min-height:\u200c 50px;  text-align:\u200c center;\">  \u200b\t<script> \u2064 \u2062\t\tgoogletag.cmd.push(function() \u200c{ \u200dgoogletag.display('div-gpt-ad-1663871513696-art-1');\u2064 }); \u2062\u200d \t<\/script> \u2064\u2062 <\/div>\n<p>  \u200b<\/p>\n<div \u200cclass=\"ad-slot__ad-label\">Advertisement<\/div>\n<p>  \u200d<\/p>\n<p>   \u2062<\/p>\n<h3>Inspection \u200dResults<\/h3>\n<p>Officials with\u2063 the \u2063Department of \u200dAgriculture \u200d(USDA)\u200b conducted\u200c a\u200c \u201cfocused\u201d inspection \u200din response to a\u200b complaint about the \u2064company\u2019s handling\u200c of animal experiments,\u2064 but\u200d identified \u200dno compliance breaches,\u200d the agency\u2019s secretary Thomas \u2062Vilsack wrote\u200b to Congressman \u2062Earl\u200b Blumenauer\u2063 in a July 14\u2062 letter reviewed by Reuters.\u2064 <\/p>\n<p>\u2063 <\/p>\n<p>The inspection included visits\u200b at \u200dNeuralink\u2019s two \u200dfacilities \u2064in January \u20632023, Vilsack \u2064wrote, adding that\u200b there\u2064 would be more inspections.<\/p>\n<p> \u200c<\/p>\n<p>Musk&#8217;s \u200bAmbitions<\/p>\n<p>Musk has\u200c expressed\u200d grand \u200bambitions for\u200c his brain-implant startup, saying \u200cits chip \u200bwould allow\u2063 healthy and disabled\u2063 people alike \u200dto\u2063 pop into neighborhood facilities\u2064 for \u200bspeedy \u2063surgical insertions \u2062of\u2063 devices to\u2064 treat obesity, autism, depression and schizophrenia.\u2063 He even sees \u200cthem being\u200d used \u200cfor\u200d web-surfing and telepathy. <\/p>\n<p> \u2064<\/p>\n<p>Human Testing<\/p>\n<p> \u200c<\/p>\n<p>Neuralink\u2062 is preparing to test its \u200dbrain implant \u200cdevice\u200d on \u200chumans. <\/p>\n<p>Previous Incident<\/p>\n<p> \u200d<\/p>\n<p>Vilsack said\u2063 in \u200chis letter his agency did not include in\u2063 its\u2063 inspection\u200d citations an \u201cadverse\u2062 surgical\u2062 event\u201d at \u2062Neuralink\u2064 that occurred\u200c in August 2019.\u200d The company \u200bproactively\u200c reported it and \u2062took\u200b corrective\u200d action, which\u200c complied\u2063 with the policy at the\u200c time, \u2063Vilsack added.\u2064 The \u2064USDA\u2063 changed\u200b its \u2064rules in 2021 \u200cso\u200b that\u200d self-reporting a\u2063 violation\u2064 no \u2064longer avoids a\u200c citation.<\/p>\n<p> \u200b<\/p>\n<p>Animal-Welfare \u200bAdvocacy \u2064Group&#8217;s\u2063 Findings<\/p>\n<p>\u2063 <\/p>\n<p>In\u200b the 2019 incident, a Neuralink \u2062surgeon used a sealant\u200d to close holes drilled\u200c into \u2063a \u2063monkey\u2019s\u2062 skull that \u2064had \u2062not\u200d been \u2064approved by the \u2063animal \u200dresearch oversight panel, according to emails and \u200dpublic records\u200c obtained by the Physicians Committee of \u200cResponsible\u200d Medicine (PCRM), an animal-welfare\u200c advocacy group.\u2062 <\/p>\n<p> \u2063<\/p>\n<p>Current\u200d Investigation<\/p>\n<p>The\u2064 complaint that \u200ctriggered the latest \u2062inspection \u200dwas made \u2064in \u200cFebruary\u2063 2022 \u2063by \u2063PCRM against \u2064Neuralink \u2064and\u200d the University \u2064of California,\u2063 Davis, which\u2063 was collaborating with the\u2063 company \u2063at the time. It alleged the company carried \u2063out deadly experiments on 23 monkeys between 2017 and 2020. \u2062Neuralink ended\u2064 its\u200c collaboration with UC \u200dDavis\u200c in 2020.<\/p>\n<p>The USDA\u2019s\u2063 Office \u2062of the\u2063 Inspector General (OIG) \u2064is currently \u200dinvestigating \u200dpotential\u2064 animal-welfare violations\u2063 amid internal \u2063Neuralink\u200d employee complaints\u2064 that \u2064its animal \u2064testing experiments were \u200bbeing \u200brushed, causing\u2064 needless suffering and \u2064deaths, Reuters \u200dhas reported. <\/p>\n<p>Cooperation and\u2063 Urgency<\/p>\n<p> \u200c<\/p>\n<p>Vilsack offered \u2063no update \u2062on the progress \u200dof \u2062the \u2063OIG\u2062 probe. \u201cShould \u2064(the OIG) investigate the\u2062 Neuralink facility and find \u2063that\u2062 USDA \u2064should\u200b take \u200dadditional actions, we \u200bwill\u200d fully cooperate \u2064to take\u200d those \u200bactions,\u201d he wrote.<\/p>\n<p>Neuralink\u200d and \u200bOIG \u2064representatives did \u2063not \u2062respond \u200cto \u200crequests\u2064 for comment. <\/p>\n<p>Lawmaker&#8217;s Response<\/p>\n<p> \u200c<\/p>\n<p>Blumenauer responded\u200c by calling for greater\u2062 urgency \u200din the\u200b probe. \u200c\u201cI \u200burge \u2062the Office of the \u2062Inspector General \u2064to\u2063 quickly \u200dconclude their investigation\u2064 and\u2063 make\u2063 public \u200btheir \u2064findings,\u201d he\u2063 said in a\u200c statement.<\/p>\n<p>Advocacy Group&#8217;s \u200bCriticism<\/p>\n<p>Ryan Merkley, PCRM\u2019s\u2062 director of research advocacy,\u2063 said the \u2062USDA\u200c was\u2062 giving Neuralink \u201ca \u2062free\u2063 pass\u201d.<\/p>\n<p> \u2062<\/p>\n<h3>Oversight Board<\/h3>\n<p>\u200c <\/p>\n<p>U.S. lawmakers\u200d had \u200calso \u200draised \u200bconcerns to the \u200cUSDA\u2063 about\u200b potential conflicts\u200b of \u200dinterest \u200dat \u2064an animal-research oversight board \u2064after\u2064 Reuters reported\u200d it \u2064was filled \u200cwith\u200d company \u200binsiders who may \u2064stand \u2063to \u2063benefit financially as the firm made \u200bprogress with\u2062 its\u200d goals.<\/p>\n<p>Vilsack\u200b wrote\u200c that \u200cthe law required the oversight board include \u200can attending\u200d veterinarian and \u200can individual \u2064unaffiliated with\u200d the research facility \u2062or \u200cits\u200c employees to provide an unbiased observer \u2013 a threshold that Neuralink formally meets.  \u200bHe said \u200bthe agency\u2019s \u200binspectors generally review such\u2062 records \u200band\u200d protocols, \u201cwhich\u2064 should \u2062surface\u2064 any conflicts\u200b of \u200dinterest.\u201d<\/p>\n<p>\u200b <\/p>\n<p>Challenges\u2064 Ahead<\/p>\n<p>The Food \u200dand\u2062 Drug\u200b Administration (FDA) recently granted a company\u200b request to begin testing its \u200bbrain implant device \u200din humans.
