The kits can \u2063be \u200cquickly assembled into a working firearm.<\/p>\n<p>The\u2064 rule clarified that\u2064 <span data-qa-component=\"highlight-text\">ghost guns<\/span> qualify as &#8220;firearms&#8221; under the \u200c <span data-qa-component=\"highlight-text\">Gun Control Act<\/span>, expanding the \u200bdefinition of \u200ba firearm to include \u200bparts and kits that may\u2062 be readily turned into a gun. It required serial numbers and \u200cthat manufacturers and sellers be licensed. Sellers under the rule\u2062 also must <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/fact-checking-bidens-latest-gun-control-press-conference\/\" title=\"Fact-Checking Biden\u2019s Latest Gun Control Press Conference\">run background checks<\/a> on\u2063 purchasers prior to a\u200d sale.<\/p>\n<p>A Reuters\/Ipsos\u200c poll completed\u200c on\u2063 Tuesday found that\u200d 70 percent \u200bof Americans \u2063support requirements that <span data-qa-component=\"highlight-text\">ghost guns<\/span> \u2063have serial numbers and be \u2062produced\u2063 only by licensed manufacturers. The idea had bipartisan support among \u2063respondents, with 80 percent of Democrats and 61 percent of \u200cRepublicans in favor.<\/p>\n<p>There were \u2062about 20,000 suspected <span data-qa-component=\"highlight-text\">ghost guns<\/span> reported \u2062in 2021 to the ATF as having been recovered by law \u2062enforcement \u2063in criminal investigations\u2014a tenfold increase from\u200d 2016, according to White\u200b House statistics.<\/p>\n<p>Biden&#8217;s administration on July 27 \u2064asked the justices \u200cto halt \u200bO&#8217;Connor&#8217;s\u2063 ruling that \u2064invalidated\u2064 a \u2063Justice Department \u200crestriction on the sale of\u2064 <span data-qa-component=\"highlight-text\">ghost\u2064 gun<\/span> kits\u2063 while it appeals to\u2062 the New Orleans-based 5th U.S. Circuit \u2063Court of Appeals. Alito, who\u200d <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/clarence-thomas-grants-sen-grahams-request-to-halt-testimony-in-georgia-election-probe\/\" title=\"Clarence Thomas Grants Sen. Graham's Request to Halt Testimony in Georgia Election Probe\">handles emergency matters arising<\/a> from a group \u2064of states including Texas, the next day temporarily blocked O&#8217;Connor&#8217;s decision to give the justices time to decide how to proceed.<\/p>\n<p>The administration said\u2064 that allowing\u2064 the O&#8217;Connor&#8217;s ruling \u2063to stand would enable \u2063an &#8220;irreversible flow of\u2063 large numbers of untraceable <span data-qa-component=\"highlight-text\">ghost guns<\/span> into \u2063our nation&#8217;s communities.&#8221;<\/p>\n<p>Plaintiffs including various gun owners, parts \u200dmanufacturers, and two gun rights groups\u2014the Firearms Policy Coalition and Second Amendment Foundation\u2014filed suit to \u2062block the\u200d rule in \u2063federal \u2062court in Texas. They claimed that the rule violated the <span data-qa-component=\"highlight-text\">Gun \u200cControl Act<\/span>, portraying the policy as a threat to\u200d the long history of legal private gunsmithing \u2064in the United States.<\/p>\n<p>O&#8217;Connor blocked the rule\u200d as an overreach, concluding that \u200dthe congressional definition of a \u200cfirearm &#8220;does \u2063not cover weapon parts, or aggregations\u2064 of weapon parts, regardless \u200cof \u200cwhether\u200b the parts may be readily \u200cassembled into something that may fire a projectile.&#8221; The judge\u2063 also rejected the administration&#8217;s concern that such a ruling would allow felons, minors, \u200dand others legally prohibited from owning a firearm to easily make one.<\/p>\n<p>&#8220;Even if it is true \u200bthat \u200csuch an \u2063interpretation creates loopholes that as a policy \u200bmatter should be avoided,&#8221; O&#8217;Connor wrote, &#8220;it&#8217;s not \u2062the role of the judiciary to correct them.&#8221;<\/p>\n<p>The United States,\u200b with the\u200c world&#8217;s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/supreme-court-reinstates-bidens-ghost-gun-restrictions\/\" title=\"Supreme Court upholds Biden's 'Ghost Gun' rules.\">highest gun ownership rate<\/a>, remains a nation deeply divided over how to address firearms violence, including frequent mass shootings.<\/p>\n<p>In three major rulings since 2008, the Supreme Court has widened gun rights, including a \u20632022 decision that declared\u200c for the first time that the U.S. Constitution protects \u2064an individual&#8217;s right to carry a handgun in public for self-defense.<\/p>\n<p>(Reporting by Andrew \u2064Chung in New York; Editing by Will Dunham)<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Worth, Texas, and allowed the reinstatement of a federal regulation targeting &#8220;ghost guns.&#8221; These privately made firearms pose a challenge for law enforcement due to their untraceable nature.
