The recommendation\u200d comes from a report by the President&#8217;s Intelligence Advisory \u200bBoard (PIAB),\u2064 which suggests reforms for the Foreign Intelligence Surveillance Act&#8217;s (FISA) Section 702.<\/p>\n<blockquote>\n<p>&#8220;FBI&#8217;s use of Section 702 should be \u2062limited\u2062 to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/jan-6-electronic-surveillance-unit-was-illegal-says-rep-gohmert-attorney-suggests-entrapment\/\" title=\"Jan. 6 \u2018Electronic Surveillance Unit\u2019 Was \u2018Illegal,\u2019 Says Rep. Gohmert; Attorney Suggests \u2018Entrapment\u2019\">foreign intelligence purposes<\/a> only and FBI personnel should receive additional training on what foreign intelligence entails,&#8221; the report said.\u200b &#8220;In the event that\u2062 FBI encounters \u2064evidence of a non<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/fbi-access-to-spy-tool-should-be-restricted-white-house-advisers-say\/\" title=\"White House advisers recommend limiting FBI access to spy tool.\">-national security-related crime<\/a> while reviewing Section 702 data, \u200bexisting intelligence\u2062 community procedures for handling evidence of \u200bsuch crimes uncovered in the\u200b course of reviewing intelligence information \u2064should be applied.&#8221;<\/p>\n<\/blockquote>\n<p>Section 702, enacted\u200c in 2008, allows government officials to\u200d conduct &#8220;targeted&#8221; searches \u200dof non-U.S. citizens abroad without\u2063 a warrant. However, as the expiration date approaches, concerns about Fourth Amendment rights and\u2064 abuse of surveillance capabilities have been raised by both Republicans and Democrats.<\/p>\n<p>The FBI has <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-fed-nominee-suffers-from-selective-amnesia-more-than-35-times-in-response-to-senate-republicans\/\" title=\"Biden Fed Nominee Suffers from 'Selective Amnesia' More than 35 Times in Response to Senate Republicans\">faced intense scrutiny<\/a> for\u200b its use of Section 702. A Foreign Intelligence Surveillance Court \u2064filing revealed that the bureau improperly used the collected data over 278,000 times, resulting \u200bin the collection of information about Capitol riot suspects, George Floyd protest demonstrators, and American donors \u2062to\u2064 a congressional campaign. The \u200dPIAB\u200c report also highlighted a Department of Justice audit that found numerous noncompliant incidents, including \u200dindividuals\u2064 arrested during the January 6 Capitol breach.<\/p>\n<p>While Section 702 allows for the targeting of \u200bnon-U.S. persons located outside the United States, it\u2064 explicitly prohibits targeting Americans or anyone within\u200b the United States. However, oversight \u2064authorities have found widespread misuse of the database,\u200c primarily due to the \u2064FBI&#8217;s lack of understanding regarding query standards.<\/p>\n<p>The \u2064FBI has implemented reforms\u200c to improve FISA compliance, including more stringent reviewing processes and training. \u200dThe bureau stated that these changes have yielded substantial compliance\u200d improvements and agreed that Section 702 should be reauthorized in a manner that\u200d maintains its effectiveness \u200cand reassures the public.<\/p>\n<p>Despite acknowledging the FBI&#8217;s efforts, the PIAB report deemed them insufficient to \u200densure compliance and earn the public&#8217;s trust. The report made several recommendations,\u200d including the\u2062 designation of a \u2064compliance officer in each field office and FBI headquarters, as\u2063 well\u200c as the\u2064 creation \u2064of a common culture of \u2063compliance across \u200dthe FBI workforce.<\/p>\n<p>The White\u2064 House, represented by National Security\u200d Adviser Jake Sullivan and Principal Deputy National Security Adviser \u2064Jon Finer, supports the PIAB&#8217;s recommendation to\u2064 reauthorize Section\u2063 702 without new restrictions.
