It has more than 100 co-sponsors, none of whom are Democrats.<\/p>\n<p>Republican members of the administration committee, along with Majority Leader Steve Scalise (R-La.), held a press conference on July 12 to draw public attention to what Chairman Bryan Steil (R-Wisc.) called the \u201cmost substantive election integrity bill in a generation.\u201d<\/p>\n<p>A half-dozen secretaries of state from around the country attended to show support for the bill.<\/p>\n<h2><strong>Problems Addressed<\/strong><\/h2>\n<p>The ACE Act eliminates the federal tax exemption for the private funding of elections, advocates for the tightening of voter ID requirements when an individual applies for a mail-in ballot, and it prohibits states from using federal funds to pay for election administration unless they <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/georgia-democrats-cry-voter-suppression-over-a-law-that-will-restrict-ballot-harvesting-plans\/\" title=\"Georgia Democrats Cry \u2018Voter Suppression\u2019 Over A Law That Will Restrict Ballot Harvesting Plans\">restrict ballot harvesting<\/a>.<\/p>\n<p>The bill also blocks federal agencies from engaging in voter registration and mobilization activities and encourages states to limit and better manage the use of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-republicans-urge-dismissal-of-doj-lawsuit-against-georgia-election-law\/\" title=\"House Republicans Urge Dismissal Of DOJ Lawsuit Against Georgia Election Law\">absentee ballot drop boxes<\/a>.<\/p>\n<figure id=\"attachment_5138321\" style=\"width: 600px\" class=\"wp-caption aligncenter\">\n    <a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2023\/03\/21\/GettyImages-1244617941-1200x800.jpg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a><br \/>\n  <\/figure>\n<p>On March 7, 2021, President Joe Biden issued <a href=\"https:\/\/www.federalregister.gov\/documents\/2021\/03\/10\/2021-05087\/promoting-access-to-voting\">Executive Order<\/a> 14019, which turned nearly every federal office, prison, and jail into a voter registration, information, language assistance, and education center.<\/p>\n<p>The order mandates that, consistent with state and federal laws, the centers are ordered to help incarcerated individuals obtain state-accepted photo ID cards and facilitate their voting by mail.<\/p>\n<h2><strong>Pros and Cons Debated<\/strong><\/h2>\n<p>Backers of the bill contend it contains <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/arthur-schaper-a-reflection-on-election-2022\/\" title=\"Arthur Schaper: A Reflection On Election 2022\">strong election integrity reforms<\/a> that will bolster voter confidence while respecting the Constitution, federalism, and conservative principles.<\/p>\n<p>Detractors of the proposed legislation have stated that it will <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/republican-led-election-reform-bill-seeks-to-avert-a-repeat-of-2020-problems\/\" title=\"GOP Election Reform Bill Aims to Prevent 2020 Issues\">exacerbate ongoing voter suppression<\/a> and further increase the alleged disparity of voter turnout between white voters and people of color.<\/p>\n<p>The introduction to the bill\u2019s <a href=\"https:\/\/mcusercontent.com\/67fba463240fdd948eb636b35\/files\/886e37c8-cef9-16d2-8054-a57164dfc516\/ACE_Act_Bill_Summary.pdf\">summary<\/a> affirms that states have the primary role in establishing election law and administering elections; all eligible American voters must be able to vote, and all lawful votes must be counted; and that political speech is protected speech and all voices must be heard.<\/p>\n<p>During the course of the hearings, Democrats on the committee have defended the current system and consistently pushed for further centralization of election administration and increased federal funding.<\/p>\n<h2><strong>Only Citizens Should Vote<\/strong><\/h2>\n<p>An important focus of the Republican reforms is to keep non-citizens from voting in federal elections, an act that is a felony under existing law.<\/p>\n<p>As of June 2023, the District of Columbia and municipalities in three states, California, Maryland, and Vermont permit foreign nationals to vote in some local elections.<\/p>\n<p>A municipal ordinance in New York City that sought to enable 800,000 non-citizens to vote in local elections was recently struck down by the New York State Supreme Court.<\/p>\n<p>To discourage the practice of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/proposed-legislation-would-ban-foreign-intervention-in-local-ballot-initiatives\/\" title=\"Proposed Legislation Would Ban Foreign Intervention In Local Ballot Initiatives\">allowing foreign nationals<\/a> to vote, the ACE Act would penalize any state that permits a non-citizen to vote in a local election by docking 30 percent of the new federal funds they receive under the Help America Vote Act (HAVA).<\/p>\n<p>The bill prohibits a state from maintaining a single voter registration roll for federal elections if the state permits non-citizens to vote in state and local elections.<\/p>\n<figure id=\"attachment_5361452\" style=\"width: 600px\" class=\"wp-caption aligncenter\">\n    <a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2023\/06\/28\/id5361452-06272023-DSC04911-US-Capitol-1200x800.jpg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a><br \/>\n  <\/figure>\n<p>It also requi<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>The GOP in the US House is focused on election reform for the 2024 presidential race.
