It discredited the argument of the Israeli peace camp that by ceding\u2064 land, Israel could buy peace.<\/p>\n<p>Salim Fayyad, then the prime minister of the Palestinian Authority, recognized that terrorism had failed to break the Israeli\u2062 spirit, and he needed a new plan. That plan was to build. \u2063Despite valid fears that Israeli authorities would immediately destroy any illegally erected structures in Area\u200d C, the Palestinians went\u200d ahead.<\/p>\n<p>When the\u2064 Europeans \u2062saw how\u200d Israeli leadership\u2062 ignored much of the initial construction\u2063 and understood what their\u2062 protected Palestinian wards could get away with, they became massively involved, encouraging the Palestinians to \u200bbuild\u200b as if there were no <a href=\"https:\/\/www.westernjournal.com\/op-ed-illegal-palestinian-settlements-never-heard\/\" target=\"_blank\" rel=\"noopener\">Oslo Accords<\/a> and \u200cguaranteeing <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-officials-blame-former-president-trump-for-crisis-at-southern-border\/\" title=\"Biden Officials Blame Former President Trump For Crisis At Southern Border\">legal assistance<\/a> in the event \u2063that Israel enforced the\u200d law.<\/p>\n<p>First, the\u200b European Union\u2063 established \u200bconsultancy offices of\u200b permanent representation \u2064in Ramallah (<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/china-bans-non-masculine-men-from-tv\/\" title=\"China Bans Non-Masculine Men From TV\">de facto embassies<\/a>, but for a state that does not exist), and together with the PA developed multiple master plans to build \u200cinfrastructure, roads, schools and other puzzle\u2062 pieces that, when completed, would connect to\u200c form an\u200c uninterrupted band of Arab territory.<\/p>\n<p>The EU also trained Palestinians in the use of advanced technology \u200dand helped\u200c to modernize their bureaucracy, essential tasks in order to overcome the conservative, tribal nature of\u2064 Arab societies. This social model traditionally adhered to by the Palestinians is one factor in why they have failed to create \u2063a modern state, despite receiving more humanitarian aid \u200cthan any group in\u200d history.<\/p>\n<p>Dr. Yishai Spivak is an \u2063investigative researcher with\u200b Ad \u200cKan, an Israeli nonprofit that studies organizations and trends that harm Israel\u2019s\u2064 sovereignty and Zionist identity.<\/p>\n<blockquote>\n<p>\u201cIt wasn\u2019t just about the Europeans throwing money at\u200d the Palestinians or\u200d teaching them to build single structures,\u201d he explains. \u201cIt was about teaching them how to think about the \u200cother \u2063families so they could cooperate and share land. Fayyad had the vision. The EU led him by the hand and gave the vision a soul.\u201d<\/p>\n<\/blockquote>\n<p>Since 2009, the Europeans have invested anywhere \u200cfrom hundreds of millions to over 1 billion euros in Area C Palestinian development in the form of legal assistance, aid to administration and planning efforts, and direct subsidies for construction.<\/p>\n<p>Once the money is allocated, it \u200bis transferred to the Municipal Development and Landing Fund, an executive arm of the Palestinian local government ministry. A\u2064 contract is drawn up between that local municipality and UN-Habitat, a branch of the UN responsible for constructing cities in developing countries. Finally, UN-Habitat contracts \u2062directly with builders and field workers.<\/p>\n<p>These contracts acknowledge that the construction projects are, in fact, illegal, and that the Israeli government is\u200d within its rights to demolish them. In fact, legal \u2062costs for the \u200ddefense and appeals process in Israeli courts are built right \u200dinto the contracts, and budgets are\u200c set\u200c aside to cover \u200cthe occasional impounding of machinery by \u200bIsrael. Yet at no point in this process is Israeli permission sought.<\/p>\n<p>This is not some secret conspiracy.<\/p>\n<p>In 2015, John Gatt-Rutter, then the \u2064EU representative to the Palestinian Territories, dismissed the legally binding Oslo\u200c Accords, declaring that \u201cArea C remains an integral part of the occupied Palestinian territory and compromises crucial \u2064natural resources and land for a viable Palestinian state.\u201d<\/p>\n<p>The same year, the EU spent \u200d3.5 million euros on Palestinian Area C \u200cdevelopment. Its spatial plans for Area C\u2063 construction are publicly available on \u2063the UN Office for the Coordination of Humanitarian Affairs\u2019 <a href=\"https:\/\/www.ochaopt.org\/page\/community-driven-outline-plans-area-c\" target=\"_blank\" rel=\"noopener\">website<\/a> and reveal exactly where the EU is \u200bfunding infrastructure projects. Or \u2063simply\u2064 take a drive through Area C and see dozens\u2062 of Palestinian squatter camps with an EU flag or logo on\u2063 display.<\/p>\n<p>In December, an unpublished <a href=\"https:\/\/www.timesofisrael.com\/dozens-of-mks-accuse-eu-of-blood-libel-hatred-after-west-bank-plan-leaked\/\" target=\"_blank\" rel=\"noopener\">policy\u200c plan<\/a> was \u200bleaked to the media and sparked outrage among politicians and Jewish groups. Drafted by the EU and dated \u200dJune 2022, the document provided an \u201coverview of the EU\u2019s approach in \u2063its \u2063Area \u2062C programme.\u201d<\/p>\n<p>The six-page policy\u2064 plan, addressed to European Commission President\u2063 Ursula Von der Leyen, European Council President \u2062Charles Michel and European \u200dParliament President Roberta Metsola, bafflingly claimed to be \u201cin line with the Oslo Accords,\u201d while, in the same sentence, declaring its aim to \u201c[preserve] Area \u2063C as part of a future Palestinian State.\u201d The plan \u2063discussed remapping the territory, thwarting Israeli archaeological activity, building Palestinian infrastructure, and providing legal \u2062aid.<\/p>\n<p>Since 2009, the PA has paved over 1,200 miles\u200b of new roads, \u200cput up thousands of electricity poles, and used agricultural projects to take over Israeli land that had been untouched for\u2063 decades.<\/p>\n<p>Some 3,500\u2064 illegal structures are erected every year in Area C, with an average of seven new \u2063structures per day, and more structures are built without permits every year. In 2009, 29,784 structures had been built. \u200bBy 2020, there were close to 70,000 structures. As of \u200dtoday,\u2062 the PA has built over 90,000 illegal structures and aggressively \u200cseized over 23,000 acres of land.<\/p>\n<p>Israel\u2019s Civil Administration tears \u200bdown a mere 200 to 250 of these structures each year and generally chooses insignificant enforcement targets, such as animal\u200c pens or \u2062garages that do not bear intentional sponsorship signs.<\/p>\n<p>Over the last decade or so, the PA has also built more than 100 schools \u2063in Area C. One school built\u2064 in 2021, in Gush\u2062 Etzion, was even constructed with funds from the supposedly \u201cneutral\u201d nation-state of Switzerland, which is not\u200d an EU member. \u2064That school is still standing today.<\/p>\n<p>The PA also routinely takes advantage\u200c of \u2062Jewish holidays to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/op-ed-a-not-so-secret-conspiracy-how-the-eu-encourages-palestinians-to-violate-international-law\/\" title=\"Op-Ed: EU's Role in Palestinian Law Violations\">implement \u200blightning-speed large-scale construction<\/a>, including in Area C\u2064 sites already under court-issued work-stop orders.<\/p>\n<p>Palestinians have more than enough room to build in Areas A and B, with 63 percent of their land empty and suitable\u200c for construction, but they have a strategic goal of suffocating Israeli towns.<\/p>\n<p>\u201cIf the Palestinians manage to create an impossible life for Jews, at the end of\u2063 the day, Jews won\u2019t be able\u2062 to live \u2064there,\u201d says Brig. Gen. Amir Avivi, founder of the Israeli organization HaBithonistim.<\/p>\n<p>\u201cEverybody living in Judea and Samaria will eventually have to leave because they will be surrounded by\u200b people shooting at them on the roads from all sides.
