However, talks were stalled \u2063due to a standoff between hardline\u2064 conservatives and GOP leadership over overall spending, as \u2063reported by members.<\/p>\n<p>Representative\u2062 Ben Cline (R-VA) expressed his concerns, saying, &#8220;The \u2064bill is not eliminating as\u2062 much \u200cwasteful spending as it\u200d could. Some states allow it to be mailed, some \u2062states don&#8217;t. \u200bBut that should be a decision made \u2064by the states and the FDA.&#8221;<\/p>\n<h3>Tight Deadline and Potential\u2063 Government Shutdown<\/h3>\n<p>House Minority Leader \u200cKevin McCarthy can only afford \u2063to\u200b lose five GOP votes if all \u2064Democrats vote against\u200c the legislation, which is highly likely if the abortion provision\u200b is included.
