Ron DeSantis, gain ground, Mr. Trump\u2019s allies allege.<\/p>\n<p>But Republican leaders in the two states, California and Florida, deny ulterior motives.<\/p>\n<p>In interviews with The Epoch Times, they provided justifications for the changes. They also opined that controversies, which erupted recently, are overblown.<\/p>\n<p>Still, some critics remain skeptical of the explanations offered, and they say they are remaining vigilant because of what happened at the 2016 Republican National Convention. \u201cNever Trumpers\u201d tried, but failed, to change a rule \u201cbinding\u201d votes of delegates from states where Mr. Trump won the primary election.<\/p>\n<p>Mr. Trump went on to win the nomination\u2014and the presidency\u2014that year. He served as president from 2017 until early 2021. Mr. Trump left the White House after unsuccessful attempts to contest Democrat Joe Biden\u2019s election in 2020.<\/p>\n<h2>Challenges Stack Up<\/h2>\n<p>Now, as Mr. Trump strives to become the GOP\u2019s nominee for the third time, he is the frontrunner thus far. But this time, he faces additional obstacles. Mr. Trump is trying to fend off more than a dozen Republican challengers, fighting two unprecedented criminal cases, and seeking to unseat Biden.<\/p>\n<p>In light of the challenges stacked against the former president, Steve Bannon, a longtime ally of Mr. Trump, railed against the rule changes.<\/p>\n<p>\u201cYou look at what he\u2019s dealing with. He doesn\u2019t have time for this minutia,\u201d Mr. Bannon said during a July 7 episode of the \u201cBannon\u2019s War Room\u201d podcast. But Mr. Bannon said what happens with the rules is \u201cvery important.\u201d<\/p>\n<figure id=\"attachment_5389854\" style=\"width: 640px\" class=\"wp-caption aligncenter\">\n    <a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2023\/07\/11\/id5389854-Steve-Bannon-iii_JF_09182022-1200x779.jpg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a><br \/>\n    Steve Bannon in Huntington Beach, Calif., on Sept. 18, 2022. (John Fredricks\/The Epoch Times)<br \/>\n  <\/figure>\n<p>In California, a proposed amendment to the state party\u2019s bylaws would change the way the state\u2019s delegates are assigned to candidates at the GOP\u2019s national convention in July 2024.<\/p>\n<p>If the amendment is approved, the state would change from a \u201cwinner-take-all\u201d system to a \u201cproportional\u201d one. That method calls for delegates to be awarded to candidates based on the percentages of primary votes cast for the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/pences-nh-speech-renews-2024-speculation\/\" title=\"Pence's NH Speech Renews 2024 Speculation\">top vote-getters<\/a>.<\/p>\n<p>In Florida, <a href=\"http:\/\/www.theepochtimes.com\/www.theepochtimes.com\/florida-gop-requiring-2024-candidates-sign-loyalty-pledge-to-qualify-in-states-key-presidential-primary-contest_5378930.html?utm_source=twitter&#038;utm_medium=social&#038;utm_campaign=digitalsub\">a rule<\/a> has already been approved that requires presidential hopefuls to sign a <a href=\"https:\/\/www.okaloosagop.com\/uploads\/1\/1\/0\/6\/110685605\/rpof_rules_of_procedure__as_revised_by_rpof_executive_board_5_13_23_.pdf\">\u201cloyalty pledge\u201d\u00a0<\/a>vowing to support whoever wins the national party\u2019s nomination. Failure to sign the pledge prevents the candidate\u2019s name from appearing on Florida\u2019s primary election ballot.<\/p>\n<h2>Concerns Cause Stir<\/h2>\n<p>Outspoken Trump supporter Laura Loomer brought concerns to light about these rule changes in a series of Twitter posts.<\/p>\n<p>Then Mr. Bannon invited Ms. Loomer to discuss the changes on his podcast. During that July 7 episode, she told Mr. Bannon that the former president\u2019s adversaries are \u201ctrying to use the 2016 \u2018playbook\u2019 as a repeat\u2014to undermine the 2024 election, steal delegates from Donald Trump and steal the nomination through last-minute rules changes.\u201d<\/p>\n<p>In response to Ms. Loomer\u2019s statements, many <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/in-depth-florida-california-gop-push-back-against-claims-of-anti-trump-bias\/\" title=\"Florida and California GOP deny allegations of anti-Trump bias.\">online commenters expressed disgust<\/a> with the rule revisions.<\/p>\n<p>But Republican party leaders from both California and Florida dismissed any suggestion that the changes were motivated by anti-Trump bias.<\/p>\n<p>In a July 11 email interview with The Epoch Times, California GOP (CAGOP) Chief Operating Officer and Executive Director Bryan Watkins said: \u201cThese allegations are dead wrong, and it\u2019s a shame that the allegations were fueled by so much misinformation online.<\/p>\n<p>\u201cThe California Republican Party\u2019s role is to hold a fair and impartial primary process for all candidates competing in California.\u201d<\/p>\n<h2>Winner Take All\u2014Or Not?<\/h2>\n<p>A Twitter post from Ms. Loomer had stoked concerns about California\u2019s proposed rule change early on July 4.<\/p>\n<p>Late that day, attorney Harmeet Dhillon, an RNC national committeewoman representing California, <a href=\"https:\/\/twitter.com\/pnjaban\/status\/1676253674572750849?s=20\">wrote on Twitter<\/a> that the rule adjustment was \u201clegally necessary.\u201d<\/p>\n<p>Without naming Loomer or other detractors, Ms. Dhillon\u2019s tweet said: \u201cI see there is some fake news being spread about changes to @CAGOP bylaws.\u201d<\/p>\n<p>Factors outside the CAGOP\u2019s control triggered the change, Ms. Dhillon and others said.<\/p>\n<figure id=\"attachment_3272201\" style=\"width: 640px\" class=\"wp-caption aligncenter\">\n    <a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2020\/03\/14\/Epoch_Times9A6A3344-1200x800.jpg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a><br \/>\n    California Republican National Committeewoman Harmeet Dhillon\u2014here at the 2020 CPAC Convention in National Harbor, Md.\u2014will co-chair the new 12-member Republican Party Advisory Council. (Samira Bouaou\/The Epoch Times)<br \/>\n  <\/figure>\n<p>\u201cThe Democrat governor changed the primary [election] date\u201d from June to March, Ms. Dhillon wrote. That shift in the primary\u2019s date activated a Republican National Committee (RNC) requirement.<\/p>\n<p><a href=\"https:\/\/prod-cdn-static.gop.com\/docs\/Rules_Of_The_Republican_Party.pdf\">The RNC\u2019s Rule 16 says<\/a> states that hold primary elections before March 15 must assign delegates proportionally.<\/p>\n<p>The rule is apparently designed to prevent too many states from shifting their primaries to earlier dates. As more states set early primaries, the greater the chances that the race will be decided more quickly. If one candidate emerges too soon as the clear winner, later primaries in other states become largely moot.<\/p>\n<p>The consequences of violating the rule are explicit. The RNC says it will penalize each noncompliant state by cutting its number of delegates in half.<\/p>\n<h2>California Carries Clout<\/h2>\n<p>Assuming compliance with the rules, California would be entitled to send an estimated 169 delegates to the July 2024 RNC convention, more than any other U.S. state, according to Ballotpedia.<\/p>\n<p>Therefore, Mr. Watkins told The Epoch Times, the proposed amendment to the CAGOP\u2019s bylaws \u201cwould not only put us in compliance with RNC rules \u2026 but it also creates a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/brexit-trade-deal-published-as-uk-calls-for-end-to-ugly-divisions\/\" title=\"Brexit trade deal published as UK calls for end to \u2018ugly\u2019 divisions\">level playing field<\/a> for candidates coming to our state and making their case to Republican voters.\u201d<\/p>\n<p>Mr. Watkins added: \u201cIf the bylaws do not change, California Republicans will lose half our delegates, no longer have the most of any state in the nation, diminish California\u2019s role in helping to pick the Republican Party\u2019s nominee and belittle the voices of California Republican voters. It\u2019s as simple as that.\u201d<\/p>\n<p>California and at least 11 other states will hold their Republican primaries on March 5, 2024.<\/p>\n<p><a href=\"https:\/\/prod-cdn-static.gop.com\/docs\/Rules_Of_The_Republican_Party.pdf\">Under RNC rules,<\/a> each state must meet an Oct. 1 deadline to decide how it chooses, allocates and \u201cbinds\u201d delegates for the 2024 election cycle.<\/p>\n<figure id=\"attachment_3502034\" style=\"width: 640px\" class=\"wp-caption aligncenter\">\n    <a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2020\/09\/16\/GettyImages-577285898-1200x795.jpg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a><br \/>\n    A <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/federal-judge-orders-housing-to-homeless-in-l-a-county\/\" title=\"Federal judge orders housing to homeless in L.A. (Dominick Reuter\/AFP via Getty Images)<br \/>\n  <\/figure>\n<p><a href=\"https:\/\/twitter.com\/pnjaban\/status\/1676253674572750849?s=20\">In a July 5 tweet<\/a> signed by Dhillon and two other California Republican officials, the CAGOP wrote that the winner-take-all provision for California was allowed to remain in effect for the 2020 contest, when the Golden State\u2019s primary was held on March 3.<\/p>\n<p>That was the first year that the California primary shifted from June to March. But, the CAGOP tweet said, \u201cthe rules we had in 2020 had a sunset clause,\u201d which permitted their use solely for that year\u2019s primary.<\/p>\n<p>The CAGOP points out that the 2020 rules expired more than two years ago.<\/p>\n<p>Ms. Loomer and others were skeptical of the CAGOP\u2019s explanations.<\/p>\n<p>Although Ms. Loomer accused the CAGOP of acting secretively, Mr. Watkins said that the party was following its standard procedure for introducing amendments to bylaws.<\/p>\n<p>The proposed amendment is now headed for the CAGOP\u2019s rules committee, followed by a vote of 100 delegates on the organization\u2019s executive committee on July 29, Mr. Watkins said.<\/p>\n<h2>Intent Versus Result<\/h2>\n<p>Regardless of the impetus for the proposed California change, it stands to benefit Mr. DeSantis, pollster Richard Baris <a href=\"https:\/\/twitter.com\/humaneventslive\/status\/1676661872005910528?s=20\">told<\/a> \u201cHuman Events\u201d podcaster Jack Posobiec on July 5.<\/p>\n<p>Months ago, Mr. DeSantis appeared to have plenty of allies in California and a decent chance of beating Trump there, Mr. Baris said. But based on current polling, \u201cthe bottom line is that Trump is expected to sweep almost every state on March 5,\u201d including California, Mr. Baris said.<\/p>\n<p>Distributing delegates proportionally could help keep Mr. DeSantis\u2019 candidacy alive past that date, Mr. Baris said.<\/p>\n<p>\u201cI can\u2019t speak to the motivations here \u2026 I\u2019m just telling you what the impact is. And if you are someone who supports DeSantis, you like this rule change, without a doubt,\u201d Mr. Baris said.<\/p>\n<figure id=\"attachment_5386988\" style=\"width: 640px\" class=\"wp-caption aligncenter\">\n    <a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2023\/07\/11\/id5386988-California_JF_08252021-1200x800.jpg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a><br \/>\n    The California State flag on Aug. 25, 2021. (John Fredricks\/The Epoch Times)<br \/>\n  <\/figure>\n<p>The Epoch Times sought comment from DeSantis campaign spokesman Bryan Griffin but received no reply before publication time.<\/p>\n<p>Even if the rule change benefits Mr. DeSantis, Mr. Trump\u2019s advocates remain confident that he will leap over any additional hurdles it creates for him.<\/p>\n<p>\u201cTo win the nomination, you need to win states. Donald Trump is winning every primary state, including California, where he holds a 30-point lead. Whether it\u2019s proportional delegates or winner-takes-all in California, Donald Trump will win the state and be our next Republican nominee,\u201d Karoline\u00a0Leavitt, spokeswoman for <a href=\"https:\/\/www.magapac.com\/\">Make America Great Again Inc.,<\/a> a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/trump-fundraising-committees-bring-in-over-17-million-in-past-three-months\/\" title=\"Trump Fundraising Committees Bring in Over  Million in Past Three Months\">political fundraising committee<\/a>, told The Epoch Times via email.<\/p>\n<h2>Florida GOP Chair Responds<\/h2>\n<p>As for the <a href=\"https:\/\/www.theepochtimes.com\/florida-gop-requiring-2024-candidates-sign-loyalty-pledge-to-qualify-in-states-key-presidential-primary-contest_5378930.html?utm_source=twitter&#038;utm_medium=social&#038;utm_campaign=digitalsub\">Florida rule change,<\/a> Ms. Loomer told Mr. Bannon that it shows \u201cthe Florida GOP is rigging this election for Ron DeSantis.\u201d<\/p>\n<p>Florida\u2019s Republican chairman Christian Ziegler, in an interview with The Epoch Times on July 11, cited multiple reasons to dispute that claim.<\/p>\n<p>He pointed to his own past hard work for Mr. Trump as well as for Mr. DeSantis.<\/p>\n<p>\u201cIt\u2019s hard to find anyone who worked for both men as aggressively in the state of Florida as I did,\u201d Mr. Ziegler said.<\/p>\n<p>He also said his job is to remain neutral until a nominee is selected at the national convention.<\/p>\n<figure id=\"attachment_5264166\" style=\"width: 640px\" class=\"wp-caption aligncenter\">\n    <a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2023\/05\/14\/id5264166-Desantis-Iowa-GettyImages-1254693986-1200x774.jpg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a><br \/>\n    Florida Gov. (Stephen Maturen\/Getty Images)<br \/>\n  <\/figure>\n<p>The state party\u2019s executive board, which has about 40 members, discussed the loyalty pledge in March and April, then voted to approve it in May. No voices were raised against it, Mr. Ziegler said.<\/p>\n<p>Supporters of the pledge included people who back Mr. Trump\u2019s candidacy, he said, and some people have interpreted the pledge as an indicator of Mr. Trump\u2019s influence over the party in Florida.<\/p>\n<p>However, Ms. Loomer and others characterized the loyalty pledge as an attempt to undermine Mr. Trump or back him into a corner. Ever since his initial presidential run began in 2015, Mr. Trump has avoided promising to support the GOP\u2019s eventual nominee if he were to lose.<\/p>\n<p>Yet Mr. Ziegler said the loyalty pledge issue surfaced in response to rumblings that explicitly anti-Trump candidates, such as former GOP congress members Liz Cheney or Adam Kinzinger, might seek the party\u2019s nomination.<\/p>\n<p>But that didn\u2019t happen. Mr. Kinzinger, from Illinois, chose not to run for reelection, and Ms. Cheney lost the 2022 Wyoming primary to a GOP challenger whom Mr. Trump backed, Harriet Hageman.<\/p>\n<h2>No Pledge, No Debate<\/h2>\n<p>Earlier this year, RNC Chair Ronna McDaniel <a href=\"https:\/\/www.theepochtimes.com\/gop-primary-candidates-must-sign-a-loyalty-pledge-before-debate_5083906.html\">declared<\/a> that all GOP presidential candidates must pledge loyalty to the winning nominee, or be denied the chance to participate in televised Republican candidate debates.<\/p>\n<p>The first GOP debate is set for Aug. 23 in Milwaukee, Wisconsin, where the RNC convention will be held next year.<\/p>\n<p>Mr. Trump has so far refused to take the pledge. He says he doesn\u2019t want to participate anyhow. (Jeffrey Phelps\/AP Photo)<br \/>\n  <\/figure>\n<p>Mr. Ziegler said he supported the <a href=\"https:\/\/www.okaloosagop.com\/uploads\/1\/1\/0\/6\/110685605\/rpof_rules_of_procedure__as_revised_by_rpof_executive_board_5_13_23_.pdf\">Florida loyalty pledge<\/a> for presidential candidates because it duplicates the RNC\u2019s verbiage; he and all the state party leaders sign a similar pledge, he said.<\/p>\n<p>The pledge, however, wasn\u2019t a huge priority for him.<\/p>\n<p>Rather, a major goal was ensuring that the Florida primary remained under the winner-take-all delegate system.<\/p>\n<p>The nomination process may be effectively decided by \u201cSuper Tuesday,\u201d on March 5, he said. But if it\u2019s not, Florida\u2019s primary, set for March 19, 2024, \u201cwill pack the biggest punch,\u201d Mr. Ziegler said.<\/p>\n<p>\u201cIt puts us in the spotlight. It\u2019s incredibly relevant. As party chair, I want Florida to be as respected as I can make it.\u201d<\/p>\n<h2>Eye on November Prize<\/h2>\n<p>The Sunshine State is entitled to bring 125 delegates to the national party convention, the nation\u2019s third-highest Republican delegation count.
