Now, the Biden administration \u2062is spending more than $3 billion to replicate those policies.<\/p>\n<\/blockquote>\n<div>\n<p>President Joe\u200b Biden&#8217;s Department of Housing and Urban Development in July <a href=\"https:\/\/www.hud.gov\/press\/press_releases_media_advisories\/HUD_No_23_134\">announced<\/a> its investment in so-called Housing First programs,\u200c which subsidize rent \u200bcosts for those living on the street \u200bbut do not impose drug\u2063 or mental health treatment requirements. California \u200dadopted those programs in 2016 and has\u2062 since seen its <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/californias-homelessness-policy-is-a-disaster-biden-wants-to-replicate-it\/\" title=\"California's homelessness policy is a disaster, and Biden aims to copy it.\">homeless population steadily \u2063grow<\/a>.\u2062 Last\u2062 year, for example, California was home to 30 percent of the\u2063 nation&#8217;s homeless people, despite\u200d Californians \u200cmaking up less \u2063than 12 percent of the U.S. population. From 2020 to 2022, California&#8217;s homeless population <a href=\"https:\/\/www.ppic.org\/blog\/homeless-populations-are-rising-around-california\/\">increased<\/a> by roughly\u200b 6 percent, a\u200c rate 15 times higher than the rest of the country.<\/p>\n<p>Biden, \u2064during his 2020 campaign, presented himself as a run-of-the-mill Democrat who would restore\u200b &#8220;normalcy&#8221; to America. After \u2064taking office, however,\u2062 Biden has in many \u2062cases mirrored California\u2014perhaps the nation&#8217;s most liberal state\u2014on\u2062 policy. After California banned the sale of \u200cnew <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/3-recent-failures-of-green-energy-policies\/\" title=\"3 Recent Failures of Green Energy Policies\">gas-powered cars<\/a> by 2035,\u2062 for example, Energy Secretary Jennifer Granholm credited the state for inspiring her to &#8220;move faster and further&#8221; toward a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/big-oil-ceos-thumb-nose-at-green-energy-transition-say-fossil-fuels-still-have-essential-role\/\" title=\"Big Oil CEOs Thumb Nose At Green Energy Transition, Say Fossil Fuels Still Have \u2018Essential Role\u2019\">green energy transition<\/a>. The\u200c Biden \u2063administration went \u200con to\u200c introduce environmental\u200c proposals\u200d that \u2062effectively force automakers to sell \u2064electric cars over their\u200b gas-powered counterparts.<\/p>\n<p>Housing First programs \u2064have failed the Golden State,\u2062 experts told the <em>Washington Free Beacon<\/em>, because they exclude treatment \u2062requirements\u200c for issues that commonly plague \u200cthe homeless, \u2064such as substance abuse and mental illness. As a result, homeless people who receive housing subsidies often continue using\u200b drugs and fail to become independent, Manhattan Institute senior fellow Stephen Eide argued.<\/p>\n<p>&#8220;Other problems are left as sort \u200dof \u200bafterthoughts, and nothing much ends up being done about them \u2063at all,&#8221; Eide told the <em>Free Beacon<\/em>. &#8220;In practice, actually, this looks a \u200clot more like &#8216;Housing Only&#8217; than &#8216;Housing First.'&#8221;<\/p>\n<p>The Department of Housing and Urban Development did not\u2062 return a\u2063 request for comment.<\/p>\n<p>Californians have soured on Housing First since \u200cit formally became the state&#8217;s strategy to combat homelessness in 2016, Eide\u200b said. After the strategy&#8217;s\u2063 adoption,\u2064 the number of unsheltered homeless people \u200din \u2064California grew, prompting Eide to call Housing\u200d First a &#8220;failed strategy.&#8221;<\/p>\n<p>&#8220;The communities that were most passionate about Housing First invested the\u2064 most money into it\u2014California most notably\u2014and \u200bthe results were\u200c not very impressive,&#8221; he said.<\/p>\n<p>American Enterprise Institute senior fellow\u2062 Howard Husock echoed Eide, saying \u2063Housing First is &#8220;built on false premises.&#8221;<\/p>\n<p>&#8220;If you \u200cput\u2063 people with substance\u200b abuse problems and mental health \u2064problems into their own four walls without necessarily providing treatment of some kind, including withdrawal from drug addiction, what&#8217;s the case for\u200d this being \u2062the best approach?&#8221;\u200c he told the <em>Free Beacon<\/em>. \u2062&#8221;It&#8217;s just\u2062 self-evident.&#8221;<\/p>\n<p>Beyond its adoption of California&#8217;s homelessness policies, the Biden administration \u2062has embraced \u2062so-called harm reduction, \u200ca \u200cpublic health theory that argues governments should minimize the hazards associated with \u200bdrug use instead \u200dof eradicating it. Biden&#8217;s Department\u2064 of Health\u200c and Human Services has funneled <a href=\"https:\/\/freebeacon.com\/biden-administration\/biden-admin-to-fund-crack-pipe-distribution-to-advance-racial-equity\/\">tens of millions of dollars<\/a> to\u200d harm reduction \u2062facilities to fund \u200c&#8221;smoking kits&#8221; and other materials meant to help \u200caddicts \u200cget high\u2064 without overdosing.\u2064 The White House\u200c earlier this year also made naloxone, a drug used to reverse opioid overdoses, <a href=\"https:\/\/freebeacon.com\/biden-administration\/how-bidens-new-opioid-initiative-could-create-more-drug-addicts\/\">available \u2064over the counter<\/a>.<\/p>\n<p>California has also worked to advance harm reduction, investing\u200b <a href=\"https:\/\/freebeacon.com\/democrats\/california-fentanyl-dealers-legislation\/\">$61 billion<\/a> in \u200bsuch\u2062 programs in July. Months earlier, in April, \u2062liberal\u2064 California lawmakers <a href=\"https:\/\/freebeacon.com\/democrats\/california-fentanyl-dealers-legislation\/\">blocked bills<\/a> to strengthen punishments \u200bfor fentanyl dealers, arguing that the state\u2064 should pursue harm reduction instead.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>$3 billion on programs in California that continue to pursue these failed &#8220;Housing First&#8221; policies.
