Their inquiries concerned illegal FISA searches, overly aggressive arrest tactics, investigations of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/father-of-alleged-sexual-assault-victim-demands-apology-from-nsba\/\" title=\"Father Of Alleged Sexual Assault Victim Demands Apology From NSBA\">parents attending school board meetings<\/a>, labeling traditional Catholics as anti-government \u2063extremists, and potential misuses of undercover agents at the U.S. Capitol on Jan. 6, 2021. Throughout the hearing,\u200d Wray repeatedly denied knowing the information Republicans sought. He proclaimed FBI policy\u2064 precluded him\u200d from discussing ongoing investigations.<\/p>\n<p>Wray\u2019s testimony \u200coffered ample evidence of an agency in dire need of reform. In the aftermath, Republicans face questions \u200cabout \u2064funding a new \u2062FBI headquarters, countering political investigations of American conservatives, FISA renewal, and how \u2063to counter Wray\u2019s unwillingness to submit to the\u2063 legislative branch\u2019s oversight authority over his agency. Most\u200d importantly,\u200c Republicans must contend with growing calls from the electorate to defund the FBI. Many Republican representatives lack the political appetite to\u2062 withstand a \u201cdefund the police\u201d label from corporate\u2063 media.<\/p>\n<div class=\"fdrlst__b89e9-paragraph-2-long d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-394453255\">\n<div id=\"div-gpt-ad-1379703300879-0\" class=\"mb-30\"><\/div>\n<\/div>\n<div class=\"fdrlst__b89e9-b75d9d06912bd6ae89ddfac937e37df7 fdrlst__b89e9-paragraph-2\" id=\"fdrlst__b89e9-b75d9d06912bd6ae89ddfac937e37df7\"><\/div>\n<p>I will proffer an alternative option that\u2064 may\u200b appease both factions: <strong>Disarm the FBI and force it to partner with local law enforcement\u2064 agencies \u2064for any investigative and enforcement activities.<\/strong><\/p>\n<h2 class=\"wp-block-heading\">The Unarmed Criminal Investigator<\/h2>\n<p>The U.S. Office of Personnel Management (OPM) defines a series 1811 \u201ccriminal investigator\u201d as one who\u200d supervises, leads, or performs\u2062 work involving planning, conducting, or managing investigations\u200b related to alleged or suspected criminal violation of federal laws. OPM\u2063 similarly defines a \u200blesser-known\u200c <a href=\"https:\/\/www.opm.gov\/policy-data-oversight\/classification-qualifications\/classifying-general-schedule-positions\/#url=1800\" target=\"_blank\" rel=\"noreferrer noopener\">1810\u200c general \u201cinvestigator.\u201d<\/a> These employees supervise,\u200d lead,\u2064 or \u200cperform work involving planning, conducting, or managing investigations. 1810 investigators are unarmed. Their work does not \u200dinvolve criminal violations of federal laws, and they can\u200d only make or \u2063invoke administrative \u2063judgments.<\/p>\n<p>FBI reformation rests \u200bin the\u200d merger of the series 1810 and 1811 positions. Through budget appropriations,\u2062 Republicans can defund all 1811 criminal investigators from the FBI. Eliminating special agents will disarm the agency and remove its \u2064ability to arrest \u2063alleged\u200b criminal violators.<\/p>\n<p>Next, Republicans should \u200bdirect OPM to create a new, 1812 \u201cunarmed \u200bcriminal investigator.\u201d Any current FBI special agents can transition to unarmed criminal investigators.\u200c Like 1810 investigators, 1812 unarmed \u2062criminal investigators will not\u200c carry firearms. Like 1811 criminal \u2064investigators, the new position should be charged with all \u2064necessary duties to investigate alleged or suspected criminal violations of federal laws. In \u2064addition, 1812 unarmed criminal investigators will not earn availability pay enhancement offered to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/update-washington-d-c-mayor-muriel-bowser-was-warned-but-refused-any-additional-help-before-january-6th-vote-on-stolen-election\/\" title=\"UPDATE: Washington, D.C. Mayor Muriel Bowser Was Warned but Refused Any Additional Help Before January 6th Vote on Stolen Election\">federal law enforcement personnel<\/a>. This reduces total FBI investigator salary expenditures by 25 percent.<\/p>\n<div class=\"fdrlst__b89e9-8d6ec23f9efe69e459980f6877fd8145 fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-8d6ec23f9efe69e459980f6877fd8145\"><\/div>\n<h2 class=\"wp-block-heading\">Empower Local Authorities  <\/h2>\n<p>Of course, unarmed agents can be just as corrupt as those with firearms.\u200b So how will a new series 1812 unarmed \u2063criminal investigator position diminish\u200b the FBI\u2019s ability to investigate and persecute innocent Americans?<\/p>\n<p>When OPM creates a new series 1812 unarmed\u200c criminal investigator \u2064position, Republicans can use budget appropriations to prohibit the FBI from investigating any alleged criminal\u200c violators without the expressed approval of state, local, or <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/its-time-to-disarm-all-fbi-agents-and-return-authority-to-local-law-enforcement\/\" title=\"Disarm FBI agents, empower local law enforcement.\">tribal law enforcement agencies holding arrest authorities<\/a> within the area the investigation transpires. Further, Republicans can require federally deputized \u201cTask Force Officers\u201d from the approving agencies to partner and participate in all FBI investigations. The FBI\u2064 presently partners with local\u200c law enforcement agencies. These partners commonly nominate personnel for federal deputization as task force\u2064 officers through the United States Marshal Service. Task force officers maintain their state and tribal arrest powers in conjunction with their new, federal authorities.<\/p>\n<p>These appropriation measures empower local sheriffs and police as a final stopgap measure against an\u2063 out-of-control, politicized \u200cFBI. Once\u200d forced to partner with state, local, and tribal police, the FBI must demonstrate the righteousness of investigations to leaders within these agencies and gain their approval. Since these agencies are more accountable to local constituents, they will logically\u2062 serve as a bulwark \u200bagainst FBI overreach.<\/p>\n<p>Another question this plan raises is how an unarmed\u200b FBI can conduct adequate and righteous investigations and bring criminals into custody without \u200cthe threat of force?<\/p>\n<div class=\"fdrlst__b89e9-93e90faf488560d730c5d1c9241ed824 fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-93e90faf488560d730c5d1c9241ed824\"><\/div>\n<p>Task force officers are a vital lifeline and significant force multiplier for the FBI. The FBI employs approximately 14,000 special agents. This number \u2064is incapable \u2063of policing federal crimes for a nation rapidly approaching 400 million citizens. Task force officers enhance FBI staffing and \u2063import a wealth of investigative experience and knowledge. For its part, the FBI provides sophisticated, expensive tools and techniques to\u200b local law enforcement agencies hamstrung by \u2062budgetary\u2063 constraints. Local \u2064police agencies propose task \u200dforce officers due to their demonstrable \u2064abilities as detectives. These individuals are frequently the most skilled and\u2064 experienced members of an FBI criminal or \u2062counterterrorism\u2062 squad.<\/p>\n<p>Once Republicans mandate local approval and participation in \u2062FBI investigations, <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/justice-dept-launches-regional-gun-trafficking-strike-forces\/\" title=\"Justice Dept Launches Regional Gun Trafficking Strike Forces\">task force officers<\/a> are the logical choice to arrest criminal suspects. As state-certified law enforcement officers, the\u2062 task \u200cforce officers are qualified and approved to carry firearms in the furtherance of their duties. Republicans should leverage\u200d appropriations to mandate task force officers as solely responsible for \u200deffecting an armed arrest\u200c of an FBI subject. As was the case with opening investigations, the FBI must gain \u2062approval from local agencies before arresting a suspect.<\/p>\n<h2 class=\"wp-block-heading\">License to Investigate Corruption<\/h2>\n<p>The FBI investigates local corruption within\u2064 government \u2063and law enforcement. Will an enhanced\u2064 partnership between federal and local agents hinder the bureau\u2019s ability to address these matters?<\/p>\n<p>FBI task force officers\u2019 public corruption investigations are proof of concept for effective cooperation between the FBI and local agencies. Questions commonly arise regarding FBI investigator impartiality and prospects for liaison when the FBI investigates corruption within police departments. In these situations, local FBI personnel have a conflict of interest, and outside agents conduct the investigations. Similarly, if a particular agency or law enforcement officer comes under scrutiny by\u200c the FBI, federally deputized task force\u2063 officers\u200b from a neutral, state-level bureau of investigations (ie: Georgia Bureau of Investigations, Florida Department of Law Enforcement, \u200bTexas Department of Public Safety, etc.) will conduct\u200c an independent investigation.<\/p>\n<p>Prior to the passage of\u2062 the\u2062 17th \u2063Amendment, United States senators were selected by state assemblies. This arrangement \u2062empowered the states to staff the\u200d upper chamber of our federal legislature and ensured that \u2063senators were more responsive to the needs of their state governments.\u200d Similarly, we can empower state and local authorities to\u200c restore traditionally republican government by \u200beliminating armed FBI special agents \u200band forcing the bureau to\u2062 partner\u200c with these agencies. <\/p>\n<p>The answer to a weaponized FBI may not exist in defunding the bureau, merely disarming it. The political pendulum naturally\u200c swings between right and left. Both sides should agree they wish to avoid federal government persecution when they inevitably find themselves out of the majority.
