The report found that Haines \u201cfailed to uphold her duties\u201d when she took too long\u200b to disclose exculpatory evidence to the man once accused of killing Levy, who worked as an \u200cintern \u200bat the time of her death, Reuters <a href=\"https:\/\/www.reuters.com\/legal\/legalindustry\/grave-prosecutor-misconduct-chandra-levy-murder-case-ethics-panel-says-2023-07-31\/\" target=\"_blank\" rel=\"noopener\">reported<\/a>.<\/p>\n<p>The panel also determined that Haines did not knowingly fail to disclose that same evidence while prosecuting \u2063Ingmar Guandique, an illegal immigrant who was\u200b convicted and later exonerated of killing Levy.<\/p>\n<h3>The Mysterious Disappearance of Chandra Levy<\/h3>\n<p>Levy was reported missing by her parents on May 6, 2001, after days of being unable to reach her. Police searched her apartment and found her cell phone, wallet, and credit cards, indicating she had not taken off and had every intention of returning home. A month after she disappeared, police searched Levy\u2019s laptop. They discovered she had searched for information about the Pierce-Klingle Mansion, an \u2064<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/u-s-nuclear-facility-on-lockdown-over-shooting-reports\/\" title=\"U.S. Nuclear Facility on Lockdown Over Shooting Reports\">administrative office building<\/a> in Rock Creek \u200bPark in the \u200cnorthwest area of D.C. Police searched the area but found no sign of Levy.<\/p>\n<p>At first, investigators looked into U.S. Rep. Gary Condit (D-CA), \u2064a married representative who was having \u200dan affair with Levy. Police cleared Condit and began focusing on Guandique after a jail inmate claimed the immigrant had confessed to killing Levy. Guandique was serving a 10-year prison sentence \u2062for assaulting women in Rock Creek Park and was dismissed\u200d as a suspect when he passed a polygraph test.<\/p>\n<p>But in May 2002, Levy\u2019s\u200c remains were found in Rock Creek Park, and no cause of death was determined. The case went cold until\u200b 2008, when The Washington Post published a series of articles criticizing police for not paying more attention\u2063 to Guandique.<\/p>\n<p>A search of Guandique\u2019s \u200ccell in 2008 found a photograph of Levy clipped from \u200da magazine article about the\u2063 case.\u200d After this discovery, investigators began talking to inmates who knew\u200c Guandique. One \u2063of those inmates, Armando Morales, <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/protester-with-confederate-flag-in-us-capitol-arrested-in-delaware-with-his-son\/\" title=\"Protester with Confederate Flag in US Capitol Arrested in Delaware with His Son\">told law enforcement<\/a> that Guandique\u2062 had confessed to the crime, and Guandique was arrested in March 2009 and charged with Levy\u2019s abduction and murder. While no forensic evidence tied Guandique\u200b to the crime, he \u200cwas convicted on all charges and sentenced to 60 years\u2062 in \u200bprison.<\/p>\n<p>Jurors relied on Morales\u2019 testimony, in which he said Guandique told him that he saw Levy running in Rock Creek Park with a fanny pack and \u200dattempted to rob her but \u200cended up \u200dkilling her. Morales\u200b said Guandique took the fanny pack\u2064 and ran.<\/p>\n<p><b data-stringify-type=\"bold\"><\/b><\/p>\n<p>Morales would go\u2064 on to deny that he \u2063received any benefits for his testimony or that he \u2064had helped prosecutors in other cases.<\/p>\n<p>Guandique\u2019s attorneys appealed the conviction and, in 2015, produced\u200d evidence that \u2064Morales had lied\u200b about previous\u200d cooperation with prosecutors \u2013 and that prosecutors did not disclose that evidence to the defense.<\/p>\n<p>Evidence was also found that no one had ever said Levy was wearing a fanny pack when she disappeared, as Morales had claimed.<\/p>\n<p>In July 2016,\u2062 a woman named Babs Proller met Morales and began speaking with him over the course of several days. At\u2062 some point, Morales threatened Proller\u2019s \u200cex-husband, so she started recording their conversations. Morales told her he \u200clied about Guandique confessing to Levy\u2019s murder.<\/p>\n<p>Proller turned the recordings over to authorities, and\u2064 the charges against Guandique <a href=\"https:\/\/www.law.umich.edu\/special\/exoneration\/Pages\/casedetail.aspx?caseid=4956\" target=\"_blank\" rel=\"noopener\">were dismissed<\/a> \u200don July 29, 2016.<\/p>\n<p>Because he \u200chad completed his sentence \u2062for prior assaults,\u2062 he was turned over to\u2062 immigration authorities and deported in May 2017.<\/p>\n<p>It is still unknown\u200c who killed Levy.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>An ethics panel has discovered &#8220;grave&#8221; prosecutorial misconduct by Amanda Haines, the lead prosecutor in the 2001 Chandra Levy murder case.
