Andy Beshear (Photo by \u2063Jon Cherry\/Getty Images)<\/figcaption><\/figure>\n<\/div>\n<div>\n<p>A University of Kentucky clinic is admitting it performed gender reassignment surgeries \u200con minors before state \u2063lawmakers passed a ban on those procedures\u2014legislation that Democratic governor Andy Beshear vetoed because he said the surgeries &#8220;don&#8217;t happen in Kentucky.&#8221;<\/p>\n<p>In a\u2063 March 2 <a href=\"https:\/\/freebeacon.com\/wp-content\/uploads\/2023\/08\/Letter-to-Rep-James-Tipton.pdf\" target=\"_blank\" rel=\"noopener\">letter<\/a> obtained by \u2062the <em>Washington Free Beacon<\/em>,\u2064 the university&#8217;s Transform Health clinic said it has &#8220;in\u2063 recent years\u200c performed a small number of non-genital gender reassignment\u2063 surgeries on \u2064minors, such as mastectomies.&#8221; Gender reassignment mastectomies, or so-called top surgeries, remove a biological female&#8217;s\u2062 healthy breast \u2063tissue to <a href=\"https:\/\/embryo.asu.edu\/pages\/gender-affirming-mastectomy#:~:text=Gender%2Daffirming%20mastectomy%2C%20sometimes%20called,emotional%20burden%20of%20gender%20dysphoria.\" target=\"_blank\" rel=\"noopener\">create<\/a> &#8220;a more masculine-looking chest.&#8221; The University of \u2062Kentucky confirmed the letter&#8217;s accuracy, telling the <em>Free Beacon<\/em> that it has performed &#8220;non-genital gender reassignment surgeries&#8221; \u200don patients as \u2062young as 16.<\/p>\n<p>Beshear \u200dhas faced intense criticism from Republicans over his veto of Senate Bill 150, which <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/idaho-house-republicans-pass-transgender-surgery-ban-for-minors\/\" title=\"Idaho House Republicans Pass Transgender-Surgery Ban for Minors\">banned transgender surgeries<\/a> and hormone therapies for minors after \u200cKentucky&#8217;s legislature on March 29 overrode the veto. Beshear has dismissed Republican claims that his veto shows he supports those surgeries. &#8220;I have never supported <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/in-blowout-vote-alabama-senate-makes-hormone-therapy-surgery-for-trans-kids-a-felony-protect-kids\/\" title=\"In Blowout Vote, Alabama Senate Makes Hormone Therapy, Surgery For Trans Kids A Felony: \u2018Protect Kids\u2019\">gender reassignment surgery<\/a> for\u2064 minors, and they \u2064don&#8217;t \u200dhappen in Kentucky,&#8221; Beshear\u200c said in\u200d July.<\/p>\n<p>The university&#8217;s admission, however, shows that the surgeries did happen in the state before the bill&#8217;s passage. The University of Kentucky&#8217;s <a href=\"https:\/\/ukhealthcare.uky.edu\/aesthetics-center\/surgical-treatments\/gender\" target=\"_blank\" rel=\"noopener\">website<\/a> divides\u2062 &#8220;gender reassignment surgery&#8221; into two categories\u2014&#8221;bottom surgery&#8221;\u200b and &#8220;top surgery.&#8221; \u200bWhile the university says it has not performed &#8220;bottom surgery&#8221; on minors, it has performed &#8220;top surgery&#8221; on 16-year-olds in\u200c an attempt\u2064 to help them &#8220;resemble their identified gender.&#8221; Top surgery, the university says, \u200c&#8221;creates breasts for male-to-female transgender patients or removes breasts for female-to-male \u2064transgender patients.&#8221;<\/p>\n<p>Beshear&#8217;s office\u200b did not return a request for comment on whether the governor was\u200b aware of the university&#8217;s practices and whether he supports so-called \u200dtop surgeries.<\/p>\n<p>Senate Bill 150 did not ban youth gender reassignment mastectomies by name, but it\u200b did bar Kentucky \u2063health care providers\u200d from removing &#8220;any healthy or \u200cnon-diseased \u2062body part or tissue&#8221; for\u2064 the purpose of altering a \u200cminor&#8217;s appearance \u200dor validating\u200c the minor&#8217;s \u2062gender identity.\u2063 The University of Kentucky confirmed that it\u2064 is no longer performing \u200bwhat it calls \u200d&#8221;non-genital gender reassignment surgeries&#8221; on minors as a result of Senate Bill\u200d 150.<\/p>\n<p>&#8220;UK\u2062 HealthCare is fully compliant with the law, including SB 150,&#8221; the university told the <em>Free Beacon<\/em>. &#8220;With the passage of SB 150, Transform Health no \u2064longer provides \u2063any services that support a \u200dgender transition in \u200cminors.&#8221;<\/p>\n<p>It&#8217;s unclear when the \u2062<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/kentucky-clinic-refutes-andy-beshears-claim-that-youth-gender-reassignment-surgeries-dont-happen-in-state\/\" title=\"Kentucky Clinic denies Beshear's claim on absence of youth gender reassignment surgeries in the state.\">university\u2064 began performing gender reassignment surgeries<\/a> on minors, \u2062though evidence \u2064suggests it offered the procedures as early\u200c as 2020.<\/p>\n<p>In an <a href=\"https:\/\/www.reddit.com\/r\/FTMMen\/comments\/fianwr\/top_surgery_in_ky\/\" target=\"_blank\" rel=\"noopener\">online forum<\/a> for transgender men, one commenter in March 2020 shared a list of surgeons in or near Kentucky &#8220;who operate on minors.&#8221; The list included Dr. Kant\u2064 Lin, who at\u2062 the time\u2063 <a href=\"https:\/\/web.archive.org\/web\/20200116040321\/https:\/ukhealthcare.uky.edu\/services\/transform-health-services#providers\" target=\"_blank\" rel=\"noopener\">served<\/a> as Transform Health&#8217;s plastic \u200dsurgery\u200d partner. Lin \u200din a 2018 <a href=\"https:\/\/www.youtube.com\/watch?v=beQiJRCKE3Y&#038;t=62s\">video<\/a> confirmed seeing &#8220;gender-affirming patients.&#8221; Lin in May \u20622020 \u200cleft Kentucky for the Medical College of Wisconsin, and his new online bio notes that he offers &#8220;<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/gender-nullification-surgery-enables-non-binary-patients-to-achieve-smooth-genital-area\/\" title=\"\u2018Gender Nullification Surgery\u2019 Enables \u2018Non-Binary\u2019 Patients To Achieve \u2018Smooth Genital Area\u2019\">gender affirming surgery<\/a>&#8221; and \u2064that he sees adolescents.<\/p>\n<p>While Beshear has worked to distance himself from transgender youth surgeries, he \u200bhas endorsed puberty blockers and hormone therapy treatments for minors, calling them &#8220;basic medical \u2064decisions&#8221; that parents should &#8220;be able to make.&#8221; Many experts say those treatments can cause long-term bone and fertility issues.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Dem governor defends veto of bill banning youth transgender surgeries, citing a University of Kentucky clinic that performed such procedures on minors.
