Among the bill\u2019s <a href=\"https:\/\/mcusercontent.com\/67fba463240fdd948eb636b35\/files\/886e37c8-cef9-16d2-8054-a57164dfc516\/ACE_Act_Bill_Summary.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">notable proposals<\/a> is a provision repealing President Joe Biden\u2019s <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2021\/03\/07\/executive-order-on-promoting-access-to-voting\/\" target=\"_blank\" rel=\"noreferrer noopener\">March 2021 executive order<\/a> that instructed hundreds of federal agencies to\u00a0<a href=\"https:\/\/thefederalist.com\/2022\/06\/23\/yes-biden-is-hiding-his-plan-to-rig-the-2022-midterm-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">interfere<\/a>\u00a0in the electoral process by using taxpayer money to boost voter registration and get-out-the-vote activities.<\/p>\n<p>Under Executive Order 14019, the heads of each agency were\u00a0additionally <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2021\/03\/07\/executive-order-on-promoting-access-to-voting\/\" target=\"_blank\" rel=\"noreferrer noopener\">required<\/a>\u00a0to draft \u201ca strategic plan\u201d explaining how his or her department intends to fulfill Biden\u2019s directive. Despite attempts by good government groups to acquire these plans, the Biden administration has routinely\u00a0<a href=\"https:\/\/thefederalist.com\/2022\/10\/21\/the-doj-is-hiding-information-about-bidens-attempts-to-interfere-in-u-s-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">stonewalled<\/a>\u00a0such efforts by slow-walking its response to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/federal-court-orders-bidens-doj-to-stop-extracting-data-from-phones-of-project-veritas-founder-james-okeefe\/\" title=\"Federal court orders Biden\u2019s DOJ to stop extracting data from phones of Project Veritas founder James O\u2019Keefe\">federal court orders<\/a> and\u00a0<a href=\"https:\/\/thefederalist.com\/2022\/09\/12\/bombshell-doj-conceals-records-about-bidens-use-of-federal-agencies-to-influence-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">heavily redacting<\/a>\u00a0any related documents it has released.<\/p>\n<p>The ACE Act would not only <a href=\"https:\/\/mcusercontent.com\/67fba463240fdd948eb636b35\/files\/4ae53739-96ba-8156-0c1c-a9dad2fb39cd\/ACE_Act_Bill_Text.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">prohibit<\/a> federal agencies from engaging in voter registration and mobilization activities; it would require them to turn over their strategic plans to Congress \u201c[n]ot later than 30 days after\u201d its enactment.<\/p>\n<div class=\"fdrlst__b89e9-9135f8db7f8de398b219251bda01aee4 fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-9135f8db7f8de398b219251bda01aee4\"><\/div>\n<p>Other changes to federal election law include those ensuring only U.S. citizens are voting in federal elections. According to a bill summary, the ACE Act incorporates several provisions from Rep. Morgan Griffith\u2019s, R-Va., \u201c<a href=\"https:\/\/www.congress.gov\/bill\/118th-congress\/house-bill\/4460?s=1&#038;r=7\" target=\"_blank\" rel=\"noreferrer noopener\">NO VOTE for Non-Citizens Act of 2023<\/a>,\u201d including a requirement that states permitting localities to allow non-citizen voting in their respective elections to place such non-citizens on a voter registration list \u201cseparate from the official list of eligible voters with respect to registrants who are citizens of the United States.\u201d<\/p>\n<p>A separate provision mandating \u201cthe ballot used for the casting of votes by a noncitizen in such State or local jurisdiction may only include the candidates for the elections for public office in the State or local jurisdiction for which the non-citizen is permitted to vote\u201d was also included.<\/p>\n<p>Notably, the ACE Act also <a href=\"https:\/\/mcusercontent.com\/67fba463240fdd948eb636b35\/files\/886e37c8-cef9-16d2-8054-a57164dfc516\/ACE_Act_Bill_Summary.pdf%5C\" target=\"_blank\" rel=\"noreferrer noopener\">ensures<\/a> only U.S. governments \u2014 not private actors \u2014 are responsible for funding election administration. During the 2020 election, nonprofits such as the Center for Tech and Civic Life (CTCL) received\u00a0<a href=\"https:\/\/www.techandciviclife.org\/100m\/\" target=\"_blank\" rel=\"noreferrer noopener\">hundreds of millions of dollars<\/a>\u00a0from Meta CEO Mark Zuckerberg. These \u201c<a href=\"https:\/\/thefederalist.com\/2021\/10\/12\/the-2020-election-wasnt-stolen-it-was-bought-by-mark-zuckerberg\/\" target=\"_blank\" rel=\"noreferrer noopener\">Zuckbucks<\/a>\u201d were poured into local election offices in battleground states around the country to change how elections were administered; among other things, this was done by <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/exclusive-dekalb-county-officials-skirted-georgia-law-to-acquire-funds-from-left-wing-dark-money-elections-group\/\" title=\"Exclusive: DeKalb County Officials Skirted Georgia Law To Acquire Funds From Left-Wing Dark Money Elections Group\">expanding unsupervised election protocols<\/a> like mail-in voting and using ballot drop boxes. To make matters worse, the grants were heavily skewed toward Democrat-majority counties, essentially making it a massive, privately funded Democrat get-out-the-vote operation.<\/p>\n<p>A <a href=\"https:\/\/americansforpublictrust.org\/document\/report-foreign-influence-in-u-s-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\"><a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/unicef-children-will-need-almost-a-decade-to-recover-from-lockdowns\/\" title=\"UNICEF: Children Will Need Almost a Decade to Recover from Lockdowns\">recently published report<\/a><\/a> by Americans for Public Trust details somewhat similar efforts by <a href=\"https:\/\/www.influencewatch.org\/person\/hansjorg-wyss\/\" target=\"_blank\" rel=\"noreferrer noopener\">Hansj\u00f6rg Wyss<\/a>, a left-wing Swiss billionaire who, according to the analysis, has \u201cflooded the American political system with hundreds of millions of dollars of foreign dark money\u201d for years. APT had previously filed a <a href=\"https:\/\/www.influencewatch.org\/app\/uploads\/2021\/05\/Wyss-Foundation-FEC-Complaint-Americans-for-Public-Trust.-05.15.21.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">complaint<\/a> with the Federal Election Commission against Wyss in May 2021 for allegedly violating the Federal Election Campaign Act.<\/p>\n<div class=\"fdrlst__b89e9-c014876cae16546bc9f41b781f5fdd6c fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-c014876cae16546bc9f41b781f5fdd6c\"><\/div>\n<p>The ACE Act furthermore seeks to enhance congressional oversight of Washington, D.C., by enacting a <a href=\"https:\/\/mcusercontent.com\/67fba463240fdd948eb636b35\/files\/886e37c8-cef9-16d2-8054-a57164dfc516\/ACE_Act_Bill_Summary.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">series of provisions<\/a> aimed at enhancing the district\u2019s election system. Included are requirements for voter ID and regular voter roll maintenance, as well as prohibitions on <a href=\"https:\/\/thefederalist.com\/tag\/ballot-harvesting\/\" target=\"_blank\" rel=\"noreferrer noopener\">ballot harvesting<\/a>, <a href=\"https:\/\/thefederalist.com\/tag\/ranked-choice-voting\/\" target=\"_blank\" rel=\"noreferrer noopener\">ranked-choice voting<\/a>, and mailing ballots \u201cexcept upon a voter\u2019s request.\u201d The bill would also repeal a law <a href=\"https:\/\/thefederalist.com\/2023\/06\/07\/house-republicans-shine-a-light-on-foreign-interference-in-d-c-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">passed<\/a> by the district\u2019s council last year that allows non-citizens to vote in municipal elections.<\/p>\n<p><a href=\"https:\/\/mcusercontent.com\/67fba463240fdd948eb636b35\/files\/886e37c8-cef9-16d2-8054-a57164dfc516\/ACE_Act_Bill_Summary.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Provisions<\/a> promoting voter ID, strengthening donor disclosure protections, and prohibiting federal \u201cdisinformation governance boards\u201d are also included in the bill.<\/p>\n<p>\u201cWe urge all Members of Congress to support the strong free speech and citizen privacy provisions in Congressman Bryan Steil\u2019s \u2018American Confidence in Elections Act,&#8217;\u201d the conservative nonprofits wrote.<\/p>\n<p>The House Administration Committee passed the <a href=\"https:\/\/rollcall.com\/2023\/07\/14\/republicans-conservative-election-bill-heads-to-house-floor\/\" target=\"_blank\" rel=\"noreferrer noopener\">ACE Act<\/a> on Thursday; it now awaits a vote from the full House.<\/p>\n<div class=\"fdrlst__b89e9-f87a9bc441a4a459540deb8a53504f58 fdrlst__b89e9-after-post-content\" id=\"fdrlst__b89e9-f87a9bc441a4a459540deb8a53504f58\"><\/div>\n<hr class=\"wp-block-separator\">    \t\t\t\t\t   \t\t\t\t\t\t\t\t\t<\/div>\n","protected":false},"excerpt":{"rendered":"<p>A group of 70+ conservative nonprofits penned a letter to House leaders, urging them to pass a new bill aimed at safeguarding U.S. elections.
