Jon Tester (D-Mont.), who is leading a Senate investigation into the Chinese spy balloon that <a href=\"https:\/\/www.theepochtimes.com\/chinese-spy-balloon-carried-technology-to-monitor-communication-signals-official_5045934.html\">traversed across the continental United States<\/a> in February, said that he would introduce the amendment to the National Defense Authorization Act (NDAA), which funds the year\u2019s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/how-the-biden-administration-is-politicizing-the-military\/\" title=\"How the Biden Administration is Politicizing the Military\">defense budget<\/a>.<\/p>\n<p>The amendment would require the federal government to assess how commercial technologies can be used by foreign espionage programs, and how to prevent it from happening again.<\/p>\n<p>Mr. Tester\u2019s announcement of the amendment comes shortly after a <a href=\"https:\/\/www.wsj.com\/articles\/chinese-balloon-used-american-tech-to-spy-on-americans-2e3f5039\">report<\/a> by the Wall Street Journal found that the spy balloon contained some parts that were originally manufactured in the United States.<\/p>\n<p>\u201cThis brazen incursion of the Chinese Spy Balloon into U.S. airspace was unacceptable, and we can\u2019t let it happen again,\u201d Mr. Tester said in a July 13 <a href=\"https:\/\/www.tester.senate.gov\/newsroom\/press-releases\/tester-to-offer-bipartisan-amendment-to-must-pass-defense-bill-to-assess-chinese-spy-balloon-threat-use-of-american-technology\/\">statement<\/a>.<\/p>\n<p>\u201cI was disturbed to learn the Chinese Communist Party took advantage of American technology during the incursion, and we need a full accounting of any and all commercially available technology that is being turned on Americans in foreign espionage programs.\u201d<\/p>\n<h2><b>China Used US Tech to Spy on Nuclear Facilities<\/b><\/h2>\n<p>The Chinese spy balloon first entered the airspace over the continental United States above Mr. Tester\u2019s state of Montana. From there it proceeded to fly over three sites associated with the United States\u2019 nuclear program: Malmstrom Air Force Base in Montana, Offutt Air Force Base in Nebraska, and Whiteman Air Force Base in Missouri.<\/p>\n<p>Malmstrom contains 150 of the United States\u2019 400 nuclear-capable intercontinental ballistic missile silos. Offutt is home to U.S. Strategic Command, which oversees the U.S. military\u2019s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/ronald-regans-former-secretary-of-state-george-p-schultz-dies-at-100\/\" title=\"Ronald Regan\u2019s Former Secretary Of State George P. Schultz Dies At 100\">nuclear arsenal<\/a>. Whiteman operates the Air Force\u2019s nuclear-capable B-2 stealth bomber.<\/p>\n<p>The White House <a href=\"https:\/\/www.theepochtimes.com\/kirby-chinese-spy-balloon-program-connected-to-military-targeted-us-and-allies_5054222.html\">confirmed<\/a> that a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/proposed-defense-bill-mandates-investigation-into-us-parts-in-chinese-spy-balloon\/\" title=\"New defense bill requires probe into American components in Chinese spy balloon.\">spy balloon program linked<\/a> to China\u2019s military targeted the United States and its allies for espionage. The Senate followed by formally condemning the incident as an <a href=\"https:\/\/www.theepochtimes.com\/us-senate-formally-condemns-invasion-of-us-by-chinese-spy-balloon_5062535.html\">invasion of U.S. territory<\/a> by China\u2019s communist regime.<\/p>\n<p>The revelation that the device relied on U.S.-made technologies to conduct its mission has added to fears that the flow of advanced technologies from the nation to China\u2019s communist regime is continuing largely unabated.<\/p>\n<p>China claimed the balloon was a civilian airship.<\/p>\n<p>Mr. Tester, who serves as chair for the Senate Appropriations Defense Subcommittee, <a href=\"https:\/\/www.theepochtimes.com\/dod-under-fire-for-response-to-china-spy-balloon_5046252.html\">said<\/a> during a February hearing that he would hold those responsible for allowing the balloon to enter U.S. airspace to account.<\/p>\n<p>\u201cMake no mistake about it: What China did last week was completely unacceptable and a real threat to American sovereignty,\u201d Mr. Tester said at the time. \u201cIt deserves a real response from a united America.\u201d<\/p>\n<p>\u201cI am prepared to hold anyone accountable, including the people seated before this committee today, to get real answers.
