However, \u200dan amendment \u2062proposed by Sen. Rand Paul \u2063(R-Ky.) to this year&#8217;s\u2063 National Defense Authorization \u2063Act (NDAA) aimed to clarify that Congress must declare war before the United States engages in war, even\u2062 under Article 5.<\/p>\n<p>The amendment, unfortunately, did \u2064not pass\u2063 the Senate&#8217;s NDAA\u2064 vote,\u200c with only 16 senators \u2064in \u200dfavor \u200band 83 opposed. Sen. Paul argued that the amendment aligns with the NATO \u200dTreaty, which allows each ally to determine whether to engage in military \u2062hostilities. He emphasized the importance of Congress&#8217;s responsibility to declare war and not delegate it to\u2064 NATO.<\/p>\n<p>On the \u2063other hand, Sen. Bob Menendez (D-N.J.) opposed the amendment, stating that it was unnecessary and could undermine U.S. support\u2064 for NATO allies, especially in light of Russia&#8217;s\u200c invasion of Ukraine.<\/p>\n<h2>Senate Votes \u2064To Block Future \u2062Presidents From Leaving NATO<\/h2>\n<p>Prior to rejecting Sen. Paul&#8217;s amendment, the Senate approved a different amendment introduced by Sen. Tim Kaine \u200d(D-Va.). This amendment prevents any U.S. president from withdrawing from NATO without the advice \u200dand consent of the Senate or through a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/purdue-university-backtracks-on-mandatory-white-privilege-class-for-music-students-after-outcry\/\" title=\"Purdue University Backtracks On Mandatory \u2018White Privilege\u2019 Class For Music Students After Outcry\">specific act<\/a> of Congress.<\/p>\n<p>Sen. Kaine&#8217;s amendment also restricts a president&#8217;s access to resources for ending U.S. participation in NATO without Congressional approval.\u2064 It prohibits the use of \u2062<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/cruz-moves-to-take-taxpayer-money-from-iran-nuclear-deal-and-give-to-military-dogs\/\" title=\"Cruz Moves to Take Taxpayer Money from Iran Nuclear Deal and Give to Military Dogs\">taxpayer funds<\/a> for a U.S. withdrawal from NATO and grants\u2062 Congress\u200b the authority to challenge any <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/snowy-owl-spotted-in-central-park-new-york\/\" title=\"Snowy Owl spotted in Central Park, New York\">presidential actions<\/a> in federal court.<\/p>\n<p>The amendment passed with a vote of 65\u201328, with only Republicans opposing the measures to limit the presidency&#8217;s power to withdraw from NATO.<\/p>\n<p>Sen.
