Lawmakers have \u2062about a month to tackle this major \u200dtask when\u2062 they return to Washington, D.C. in September.<\/p>\n<p>Lawmakers must act \u200bon \u200bgovernment funding before the start of the fiscal year on \u200bOctober 1. They have two options: \u200breach an agreement \u2064and fund\u2064 the government or pass \u2063a stopgap measure until a deal \u200cis struck.\u2063 Regardless of \u2064the route they choose, it \u2063won&#8217;t be\u200d an easy task.<\/p>\n<h3>Senators\u200d Approve Government Funding\u2062 Bills<\/h3>\n<p>Last week, the Senate Appropriations Committee made significant progress by approving all 12 of \u2063their\u200d government \u2064funding bills.\u2062 This is \u2064the \u2064first time in five years\u2062 that this milestone has been achieved. The committee voted on bipartisan lines to send\u200c the\u2063 last four spending bills \u2062to the Senate floor,\u2064 which include \u2064funding for various departments such as\u200b Interior, Labor, Defense, Education, Health and Human Services, and Homeland\u200c Security.<\/p>\n<p>Senators Patty Murray \u2062(D-WA) and Susan Collins (R-ME), the first two women to simultaneously lead their respective \u2062parties on the committee, acknowledged \u2064that there is still much work to be\u200c done. \u2064However, they\u200d expressed optimism in a joint statement, stating that the committee&#8217;s achievements demonstrate that Congress can work together to \u200d<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/md-gov-hogan-urges-biden-lawmakers-to-work-together-on-covid-19-relief-legislation\/\" title=\"Md. Gov. Hogan urges Biden, lawmakers to work together on COVID-19 relief legislation\">find common ground<\/a>\u200d and\u2064 produce \u2062bipartisan bills \u200bthat can be signed into law.<\/p>\n<h3>Additional Emergency Spending and Controversial Amendments<\/h3>\n<p>The panel approved all 12 bills, aligning them with the \u200c<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/mccarthys-debt-limit-deal-virtually-guarantees-another-omnibus-train-wreck\/\" title=\"McCarthy's deal on debt limit ensures another train wreck.\">spending caps negotiated<\/a> by President Joe Biden \u2062and House Speaker Kevin McCarthy (R-CA). However, defense\u200b hawks have raised concerns about the \u2064<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/congress-has-its-work-cut-out-to-avoid-a-government-shutdown\/\" title=\"Congress must work hard to prevent a government shutdown.\">inflation-adjusted \u200dcuts<\/a>, advocating for increased spending\u2062 to deter Chinese aggression. In response, Murray and Collins announced a bipartisan deal to add $13.7 billion in emergency spending, with \u200d$8 billion allocated for defense \u200cand $5.7\u200c billion \u200bfor nondefense.<\/p>\n<p>Despite Democrats&#8217; \u200bcontrol in the Senate and on the panel, \u2064they included the Hyde amendment in\u200b the bill, which\u200b funds the\u2063 departments of Labor and Health and Human Services. This amendment blocks the use of Medicaid\u2064 or other federal health programs to pay for abortion services. Senate Majority Leader Chuck Schumer (D-NY)\u2064 emphasized the importance of bipartisan \u2062cooperation to avoid a government shutdown.<\/p>\n<h3>Clash with House Republicans<\/h3>\n<p>The \u2062House, led by Republicans, has taken a\u2063 different approach to\u200b the spending process. As\u200b a result, McCarthy and GOP\u2064 leaders are preparing \u2064bills with less spending\u2063 than previously agreed\u200d upon to secure the votes of these members.<\/p>\n<p>House Republicans have \u200calso added controversial amendments that\u200b are\u200b broadly\u200c opposed by Democrats. These include proposals to limit \u2064access to \u200dabortion pills, ban\u2063 funding \u2062for hormone therapy and surgeries for \u200dtransgender \u2064veterans, and more. These policy add-ons have no chance of passing in the Democratic-controlled\u2062 Senate.<\/p>\n<h3>Deadline Approaching<\/h3>\n<p>When lawmakers return \u2064to \u2064Washington, D.C., they will have \u200bapproximately three weeks to pass a federal budget before the September 30 deadline. Budget disagreements\u2062 often lead to last-minute negotiations\u2063 and marathon voting sessions. If\u200b an agreement cannot be reached by the deadline, lawmakers may\u2063 resort to passing a continuing resolution to keep funding at current \u200dlevels while they continue \u200bto negotiate.<\/p>\n<p>However,\u2063 some hard-line conservatives have already ruled out this option and\u2062 are\u2063 willing to enforce a government shutdown to push for the \u2064budget to be passed.
