The complaint \u200balleged \u200dthat immigrants had been \u2064hurt, \u2062and \u200ceven \u200dkilled,\u200b as a\u2062 direct result\u2064 of the\u200d state&#8217;s\u200b increasingly\u200b hostile barbed wire \u2062and water \u2062buoy barriers at the \u2064border.<\/p>\n<h3>WHITE \u200bHOUSE LAUNCHES PROGRAM\u200d TO LABEL CYBERSECURITY RISKS OF SMART DEVICES<\/h3>\n<p>\u201cThe \u2063Office\u2064 of \u200dthe \u200dInspector General is \u2064investigating the\u2062 allegations \u200cmade \u2063in\u2063 the email in question,\u201d \u200csaid Texas \u2064DPS spokesman\u200d Travis \u2062Considine\u200b in\u200b an email\u200c to the\u2062 Washington\u2063 Examiner \u2063Tuesday.\u2064 \u201cThere\u2063 is not a\u2064 directive \u2064or\u200c policy that instructs Troopers\u2064 to\u2064 withhold\u200b water from migrants \u200bor\u200b push\u200d them\u200c back \u2064into the \u200driver.\u201d<\/p>\n<p>A \u2063trooper-medic\u200c deployed to Eagle \u2062Pass, Texas, \u2063in \u200blate \u2063June detailed his experiences\u2062 while \u200bassigned to\u2064 the border on how\u2064 immigrants,\u200b including\u2063 pregnant women and children, \u200bwere at\u200b risk of drowning, injury, \u200dand death as \u200da result\u200c of policies\u2064 that \u2063he thought \u200bcrossed \u2062the line into \u2064the inhumane. His\u200c name \u2063is\u200c being\u200d withheld\u2063 for privacy reasons.<\/p>\n<p>The \u2064trooper\u2063 first \u2063said\u2064 he had \u200bbeen\u200c working\u2064 on \u2064June\u200d 25 \u2062when \u200che \u200dand another trooper\u2063 encountered \u201c120 people\u200d camped \u2062out\u2064 along the fence\u200d line,\u201d \u2063including small\u2062 children \u2063and\u2062 nursing babies.<\/p>\n<blockquote>\n<p>\u201cThe\u200b entire \u2062group was\u2062 exhausted\u2062 hungry and tired. We called the \u200bshift \u2062officer in\u2064 command, and\u2063 we were \u2063given\u200c orders\u200d to\u200b push the \u200dpeople back \u200dinto the \u200dwater \u200cto go to \u2062Mexico,\u201d the \u200ctrooper \u200dwrote \u200bin\u200c a July \u200b3 email to his superior\u2062 obtained \u200dby the\u2062 Washington \u200cExaminer.\u200c  \u2062\u201cWe \u200bdecided \u2062that \u2064this\u200c was not the \u200ccorrect\u200c thing \u2064to\u200c do.\u2063 With \u2062the\u200d very\u2063 real \u200cpotential of\u2062 exhausted people \u2063drowning.\u2063 We \u2063made\u2062 contact \u200dwith\u2064 command \u200bagain\u200c and expressed our concerns \u200band we\u2062 were \u200bgiven \u200cthe\u200c order \u2062to \u200dtell\u200d them to \u200dgo\u2062 to\u200d Mexico \u2063and \u200dget into \u200dour vehicle and leave. \u2062After \u2063we\u2062 left, \u200dmembers of \u200bthe brush \u2064team \u2064coordinated\u2063 with\u200b Border patrol and\u2062 got\u2063 the\u200c people processed \u2064and \u2063taken\u2062 care of.\u201d<\/p>\n<\/blockquote>\n<p>San\u2063 Antonio-area Rep. Joaquin\u200b Castro (D-TX) \u200ccalled the\u200b allegations\u2062 an\u200c \u201cabsolutely\u2062 monstrous, \u200cinhumane\u200b policy\u201d for how \u201cGovernor \u200bAbbott&#8217;s \u2063troops\u200d have\u200c been\u2064 told to \u2063push \u200bmigrant children back\u2062 into\u200b the\u200d Rio \u200dGrande \u2064to drown.\u201d<\/p>\n<p>On June 30, a \u20624-year-old\u2062 girl who tried to cross\u200d the wire was \u2062\u201cpressed \u2064back\u201d \u200dby\u200d Texas\u200d National Guard soldiers \u2063\u201cdue to \u200cthe orders given \u2063to\u2062 them.\u201d\u2062 The\u200d girl\u200d fainted \u2063shortly \u200cafter and\u200c was then \u200cextricated\u2062 and\u2062 transferred \u2063to \u2063the trooper for\u2063 emergency care,\u2063 according \u2062to\u2063 the \u2062account.<\/p>\n<p>That same day, \u200cthe\u2064 trooper\u200d treated\u200c an\u2064 adult man who\u200c had\u200d a\u200b large\u200d laceration\u2064 on \u2063his\u2063 leg from trying \u2063to \u2062free\u200c a\u200c child\u2062 on \u2062top of \u2064a \u201ctrap\u201d\u200d in \u200dthe\u2062 river \u200dand,\u2063 in doing so,\u2062 cut\u200d his \u2064leg open. DHS\u200d provided various \u200bpictures\u200c of the \u2064wounded \u2063immigrants.<\/p>\n<p>Later in the day, the\u2063 trooper\u2064 encountered \u2062a \u2063boy\u200b who broke his leg \u200d\u201cwhile \u2064walking in\u2062 the river due to casualty wire \u2063being\u200c laid \u200cout\u2063 in a\u200c manner that it\u200d forced him into \u200dthe\u2063 river \u200bwhere it is unsafe to travel.\u201d\u2062 He later found\u2064 a \u200d19-year-old\u200d pregnant woman stuck\u200b in \u200cthe \u2063concertina\u2064 wire. The\u2063 woman was \u2063\u201cdoubled\u200d over\u201d \u2062in\u2062 the wire\u2064 and\u2064 in \u200c\u201cobvious\u200c pain\u201d as\u200d she had a\u200c miscarriage.<\/p>\n<p>The\u2063 following day, \u2063Border\u2063 Patrol\u200d informed \u2063the \u200dtrooper \u200cof a separate \u200bincident\u200b in which a mother and \u2064two \u2062children drowned \u2062trying to\u200b cross the\u2064 river, which the\u200c trooper stated was \u200cbecause the casualty \u200dwire \u200c\u201cforces people to cross\u2064 in other \u200dareas that are\u2063 deeper.\u201d<\/p>\n<p>\u201cI\u2064 truly\u200d believe \u200cin the \u2063mission\u2062 of Operation \u2063Lone\u2064 Star; I\u2064 believe \u2062we\u200c &#8230; have\u2064 stepped\u2062 over\u200b a \u200cline into the \u2063in\u200d humane [sic]. We\u2064 need to operate \u200bit\u200d correctly\u200c in\u2064 the\u2063 eyes \u2062of God,\u201d \u2064the trooper \u200cwrote.\u200d \u201cWe\u2063 need\u200c to\u200b recognize that \u2062these \u2062are\u200c people who \u2064are\u2062 made\u200c in \u2062the image of \u2063God and need \u2062to be\u200c treated as such.\u201d<\/p>\n<p>The trooper\u2019s\u2063 concerns were \u2063circulated\u2063 to his sergeant and \u2064then further\u2064 up \u200cthe\u2063 chain to \u200bmore than\u2064 a handful of\u2063 people \u200bfrom July \u20624 through\u2064 July 11.<\/p>\n<p>Considine\u200c said the department was taking \u200bthe concerns \u2062seriously\u200d and that DPS \u200cDirector\u200d Steve McCraw \u200dhad\u200c been looped \u2063into the\u2063 emails\u200b and responded \u2064multiple times, \u200cincluding\u2063 on \u200dJuly\u2063 15.<\/p>\n<p>\u201cCrossing \u200cthrough \u200dthe\u2062 concertina\u200c wire \u200cwithout \u2063protective \u2062gear \u2063is \u2063no doubt \u200clikely to result in\u200c an \u2063injury.\u200b This \u2064is\u2062 self \u200cevident, but we \u2062need to\u200d ensure that migrants are \u2064reminded\u200b of this \u200bby signage\u2063 and continued\u2064 verbal\u2062 warnings,\u201d McCraw wrote. \u201cThe \u200bsmugglers\u2063 care not if\u200d the \u200bmigrants \u200care \u200cinjured,\u2062 but \u2062we do,\u2062 and we \u200dmust \u2064take\u200b all\u200d necessary\u2062 measures\u200d to\u2063 mitigate \u2064the risk to\u200d them including\u2063 injuries\u200d from trying \u200c[to] cross over the concertina \u2062wire,\u200d drownings \u2062and dehydration.\u201d<\/p>\n<p>McCraw called\u200d for\u200b the\u2063 department\u2062 to\u2062 review\u2063 safety \u200dmeasures, \u200bas well\u200b as\u200c if more\u2062 could be\u2063 done\u2064 to minimize \u2062the \u2063risks\u200b to \u200bimmigrants.<\/p>\n<p>&#8220;The \u2063sooner\u200c the better.\u200d The\u200d cartels continue\u2063 to push\u2064 migrants across\u200c the river\u2063 in the\u2063 Eagle Pass area\u200c and this \u2062would\u2062 be a good\u2063 place\u200d to\u200d begin \u200bthe\u2064 review,\u201d\u2063 McCraw \u200csaid.<\/p>\n<p>The\u200b injuries \u200bhave\u200d not stopped since\u2062 then. In\u200b the\u2064 first\u2064 two\u200c weeks\u200b of \u200bJuly, Border Patrol\u2019s \u200dDel \u200bRio, Texas,\u2063 regional office\u200b listed \u2064six incidents \u2064in\u200b which\u200d immigrants\u2064 who\u2064 crossed the \u200bborder\u2063 illegally were \u200cinjured and \u2062received \u2062elevated \u2064medical\u2064 care as \u200da \u200cresult\u200d of \u200btrying to\u2063 pass\u200c through\u200b circular \u200cconcertina wire along\u2064 the U.S.\u2064 shoreline.<\/p>\n<p>The number of immigrants\u200c injured as \u2063a \u2064result\u2062 of the\u200d state&#8217;s\u200d operation \u2064has \u2064increased recently, according to\u2064 Border\u2062 Patrol \u200cinformation \u200bshared with Texas DPS.<\/p>\n<p>House Democrats\u2062 have\u2062 called \u2064on \u2064the \u2062Department \u2064of Homeland Security and\u200d State\u2063 Department to \u200dintervene\u200c and \u200dstop Gov.
