Only\u2062 13 \u2062recovered according to FWS projections, while 44 had \u200cno\u2063 recovery rate predicted: \u200ba\u200c 4% accuracy rate.<\/p>\n<blockquote>\n<h3>Cost to Taxpayers\u200b and Ineffectiveness<\/h3>\n<\/blockquote>\n<p>\u201cThis low recovery rate has\u2062 raised questions about the act\u2019s ability to motivate the actions needed to\u2063 recover species to the \u200dpoint that they no longer need\u200b the law\u2019s\u200c protections,\u201d\u2063 stated PERC.<\/p>\n<p>The 3% success\u2062 rate has cost American taxpayers billions. 2023 \u200cappropriations for EWA efforts <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/2617\/text\" target=\"_blank\" rel=\"noopener\">totaled<\/a> over $167.9 million\u200c alone. (All <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/bureaucrats-recovered-only-3-percent-of-endangered-species-under-50-years-of-endangered-species-act\/\" title=\"Bureaucrats saved just 3% of endangered species in 50 years of the Act.\">searchable budgets \u2063dating back<\/a> to 1983 located \u200c <a href=\"https:\/\/www.congress.gov\/help\/appropriations-and-budget\" target=\"_blank\" rel=\"noopener\">here<\/a>). That\u2019s not \u2064including the pervasive \u201c<a href=\"https:\/\/www.congress.gov\/congressional-report\/115th-congress\/house-report\/1048\/1\" target=\"_blank\" rel=\"noopener\">sue\u2064 and settle<\/a>\u201d problem: in\u2064 2017, \u200bthe Government Accountability\u2064 Office (GAO) <a href=\"https:\/\/www.gao.gov\/assets\/gao-17-304.pdf\" target=\"_blank\" rel=\"noopener\">reported<\/a> 141 lawsuits concerning missed ESA deadlines on issuing\u2064 findings to list potential endangered species.<\/p>\n<p>The\u200d House Committee on \u2062Natural Resources <a href=\"https:\/\/www.congress.gov\/congressional-report\/115th-congress\/house-report\/1048\/1\" target=\"_blank\" rel=\"noopener\">reported<\/a> in 2018 that attorneys\u2063 fees have\u200d ranged\u200b over $2 million in those lawsuits, with 10 environmental advocacy groups accounting \u200dfor 80%\u2062 of the cases.<\/p>\n<blockquote>\n<h3>The Endangered Species Act and Recovery Challenges<\/h3>\n<\/blockquote>\n<p>The <a href=\"https:\/\/www.fws.gov\/law\/endangered-species-act\" target=\"_blank\" rel=\"noopener\">ESA<\/a> \u2014 passed with bipartisan support in 1973, three \u2063years \u2063after the first Earth Day celebration \u2014 \u2062allows the federal government to issue protective measures \u2063for threatened and endangered \u200dfish, wildlife, and plants, such as \u2063preventing development of major public services \u2064like dams and pipelines, limit private property owners from using \u200ctheir land \u200dfreely, and \u2063imposing\u2064 <a href=\"https:\/\/www.fws.gov\/laws\/endangered-species-act\/section-11\" target=\"_blank\" rel=\"noopener\">punishments<\/a> of hefty fines and\u2063 imprisonment.<\/p>\n<p>A PERC spokesperson told\u2064 The Daily Wire in an email \u2062that the current recovery measures \u200dhave proven burdensome and ineffective.<\/p>\n<p><strong><a href=\"https:\/\/onelink.to\/dwapp\">CLICK HERE TO GET THE\u200d DAILY\u200d WIRE\u200b APP<\/a><\/strong><\/p>\n<p>\u201cThe Endangered Species Act \u2063should\u200b be guided by what\u2019s\u2062 best for helping species\u2064 recover, and the poor recovery rate tells\u200d us that it\u2019s falling \u200cshort of its \u2063own goals,\u201d \u2064said PERC. \u201cAs a former Fish and Wildlife Service administrator once\u2064 <a href=\"https:\/\/reason.com\/2023\/02\/10\/save-endangered-species-from-environmental-regulations\/\" target=\"_blank\" rel=\"noopener\">lamented<\/a>, \u2018The incentives \u200care wrong here.\u200c If\u200c I have a rare metal on my property, its value goes up. \u2062But if a rare bird occupies the land, its value \u200bdisappears.\u2019 Addressing that disconnect may help\u2062 more species recover and thrive.\u201d<\/p>\n<p>PERC added that two-thirds of endangered species are \u200dlocated on private lands: a\u200b fact that could be the key\u200c to \u200cfar better \u2063recovery\u200d rates.<\/p>\n<p>\u201cImproving the incentives for private landowners to restore habitat and\u2062 perform\u2062 proactive recovery efforts is \u2064important for \u200drecovery \u200coutcomes, and something\u200b we will explore further in a future report,\u201d said PERC.<\/p>\n<blockquote>\n<h3>Recovery Plans and Progress<\/h3>\n<\/blockquote>\n<p>PERC\u2019s report also observed that \u2063287 species have been on the endangered \u2062species list for years, even decades, past their projected recovery \u200bdates. PERC estimated that \u2062it \u200dwould take FWS another 70\u2063 years \u200dto \u2064recover \u200dthose\u200b 287 species\u200c based on \u2063the\u2062 <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/cases-drop-recovery-rate-rises-in-india-where-omicron-has-yet-to-dominate\/\" title=\"Cases Drop, Recovery Rate Rises in India, Where Omicron Has Yet to Dominate\">current recovery rate<\/a>: about\u200c four species per year over the last decade.<\/p>\n<p>This recent analysis of FWS\u2063 data counters \u200bthe FWS press\u200d release issued in February characterizing the agency\u2019s ESA efforts as a success. The \u200cFWS <a href=\"https:\/\/www.doi.gov\/blog\/endangered-species-act-celebrating-50-years-success-wildlife-conservation\" target=\"_blank\" rel=\"noopener\">credited<\/a> itself for preventing extinction of 99% of listed endangered \u200cspecies:\u2062 one aspect \u200dof the ESA\u2019s two-fold purpose.\u2063 However, the\u200c FWS neglected to disclose the data concerning\u200b the other half of\u2064 its \u2063two-fold purpose:\u200c its recovery rates.<\/p>\n<p>As part of extinction prevention \u2063and recovery, the \u200cESA directs\u2062 FWS to implement recovery plans. PERC discovered that FWS made \u201clittle progress\u201d on\u200c its recovery plans. Only six species had 75% \u2062or more of actions either fully or partially completed within their \u2064recovery plans. 1,025 species had\u200c less than 25% of actions either\u200b fully or \u200bpartially completed within their recovery plans.<\/p>\n<p>The lack of \u200crecovery\u2063 plan progress doesn\u2019t correspond with how long a species has been listed as endangered. In fact, PERC found that more than\u200c 90% of species\u200b listed as endangered for 30\u200b or more years had\u2063 either fully or partially\u2064 completed less than\u200c 25% of recovery objectives: an average\u2062 of 10% completion.<\/p>\n<p>It appears \u200dthe FWS recovery \u2063plans don\u2019t translate to\u200b recovery rates. The 3% of recovered species, on average, had about 28% of their recovery plan objectives completed when they\u2062 recovered.<\/p>\n<p>\u201cThis \u2062suggests that, in addition to the \u2062Fish and Wildlife Service making little progress on the actions it has identified in recovery\u200b plans, those \u2062actions may not \u2064capture\u2062 what is most important for effective species recovery,\u201d stated \u200cPERC. \u201cIt \u2064may also imply that species \u2062are often recovering for reasons unrelated to the agency\u2019s recovery efforts.\u201d<\/p>\n<blockquote>\n<h3>Reform and Future Efforts<\/h3>\n<\/blockquote>\n<p>The PERC report\u2064 comes out several\u200d weeks after the House Committee on Natural Resources Subcommittee on Water, \u2064Wildlife and Fisheries held an <a href=\"https:\/\/naturalresources.house.gov\/news\/documentsingle.aspx?DocumentID=414616\" target=\"_blank\" rel=\"noopener\">oversight<\/a> hearing on\u200d the ESA. The chairman, \u200dArkansas Republican Rep. Bruce Westerman, declared that the ESA \u2064was in severe need of reform due to abuses that resulted in growth of bureaucratic power \u2014 especially under the Biden administration. The committee launched \u2063an \u2062ESA working\u200b group to study the \u200cact and propose reforms.<\/p>\n<p>\u201cThis continues to this day under the Biden\u200c administration, which has misused \u200bthe ESA \u2062and has stifled everything from forest management to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/yes-biden-deserves-the-blame-for-inflation\/\" title=\"Yes, Biden Deserves The Blame For Inflation\">future energy production<\/a> through\u2062 burdensome ESA \u2063regulations,\u201d said Westerman.<\/p>\n<p>PERC\u2019s report \u200dincludes a dashboard detailing the recovery data \u200dof all endangered species.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>and the U.S. Fish and Wildlife Service, have largely failed in their mission to protect endangered species. Despite their extensive resources, they have only achieved a meager three percent recovery rate in half a century.
