The\u2064 former Arkansas governor\u200b unveiled a plan to refocus\u200c the mission of the\u2063 FBI and reform its culture to increase the protection of civil liberties.<\/p>\n<p>\u201cI\u2019m calling\u2063 for reform \u2064of the FBI that provides \u2062more focus, more accountability, and a deeper\u200b commitment to civil liberties,\u201d Mr. \u2064Hutchinson \u2062said\u200c in remarks delivered at\u200d the \u200cU.S. Chamber of Commerce in\u2062 Washington on July \u206317.<\/p>\n<p>Yet Mr. \u200bHutchinson quickly allayed fears that \u2062his proposal \u200bwould \u200bweaken the bureau.<\/p>\n<p>\u201cDefunding \u200dthe\u200c FBI is\u2064 [an] off-the-charts \u200cbad\u2063 idea. And\u200d anyone who makes \u2062that argument is ignoring \u200creality\u200d and weakens our\u2064 law enforcement,\u201d \u2064he said.<\/p>\n<p>As a\u2062 former prosecutor,\u200b administrator \u2064of \u200cthe Drug \u2064Enforcement \u2062Agency \u2063(DEA),\u200d and undersecretary of the Department of Homeland Security \u2064(DHS), Mr. \u200dHutchinson\u200d professed deep respect \u200bfor \u2063the rule of law \u2064and \u2063for\u200c <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/update-washington-d-c-mayor-muriel-bowser-was-warned-but-refused-any-additional-help-before-january-6th-vote-on-stolen-election\/\" title=\"UPDATE: Washington, D.C. (Samira \u200dBouaou\/The Epoch\u200d Times)<br \/>\n\t<\/figure>\n<p>The\u200d Hutchinson \u2062plan \u2064would begin\u2063 with the FBI but encompass all \u200dof the nation\u2019s 90 federal\u200b law\u200b enforcement \u200dagencies.\u2062 Reform is\u2064 needed, \u2064he said, because of \u200binefficiencies \u2063created by\u2063 overlapping\u2063 jurisdictions and because of\u2063 a lack \u200bof transparency and, in some cases, wrongdoing within\u200c the FBI that has \u200b<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/watch-migrants-massing-on-poland-border-lured-by-false-promise-of-free-passage-to-germany\/\" title=\"WATCH: Migrants Massing on Poland Border, Lured by False Promise of Free Passage to Germany\">undermined public trust<\/a> \u200din the\u200c criminal justice \u200bsystem.<\/p>\n<h2>Reassign and Realign<\/h2>\n<p>The first \u2063step in Mr. Hutchinson\u2019s \u200dplan\u200b is \u2062to remove responsibility \u2062for drug enforcement\u200d from\u200d the FBI \u2064and place \u2063it unambiguously \u200dwith\u2063 the DEA, supported\u2062 but\u200c Immigration and Customs Enforcement.<\/p>\n<p>Doing so will allow the FBI\u200b to concentrate on \u200dits two primary\u2064 tasks,\u2062 counterterrorism and violent crime.<\/p>\n<p>Mr. Hutchinson\u200c said he believes this will\u200d decrease turf battles among federal agencies and \u200dboost the morale\u200d of field agents\u2064 whose\u2063 purview will \u200dbe narrowed.<\/p>\n<p>The \u2063plan would also reassign FBI administrative support offices to \u200cthe Department of \u2064Justice (DOJ) in an attempt \u200cto\u2063 prevent the\u2062 FBI from acting entirely on its own.<\/p>\n<figure id=\"attachment_5393063\"\u2063 style=\"width:\u200d 640px\" class=\"wp-caption alignnone\">\n\t\t<a \u200dhref=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2023\/07\/12\/id5393063-Christopher-Wray-GettyImages-1527534836-1200x813.jpg\"><figcaption\u2064 class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a><br \/>\n\t\tFBI\u2064 Director\u200d Christopher Wray\u200d testifies\u200c before the\u200d House Judiciary\u2062 Committee on Capitol Hill on July 12,\u200c 2023. \u200d(Saul Loeb\/AFP via\u200d Getty Images)<br \/>\n\t<\/figure>\n<p>\u201cThey need\u2062 to report up the chain to the\u2063 Department of Justice, where there\u200c will \u2064be\u2062 transparency \u2063and clarity as to what\u2064 the position\u2062 of\u2063 the \u2064Department of \u2063Justice is,\u201d Mr.\u2063 Hutchinson\u200b said.<\/p>\n<p>For the same reason, Mr. Hutchinson would reassert presidential authority\u200d over \u200dthe DOJ.<\/p>\n<p>\u201cIn\u200c the \u200dpost-Watergate \u2063era,\u200c we\u2019ve had more \u2064of an independent \u200dDepartment of Justice \u2063[and] attorney general, particularly in \u2063the area\u2062 of \u200dinvestigations,\u201d he\u2062 said, but\u200c policy must \u200bbe \u2063set \u200cby the \u200bpresident.<\/p>\n<h2>Transparency and\u2063 Accountability<\/h2>\n<p>Much\u200c of the Hutchinson plan\u200d aims to \u200dhold the FBI accountable\u2064 by making its operation more transparent. \u2064That\u200c includes giving Congress greater oversight\u200d through the\u200d mandatory reporting \u200bof shadow\u2063 bans \u2062on social\u2062 media or \u2064similar actions in financial institutions.<\/p>\n<p>Shadow banning occurs\u200d when\u200c a federal \u2064agency\u200c asks\u2063 a private company to freeze or close an \u2064account\u2063 without\u2062 notice \u200dto the individual.<\/p>\n<p>When\u200b a law\u2064 enforcement agency believes \u200bsuch action\u2063 is warranted, Congress\u2062 needs to know\u2062 about it\u2064 Mr. \u200cHutchinson\u200d said. \u201cI \u200dwould suggest\u200c that\u200c that transparency would \u2063be \u200cto report .\u200b . . shadow banning to congressional\u2063 committees \u2063and to\u200b the Congressional advisory \u2063board\u200d that would be set up under my plan,\u201d he said.<\/p>\n<p>The \u200bFBI would also be required to make\u200b recordings \u2063of\u2063 interviews, which it does not routinely\u200c do. Instead, agents make handwritten notes of interviews which become the record\u2062 they rely\u2062 on for\u200d testimony\u2014sometimes years\u2063 after the \u2063fact, according to\u200b Mr. Hutchinson.<\/p>\n<p>\u201cI want to reverse\u2063 the general rule so\u200c that the general rule \u200cis the\u200c recording \u2064of witness \u200dand\u200b subject interviews,\u201d he said, believing\u2064 it \u2064will <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-urges-congress-to-toughen-penalties-for-executives-of-failed-banks\/\" title=\"Biden Urges Congress to Toughen Penalties for Executives of Failed Banks\">increase public confidence<\/a> in \u200bthe investigative \u2062process and \u200cproduce more credible courtroom evidence.<\/p>\n<p>Mr. Hutchinson \u2062would also\u200b urge Congress \u2064to revise the Federal \u200cIntelligence\u200d Surveillance\u2064 Act (FISA) \u200cSection \u2063702, which\u2062 allows the FBI to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/fbi-needs-more-focus-accountability-commitment-to-civil-liberties-asa-hutchinson\/\" title=\"FBI must prioritize, be accountable, and protect civil liberties: Asa Hutchinson.\">query \u200delectronic evidence\u2064 involving<\/a> U.S. \u200ccitizens gained by \u2063intelligence agencies\u2063 when\u2064 surveilling\u2064 foreign subjects.<\/p>\n<p>\u201cAny inquiry\u200c into the Section 702\u2063 database should be reported\u200b to Congress, to\u2062 the \u200dGang of Eight [high-ranking congressional leaders], to our intelligence\u2062 committees so \u2062that there is some awareness\u200b and checks and balances,\u201d he added.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>protection of civil liberties,&#8221; says Asa Hutchinson, a presidential candidate.
