It discredited the argument of the Israeli peace camp that \u2063by ceding land, Israel\u200c could buy peace.<\/p>\n<p>Salim Fayyad, \u200cthen\u2063 the prime minister of the Palestinian Authority, recognized that terrorism had failed to break the Israeli spirit, and he needed a new plan. That \u2064plan was\u2063 to build. \u200dDespite valid fears \u2063that\u2062 Israeli\u2063 authorities would immediately destroy \u2063any\u2064 illegally erected structures in\u200b Area\u200d C, the Palestinians \u200dwent ahead.<\/p>\n<p>When the\u2063 Europeans saw how Israeli leadership \u2064ignored much of the initial\u200b construction and understood what their protected Palestinian wards could get away with, \u2064they became massively involved, encouraging the Palestinians to build as \u2062if there\u200d were no\u200d <a href=\"https:\/\/www.westernjournal.com\/op-ed-illegal-palestinian-settlements-never-heard\/\" target=\"_blank\" rel=\"noopener\">Oslo Accords<\/a> and guaranteeing legal \u2062assistance in the event that Israel \u200denforced \u200dthe law.<\/p>\n<blockquote>\n<h3>European Support for \u2063Palestinian Building<\/h3>\n<p>First, the European Union established consultancy offices of\u200b permanent representation in Ramallah (de\u200c facto \u200dembassies, but for a state that does not exist), and together with the PA developed multiple \u200bmaster plans to build \u200dinfrastructure, \u2062roads, \u200cschools and\u200d other puzzle pieces that, when completed, would connect to form\u200b an uninterrupted band of Arab territory.<\/p>\n<p>The EU also trained Palestinians in the use of advanced technology \u200dand helped to modernize their bureaucracy, essential tasks in order to \u2064overcome the conservative, tribal nature\u2064 of Arab \u200csocieties.\u200c This social model traditionally adhered to by the Palestinians is one factor in why they \u200bhave failed to\u200c create \u2064a modern state, despite \u2064receiving more\u200d humanitarian aid than any group in history.<\/p>\n<p>Dr. Yishai Spivak \u2063is an investigative researcher with Ad\u200d Kan, an\u200d Israeli\u2063 nonprofit that studies organizations and\u2064 trends that harm Israel\u2019s sovereignty and Zionist\u2064 identity.<\/p>\n<p>\u201cIt wasn\u2019t just\u2063 about\u200c the \u2062Europeans throwing money at \u2063the Palestinians or\u2063 teaching\u2062 them to build single structures,\u201d he \u200cexplains. \u200d\u201cIt\u200b was \u200cabout teaching them how to think about the other \u2064families so they could cooperate and share land.\u2062 Fayyad had \u200bthe vision. The \u200dEU led him by\u2062 the \u200chand and \u200cgave the vision \u2062a soul.\u201d<\/p>\n<p>Since 2009, the\u2064 Europeans have invested anywhere\u2064 from\u2062 hundreds of millions to over 1 billion \u200ceuros in Area C Palestinian development in the \u200cform \u2064of \u200clegal \u2062assistance, aid to administration and planning efforts, and\u2063 direct subsidies for construction.<\/p>\n<p>Once the money is allocated, it is transferred to \u200dthe \u2063Municipal Development\u2062 and Landing Fund, an executive arm\u2063 of the Palestinian local government \u200cministry. A contract is drawn up\u2062 between that <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/nyc-to-allow-non-citizens-to-vote-in-municipal-elections\/\" title=\"NYC to allow non-citizens to vote in municipal elections\">local municipality<\/a> and UN-Habitat, a branch of the\u200b UN\u2064 responsible\u2064 for constructing\u200b cities in developing countries. Finally, UN-Habitat contracts directly with builders and field workers.<\/p>\n<p>These contracts acknowledge that the construction projects are, in \u200dfact, illegal, and that the Israeli government is \u200dwithin\u200c its\u200b rights to demolish them. In fact, legal costs for the defense \u200band appeals process in Israeli courts are built right \u2062into the contracts, \u200cand budgets are set aside to cover the occasional impounding of machinery by Israel. \u2062Yet at no point in\u200b this process\u2062 is Israeli\u200d permission sought.<\/p>\n<p>This is not some secret\u2063 conspiracy.<\/p>\n<p>In 2015, John Gatt-Rutter, \u200cthen the EU representative to the Palestinian Territories, dismissed the legally binding \u2062Oslo Accords, declaring that \u2063\u201cArea\u200c C \u2062remains an \u2064integral part\u2063 of the occupied Palestinian territory and compromises \u200dcrucial natural \u200dresources \u200band land\u2062 for a viable Palestinian state.\u201d<\/p>\n<p>The \u200dsame year, the EU spent 3.5 million euros on Palestinian Area C development. Its spatial \u2063plans for \u200cArea \u2064C construction are publicly available on the UN Office for\u200d the Coordination of\u2062 Humanitarian Affairs\u2019\u200d <a href=\"https:\/\/www.ochaopt.org\/page\/community-driven-outline-plans-area-c\" target=\"_blank\" rel=\"noopener\">website<\/a> and\u2064 reveal exactly where the EU is funding infrastructure \u2064projects. \u2063Or simply\u200b take a drive through Area C and see\u200d dozens of Palestinian squatter camps with an EU flag\u2064 or logo \u2064on \u200cdisplay.<\/p>\n<p>In December, an unpublished <a href=\"https:\/\/www.timesofisrael.com\/dozens-of-mks-accuse-eu-of-blood-libel-hatred-after-west-bank-plan-leaked\/\" target=\"_blank\" rel=\"noopener\">policy \u2064plan<\/a> was leaked to the media and sparked outrage among politicians and Jewish groups. Drafted by the EU \u200band \u2063dated June 2022,\u2062 the document provided an\u200d \u201coverview of the EU\u2019s approach in its Area C programme.\u201d<\/p>\n<p>The\u2062 six-page policy plan, addressed \u2062to European Commission \u200cPresident Ursula Von der Leyen, European Council President Charles Michel and European Parliament President Roberta \u2063Metsola, bafflingly claimed to be \u201cin line with the Oslo\u200b Accords,\u201d while, in the same sentence, declaring its aim to \u201c[preserve] \u200c Area C as part of a future\u200b Palestinian State.\u201d The plan discussed remapping the territory, thwarting Israeli archaeological activity, building Palestinian infrastructure, \u200dand \u2064<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/times-up-leader-protected-popular-doctor-accused-of-sexual-assault-told-accuser-its-never-worth-it-to-report-sexual-harassment\/\" title=\"Time\u2019s Up Leader Protected Popular Doctor Accused Of Sexual Assault, Told Accuser It\u2019s \u2018Never Worth It\u2019 To Report Sexual Harassment\">providing legal aid<\/a>.<\/p>\n<\/blockquote>\n<p>Since 2009, the \u200bPA has paved over 1,200 miles of new\u200b roads, put up thousands of electricity poles, and used agricultural \u2064projects to take over \u2064Israeli land that had been untouched for decades.<\/p>\n<p>Some 3,500 illegal structures are erected every year in Area C,\u200d with an average of seven new structures per day, \u200cand more structures are built without permits \u2063every year. \u200bIn 2009, \u200d29,784 \u200bstructures had been built. By 2020, there were close\u200b to 70,000 structures. As of today, the PA has built over 90,000 illegal structures and aggressively\u200b seized over 23,000 acres of land.<\/p>\n<p>Israel\u2019s \u200dCivil Administration tears down a mere \u200d200 to 250 of these structures each year and generally chooses \u200cinsignificant enforcement targets, such as \u2062animal\u2062 pens or \u200dgarages that do\u200b not bear\u200b intentional sponsorship\u2063 signs.<\/p>\n<p>Over the last \u200cdecade or\u2062 so, the PA has \u200dalso built \u2062more than \u2064100 schools in Area C. \u200cOne school built in 2021, in \u200bGush Etzion, was even constructed with\u200c funds from the supposedly \u201cneutral\u201d nation-state of Switzerland, which is not \u2064an EU member. That school is still standing today.<\/p>\n<p>The PA also routinely takes advantage of Jewish holidays to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/op-ed-a-not-so-secret-conspiracy-the-eu-encourages-palestinians-to-violate-the-oslo-accords\/\" title=\"Op-Ed: EU Supports Palestinian Violation of Oslo Accords\">implement lightning-speed large-scale construction<\/a>, including\u200d in Area C sites already under <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/op-ed-a-not-so-secret-conspiracy-how-the-eu-encourages-palestinians-to-violate-international-law\/\" title=\"Op-Ed: EU's Role in Palestinian Law Violations\">court-issued work-stop orders<\/a>.<\/p>\n<p>Palestinians have more than enough room to build in Areas A and B,\u200c with 63 percent of their land empty and suitable for construction, but they have a \u200cstrategic goal of suffocating Israeli towns.<\/p>\n<p>\u201cIf the Palestinians manage\u200d to create an \u2063impossible life for Jews, at the end of the day, Jews won\u2019t be \u2062able to live there,\u201d says Brig.\u200c Gen. Amir Avivi, founder \u200cof the Israeli organization \u2064HaBithonistim.<\/p>\n<p>\u201cEverybody living in Judea and Samaria will eventually have \u200bto leave because they will be surrounded by people \u200dshooting\u200b at them on the \u200broads from all sides.
