This indicates that local officials understand the consequences of neglecting infrastructure while \u200caddressing \u2064other needs. According to one of the report&#8217;s \u2062authors, Farhad Omeyr \u2062of the National League \u200dof\u2063 Cities (NLC) Center for Research and Data, &#8220;Infrastructure has always been the sacrificial lamb.&#8221;<\/p>\n<p>The NLC\u200d released its \u206310th\u200b annual &#8220;State\u2064 of the Cities&#8221; <a href=\"https:\/\/www.nlc.org\/resource\/state-of-the-cities-2023\/\">report<\/a> on July 21 during a panel discussion in Tacoma, Washington.<\/p>\n<p>Mr. Omeyr\u200c mentioned\u2064 that infrastructure\u200b has been the top priority for America&#8217;s \u200cmayors for the past three years. Previously, economic \u200ddevelopment held the top spot, but\u200d as city systems age\u200c and federal \u200bfunding becomes available, mayors have elevated infrastructure as \u200ca spending \u2064priority.<\/p>\n<p>Improving infrastructure\u2062 will not only facilitate economic development but also other priorities, according to Mr. Omeyr.<\/p>\n<figure id=\"attachment_5372143\" style=\"width: 640px\" class=\"wp-caption aligncenter\">\n    <a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2023\/07\/03\/id5372143-Road-1200x654.jpg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a><br \/>\n  <\/figure>\n<p>&#8220;Infrastructure is the capstone of economic development,&#8221; he said.<\/p>\n<p>The $550 \u2064billion Bipartisan Infrastructure Law (BIL) of\u2063 2021\u200d has made it possible for many \u2064cities to address\u200d long-neglected infrastructure needs, according \u200bto Mr. Omeyr and other panelists. The five-year plan funds various sectors such as roads, bridges, transit, water, broadband, \u200band resilience.<\/p>\n<p>Mayor\u2063 Victoria Woodards \u200bof Tacoma, Washington, shared that her city\u200d used BIL funding to remove all lead pipes from its <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-passes-senate-continuing-resolution-averting-shutdown\/\" title=\"House Passes Senate Continuing Resolution, Averting Shutdown\">municipal water system<\/a>. He highlighted the need to fix decades of noninvestment in maintaining state roads that run\u2062 through cities.<\/p>\n<p>Another notable \u2062change observed in the \u200breport is the role of climate change in decision-making. City leaders\u2062 have competing demands that may seem more immediate.\u200b He suggests making bipartisan infrastructure laws \u2062a continuous budget \u2064item to address this constraint.<\/p>\n<p>&#8220;Cities are\u200c constrained with their \u200cbudgets.
