(Matt Cardy\/Getty Images)<br \/>\n  <\/figure>\n<h2>Childcare Costs Soar to Nearly $11,000<\/h2>\n<p>The new measures would also <strong>improve financial stability for <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/heres-what-each-of-bidens-42-executive-orders-will-actually-do\/\" title=\"Here\u2019s What Each Of Biden\u2019s 42 Executive Orders Will Actually Do\">child care providers<\/a> and incentivize their participation in the CCDBG program by ensuring they are paid on-time<\/strong> and based on program enrollment as opposed to attendance, according to the fact sheet.<\/p>\n<p>Nearly 200,000 providers would start getting paid on time as opposed to retrospectively, the administration said.<\/p>\n<p>Additionally, the proposed rule would make it easier for families to access the CCDBG program by encouraging states to accept online applications for enrollment in the program. It would also extend presumptive eligibility to siblings of children who already receive the subsidy, as opposed to making parents apply again.<\/p>\n<p>Overall, the proposed measures\u2014part of the HHS notice of proposed rulemaking\u2014would help nearly 80,000 families pay less for childcare, according to the administration.<\/p>\n<p>The public will have 45 days to comment on the proposals.<\/p>\n<p>Childcare cost an average of $10,853 per child in 2022, according to Child Care Aware of America.<\/p>\n<p>However, an estimated one in four American parents struggle to pay for childcare, according to a 2022 Pew Research Center <a href=\"https:\/\/www.pewresearch.org\/short-reads\/2022\/12\/07\/one-in-four-u-s-parents-say-theyve-struggled-to-afford-food-or-housing-in-the-past-year\/\">survey<\/a>.<\/p>\n<figure id=\"attachment_5240908\" style=\"width: 600px\" class=\"wp-caption alignnone\">\n    <a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2023\/05\/03\/id5240908-05012023-DSC09082-Kamala-Harris-1200x800.jpg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a><br \/>\n    U.S. Vice President Kamala Harris speaks during National Small Business Week in the Rose Garden at the White House in Washington on May 1, 2023.
