Mike Gallagher (R-Wis.), who chairs the House Select Committee on the Chinese Communist Party (CCP), along with Rep. Raja Krishnamoorthi (D-Ill.), the ranking Democrat on the committee, introduced the bill, which is aimed at strengthening the enforcement of FARA to counter the CCP\u2019s influence on U.S. soil.<\/p>\n<p>\u201cAt a time when the PRC [People\u2019s Republic of China] and other adversaries are using <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/federal-court-is-fast-tracking-sidney-powells-request-for-a-forensic-exam-of-dominion-voting-machines\/\" title=\"Federal Court Is Fast-Tracking Sidney Powell\u2019s Request For A Forensic Exam Of Dominion Voting Machines\">foreign agents<\/a> to mount influence campaigns and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-lawmakers-introduce-bipartisan-bill-to-compel-retroactive-fara-registration\/\" title=\"Bipartisan bill compels retroactive FARA registration by House lawmakers.\">wantonly perpetrate transnational repression<\/a> in our country, as an absolute baseline, we need to enforce FARA\u2019s intended transparency standards in order to counter the CCP\u2019s malign designs,\u201d Mr. Gallagher said in a <a href=\"https:\/\/selectcommitteeontheccp.house.gov\/media\/press-releases\/gallagher-leads-bipartisan-bicameral-coalition-introduce-retroactive-foreign\">statement<\/a>, referring to the official name of China.<\/p>\n<p>The measure, named the Retroactive Foreign Agents Registration Act, seeks to ensure that the obligation to register wouldn\u2019t expire even after those <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/absence-of-ideological-diversity-on-the-view-is-breeding-dangerous-ideas-such-as-a-police-state\/\" title=\"Absence Of Ideological Diversity On \u2018The View\u2019 Is Breeding Dangerous Ideas, Such As A Police State\">unregistered foreign agents<\/a> are no longer performing that work.<\/p>\n<p>The introduction of the new legislation came after a federal judge in Washington last year dismissed the Justice Department\u2019s (DOJ) attempt to compel an individual to register under the FARA as an agent of the Chinese regime.<\/p>\n<p>In the ruling, the U.S. district judge said that because any ties between the individual with the Chinese regime had terminated before the lawsuit, the DOJ was barred from requiring the person to register as a foreign agent.<\/p>\n<figure id=\"attachment_3229700\" style=\"width: 640px\" class=\"wp-caption alignnone\">\n    <a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2020\/02\/06\/Epoch_Times510A1106-1200x800.jpg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a><\/p>\n<h3>Sen. (Charlotte Cuthbertson\/The Epoch Times)<\/h3>\n<\/figure>\n<p>Mr. Gallagher\u2019s bill (<a href=\"https:\/\/selectcommitteeontheccp.house.gov\/sites\/evo-subsites\/selectcommitteeontheccp.house.gov\/files\/evo-media-document\/retroactive-fara-118th_signed.pdf\">pdf<\/a>) proposes several FARA amendments to \u201cclarify the obligation of individuals who formerly served as agents of foreign principals to register retroactively as foreign agents under the Act with respect to activities carried out previously on behalf of such foreign principals, and for other purposes.\u201d<\/p>\n<p>\u201cCongress needs to restore FARA to its original, critical function after the D.C. District Court\u2019s absurd ruling last October defanged the statute,\u201d he said in the statement.<\/p>\n<p>Mr. Krishnamoorthi highlighted the role of FARA in clamping down on undisclosed CCP influence on U.S. soil.<\/p>\n<p>\u201cFARA is one of our best tools to shine a light on <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/9-key-points-from-trump-campaign-press-conference-on-challenges-to-election-results\/\" title=\"9 Key Points from Trump Campaign Press Conference on Challenges to Election Results\">foreign influence<\/a> and protect our national security.
