Michael McCaul (R-Texas) said on July 12 that he has filed a subpoena to Secretary of State Antony Blinken after the department failed to cooperate with the committee\u2019s <a href=\"https:\/\/www.reuters.com\/world\/us\/why-us-delayed-china-sanctions-after-shooting-down-spy-balloon-2023-05-11\/\">document production request<\/a>.<\/p>\n<p>Among the materials Mr. McCaul subpoenaed is the department\u2019s \u201ccompetitive actions\u201d calendar\u2014a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-committee-chair-subpoenas-state-department-for-china-related-document\/\" title=\"House Committee Chair demands State Department to provide China-related document.\">classified document reportedly laying<\/a> out the Biden administration\u2019s plan against communist China.<\/p>\n<p>Citing unnamed sources and internal emails, Reuters reported in May that the U.S. State Department delayed several items on the classified list to \u201climit damage to the U.S.-China relationship\u201d following the U.S. military\u2019s <a href=\"https:\/\/www.theepochtimes.com\/chinese-spy-ballon-shot-down-falling-toward-atlantic_5034316.html\">shooting down<\/a> of a Chinese spy balloon in February.<\/p>\n<p>The report also quoted Rick Waters, deputy assistant secretary of State for China and Taiwan, telling staff in an email that <strong>\u201cGuidance from S (Secretary of State) is to push non-balloon actions to the right so we can focus on symmetric and calibrated response. We can revisit other actions in a few weeks.\u201d<\/strong> The email was dated Feb. 6\u2014just two days after the giant Chinese surveillance balloon was shot down in U.S. airspace, and three days after Mr. Blinken <a href=\"https:\/\/www.theepochtimes.com\/blinken-postpones-beijing-trip-after-chinese-spy-balloon-discovery_5032033.html\">postponed a planned trip<\/a> to Beijing over the balloon episode.<\/p>\n<p>The delayed measures included sanctioning Chinese officials over <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/just-like-the-good-old-days-joe-biden-invades-syria-with-convoy-of-us-troops-and-choppers-on-first-full-day-as-president\/\" title=\"Just Like the Good Old Days: Joe Biden Invades Syria with Convoy of US Troops and Choppers on First Full Day as President\">human rights abuses<\/a> and imposing export controls targeting Chinese telecoms supplier Huawei, according to the report.<\/p>\n<p>Following the report, Mr. McCaul sent a letter (<a href=\"https:\/\/foreignaffairs.house.gov\/wp-content\/uploads\/2023\/05\/5-19-23_McCaul_Letter_to_Blinken-China_Policy-Competitive_Actions.pdf\">pdf<\/a>) to Mr. Blinken on May 19, stating that such measures demonstrated the department\u2019s \u201ccontinued weakness and passivity\u201d in the face of Chinese aggression.<\/p>\n<p>The chairman requested that the State Department hand over a number of documents, including communications relating to the Chinese regime and its entities that involved Blinken or other key State Department officials since last October; information relating to staffing arrangements at China House; top State Department officials\u2019 engagements with their Chinese counterparts; and other documents detailing department policy with China following the Chinese spy balloon incident.<\/p>\n<p>But Mr. McCaul said Wednesday that the agency had not complied with his request.<\/p>\n<p>\u201cGiven the State Department\u2019s continued refusal to comply with my committee\u2019s urgent request for crucial information related to China, I am left with no choice but to issue a subpoena,\u201d Mr. McCaul said in a <a href=\"https:\/\/foreignaffairs.house.gov\/press-release\/mccaul-subpoenas-state-for-key-china-related-documents\/\">statement<\/a>.<\/p>\n<p>\u201cIt is vital the committee obtain these documents to shed light on the department\u2019s reported failure to enforce U.S. <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/canadian-olympic-committee-warns-athletes-not-to-criticize-china\/\" title=\"Canadian Olympic Committee Warns Athletes Not to Criticize China\">national security laws<\/a> against CCP companies and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-administration-moving-to-rejoin-united-nations-human-rights-council\/\" title=\"Biden Administration Moving to Rejoin United Nations Human Rights Council\">human rights abusers<\/a>,\u201d he said. \u201cThe department must comply as legally obligated, further obstruction and delay will not be tolerated.\u201d<\/p>\n<p>The Texas Republican set a July 17 deadline for the State Department to produce the required documents.<\/p>\n<figure id=\"attachment_5340600\" style=\"width: 600px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2023\/06\/18\/id5340600-Blinken-visits-China-GettyImages-1258784654-1200x800.jpg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a> U.S. Secretary of State Antony Blinken (center, without mask) meets with China\u2019s Foreign Minister Qin Gang (not pictured) at the Diaoyutai State Guesthouse in Beijing on June 18, 2023.
