This \u2064bipartisan legislation\u2062 aims to allocate funds to \u2064the Department of\u200b Housing and Urban \u200bDevelopment for \u200dgrant programs\u200c that \u2062will help\u2064 cool down \u2062urban areas.<\/p>\n<p>The grants \u2063can be\u200d utilized to \u200dplant more trees, providing much-needed shade, or \u200bto establish and\u200d support\u2063 cooling centers \u200cthat offer shelter and air conditioning, among other resources.<\/p>\n<p>&#8220;Phoenix summers are becoming increasingly hotter, and as temperatures rise,\u2064 <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/ted-cruz-manages-to-trigger-leftists-by-doing-something-millions-of-americans-do-every-year\/\" title=\"Ted Cruz Manages To Trigger Leftists by Doing Something Millions of Americans Do Every Year\">spending time outdoors<\/a> becomes more dangerous,&#8221; stated Gallego. &#8220;In urban areas, the impact of rising temperatures is exacerbated by a lack of shade and extensive heat-absorbing concrete.\u2064 Unfortunately, it is often\u2062 our <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/thousands-of-marginalized-students-are-missing-from-virtual-learning\/\" title=\"\u2018Thousands\u2019 Of Marginalized Students Are Missing From Virtual Learning\">lower-income communities<\/a> that bear the brunt of this extreme\u200b urban heat. That is why I am proud to introduce this bill, which addresses this deadly issue, keeps Phoenix cooler, and prioritizes the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/psaki-were-not-always-best-on-messaging-to-everyone-on-vaccines-for-conservatives-we-contacted-nascar\/\" title=\"Psaki: We\u2019re Not Always Best On Messaging To Everyone On Vaccines, For Conservatives We Contacted NASCAR\">hardest-hit communities<\/a>.&#8221;<\/p>\n<p>The bill proposes allocating $30 million per year until\u200c 2030 for the grant \u200bprogram, with a guarantee that at least 75% of the funds will go to low-income communities. However, it currently lacks support from any \u200cRepublicans.<\/p>\n<h3>Stay Cool Act of 2023<\/h3>\n<p>Another bill led by Democrats, the Stay Cool Act, reintroduced by Watson\u2064 Coleman in\u2062 June, includes provisions\u2063 for heat studies, funding for\u2064 cooling centers, and the \u2063implementation of cooling systems such as wading \u2062pools and misting \u200dstations. The bill also\u200c aims to revise public housing rules to ensure residents \u2063have access to air conditioning.<\/p>\n<p>&#8220;Extreme heat is claiming lives in\u200d our communities, and it will only worsen with climate \u2064change,&#8221; emphasized Watson\u2064 Coleman. \u200c&#8221;For many Americans, enduring unexpected heat \u2062emergencies is not just an inconvenience or annoyance; it is a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/extreme-heat-in-the-us-three-bills-related-to-the-issue-in-congress\/\" title=\"Three US Congress bills address extreme heat.\">life-threatening natural disaster\u200d exacerbated<\/a> by\u2063 climate change that demands\u2064 action from \u200bthe \u2064federal \u200dgovernment. The Stay Cool Act treats extreme heat with the urgency it \u2063deserves.&#8221;<\/p>\n<p>The bill also proposes the creation of a national ranking system for extreme heat and directs the National Weather Service to study the impact of naming heat waves in a similar manner to hurricanes and tropical storms. This study aims to \u200bprovide proper\u2062 warnings \u2064to \u2064the public for preparation and \u200cappropriate response to heat waves. Similar\u2064 to the Excess Urban Heat Migration Act, the Stay Cool Act does not \u2062currently have any Republican\u200d support.<\/p>\n<h3>Extreme Heat Emergency Act<\/h3>\n<p>The bipartisan Extreme Heat Emergency Act, \u2063introduced by Gallego in June, seeks to include extreme \u200bheat on FEMA&#8217;s\u200c list of major disasters. By being added to the list, FEMA\u2062 would be authorized to provide federal assistance to states\u2062 in dealing with extreme heat.<\/p>\n<p>While disasters such as hurricanes, tornadoes, storms, tidal waves, tsunamis, earthquakes, volcanic eruptions, landslides, mudslides, snowstorms, and droughts are already on the list, extreme heat is not currently recognized. This bill aims to rectify that.<\/p>\n<p>&#8220;Every summer, we experience hotter \u2063and\u200b <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/code-red-for-humanity-joe-biden-addresses-the-united-nations-calls-for-relentless-diplomacy\/\" title=\"\u2018Code Red For Humanity\u2019: Joe Biden Addresses The United Nations, Calls For \u2018Relentless Diplomacy\u2019\">longer heat waves<\/a>\u2063 in the \u200dValley,&#8221; Gallego explained. &#8220;Despite the often deadly effects of this \u200cheat, Arizonans are left to deal with \u200cthe impacts on\u200d their \u200down, depleting their resources.\u2064 By adding extreme heat to the list of major disasters,\u2062 my bill will help provide\u200b Arizona \u200dwith the federal assistance and resources they need.&#8221;<\/p>\n<p>Although the bill has bipartisan support, some members of Congress have \u200draised concerns about whether FEMA should be responsible for assisting states in combating extreme weather.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Congress has introduced three bills to address the heat dome in the Southwestern US.
