blank\" rel=\"noreferrer noopener\">introduced new accountability<\/a> to the nation\u2019s organ procurement\u200b organizations (OPOs), measuring their performance based on the \u2062number of transplants \u200bthey complete.\u2063 These OPOs face the possibility of losing \u2063their regional monopoly status if they fail to measure\u200c up. The Biden administration has <a href=\"https:\/\/www.hhs.gov\/about\/news\/2023\/03\/22\/hrsa-announces-organ-procurement-transplantation-network-modernization-initiative.html\" target=\"_blank\" rel=\"noreferrer noopener\">continued the reform efforts<\/a>, \u2062releasing a <a href=\"https:\/\/data.hrsa.gov\/topics\/health-systems\/organ-donation\" target=\"_blank\" rel=\"noreferrer noopener\">dashboard<\/a> to publicize OPOs\u2019 transplant rates.<\/p>\n<h3>Saving Lives and\u200c Taxpayer Dollars<\/h3>\n<p>Individually and collectively, these new \u2063policies will revolutionize the organ\u200c donation industry \u2014 a sorely needed effort. An \u200daverage of <a href=\"https:\/\/www.organdonor.gov\/learn\/organ-donation-statistics#glance\" target=\"_blank\" rel=\"noreferrer noopener\">16 patients die every day<\/a> awaiting an\u200b organ\u200d transplant,\u2064 in \u200clarge part \u2064because the system fails to optimize its performance. Doctors <a href=\"https:\/\/apnews.com\/fbc97856d9ee4d79b93fe05b9e54944b\" target=\"_blank\" rel=\"noreferrer noopener\">discard organs<\/a> viewed as less-than-perfect, choosing to \u2062 <a href=\"https:\/\/www.washingtonpost.com\/graphics\/2018\/national\/organ-transplant-shortages\/\" target=\"_blank\" rel=\"noreferrer noopener\">keep patients waiting<\/a> and \u200doften\u200c dying. In other\u2064 cases, bureaucratic snafus mean \u200dthe organs fail to get \u2062to their intended destination in time,\u200c meaning \u200cthey must be discarded for safety reasons.<\/p>\n<p>These\u2062 reforms will\u200c save not \u200conly lives but taxpayers\u2019 money. More efficiently allocating existing organs will allow \u2064for <a href=\"https:\/\/www.bridgespan.org\/bridgespan\/Images\/articles\/reforming-organ-donation-in-america\/reforming-organ-donation-in-america-01-2019.pdf\">28,000 more transplants<\/a> every \u200dyear, giving the\u2064 gift of life to \u200dthousands of \u2063Americans. And because Medicare covers most patients with \u2064<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/the-simplest-way-to-flush-kidney-stones-other-stones-out-of-the-body\/\" title=\"The Simplest Way to Flush Kidney Stones, Other Stones out of the Body\">chronic kidney failure<\/a>, successfully transplanting more kidneys will save \u2063an estimated <a href=\"https:\/\/www.bridgespan.org\/bridgespan\/Images\/articles\/reforming-organ-donation-in-america\/reforming-organ-donation-in-america-01-2019.pdf\">$13 billion over five \u200cyears<\/a> that would otherwise\u2064 be spent covering dialysis\u200d treatments for patients.<\/p>\n<h3>A\u2063 Remarkably Bipartisan Effort<\/h3>\n<p>At a time of\u200c intense partisanship, reforming the organ procurement\u2062 system remains \u200ca remarkably\u200b bipartisan effort, with members of Congress, the Trump administration, and the \u200dBiden administration coming together to \u200dpass a series of meaningful reforms.<\/p>\n<p>Most importantly, I\u2019m happy for the effect these changes will have on patients in \u200bdesperate need of an organ transplant.
