Imagine that on the morning of a major election, a video showing one of the candidates robbing a bank goes viral. It\u2019s fake, but it takes news outlets and the campaign several hours to prove it.\u201d<\/p>\n<p>\u201cHow many people will see it and change their votes at the last minute? It could tip the scales, especially in a close election.\u201d<\/p>\n<\/blockquote>\n<p>The ability of AIs to generate realistic imagery is what makes it a perfect tool to spread misinformation online and sway public opinions. As AI lowers the difficulty of creating high-quality content, it could open up the pathway for large-scale microtargeting of specific populations to influence them in favor of a party or candidate.<\/p>\n<p>In the 2024 presidential race, the use of fake AI imagery has already caused worries. Last month, a Twitter account called DeSantis War Room shared a video <a href=\"https:\/\/www.theepochtimes.com\/desantis-campaign-uses-ai-deepfakes-in-attack-ad-against-trump-prompting-backlash_5323233.html\">showing<\/a> several images of Trump and Dr. Anthony Fauci, three of which depicted Trump hugging and kissing Fauci on the face with the caption \u201cREAL LIFE TRUMP,\u201d suggesting a close relationship.<\/p>\n<p>However, it later came to light that the images were fake and generated via AI. \u201cSmearing Donald Trump with fake AI images is completely unacceptable. I\u2019m not sharing them, but we\u2019re in a new era. Be even more skeptical of what you see on the internet,\u201d Sen. JD Vance (R-Ohio) said in a June 8 tweet.<\/p>\n<p>In April, a <a href=\"https:\/\/twitter.com\/ramble_rants\/status\/1645760735266451456\">video<\/a> of Hillary Clinton seemingly endorsing DeSantis for presidency spread online. The video was a deep fake.<\/p>\n<p>Despite Gates\u2019s concerns, his company Microsoft is a major player in the AI field. The firm has reportedly <a href=\"https:\/\/www.cnbc.com\/2023\/05\/10\/microsoft-ramps-up-ai-game-with-bet-on-no-code-startup-builderai.html\">invested<\/a> $13 billion into OpenAI, the company which developed the popular AI chatbot ChatGPT. Microsoft has also integrated OpenAI&#8217;s artificial intelligence processing code into its Bing search engine and other services.<\/p>\n<p>Though Gates <a href=\"https:\/\/www.gatesnotes.com\/The-risks-of-AI-are-real-but-manageable\">admits<\/a> that the problem of deepfakes has not been resolved, he is \u201cguardedly optimistic\u201d about countering the issue due to the fact that people \u201care capable of learning not to take everything at face value.\u201d<\/p>\n<p>The billionaire also pointed out that AI can not only be used to create deepfakes but also aid in identifying them. \u201cIntel, for example, has developed a deepfake detector, and the government agency DARPA is working on technology to identify whether video or audio has been manipulated.\u201d<\/p>\n<p>Besides that, Gates said people will learn \u201cto look twice\u201d and not be duped as time passes, similar to the \u201cNigeran prince\u201d emails. \u201cWe\u2019ll need to build the same muscle for deepfakes.\u201d<\/p>\n<h3>Manipulating Elections<\/h3>\n<p>In a Jan. 4 <a href=\"https:\/\/www.theepochtimes.com\/the-ai-threat-to-america-and-democracy_4956925.html\">commentary<\/a> for The Epoch Times, Anders Corr, a principal at Corr Analytics Inc., explained how AI threatens a democratic system.<\/p>\n<p>\u201cAI will be able to find minimum winning coalitions in n-dimensional political space to determine short- and medium-term political goals, for example, and then influence those populations through AI content production,\u201d he wrote.<\/p>\n<p>\u201cThrough micro-targeting, micro-production, and micro-delivery of subtle propaganda, AI could <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/bill-gates-ai-can-undermine-elections-and-tip-the-scale-in-close-races\/\" title=\"Bill Gates warns: AI can sway elections and tilt close races.\">determine democratic decision-making outcomes<\/a> like at no other time in history, thereby making those formerly democratic processes undemocratic.\u201d<\/p>\n<figure id=\"attachment_5302255\" style=\"width: 600px\" class=\"wp-caption alignnone\">\n\t\t<a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2023\/05\/31\/id5302255-GettyImages-1404662443.jpg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a><br \/>\n\t<\/figure>\n<p>OpenAI has already <a href=\"https:\/\/openai.com\/policies\/usage-policies\">disallowed<\/a> the use of its <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/german-high-court-rules-facebook-illegally-censored-content\/\" title=\"German High Court Rules Facebook Illegally Censored Content\">artificial intelligence tools<\/a> like ChatGPT for \u201cpolitical campaigning or lobbying.\u201d<\/p>\n<p>This includes restrictions on \u201cgenerating high volumes of campaign materials\u201d and a ban on \u201ccampaign materials personalized to or targeted at specific demographics.\u201d<\/p>\n<p>Calls for legal restrictions on the use of AI for political purposes are strengthening. Nonprofit consumer advocacy organization Public Citizen has urged the U.S. Federal Election Commission (FEC) to create a rule banning the use of political deepfakes.
