If no candidate receives more than 50 percent of first-choice votes in the first round of voting, the last-place finisher is eliminated, and his votes are reallocated to the voter&#8217;s second-choice candidate. This process continues until one candidate receives a majority of votes.<\/p>\n<p>HB 2004, which was <a href=\"https:\/\/www.nbcnews.com\/politics\/2024-election\/oregon-becomes-latest-state-put-ranked-choice-voting-ballot-rcna91289\" target=\"_blank\" rel=\"noreferrer noopener\">passed<\/a> by Oregon Democrats in the waning days of the 2023 legislative session, would mandate RCV for federal and statewide elections. The <a href=\"https:\/\/olis.oregonlegislature.gov\/liz\/2023R1\/Measures\/Overview\/HB2004\" target=\"_blank\" rel=\"noreferrer noopener\">measure<\/a> also gives localities the ability to adopt the system for their respective elections.<\/p>\n<p>If approved by voters in 2024, the bill would take effect on Jan. 1, 2028.<\/p>\n<p>Various U.S. municipalities that have adopted RCV have experienced confusing and even <a href=\"https:\/\/thefederalist.com\/2023\/03\/17\/minnesota-could-be-third-state-to-adopt-ranked-choice-voting-following-alaska-and-maine\/\" target=\"_blank\" rel=\"noreferrer noopener\">inaccurate election outcomes<\/a>. In an Oakland school board race, for instance, &#8220;election officials announced \u2014 two months after the fact \u2014 that <a href=\"https:\/\/thefederalist.com\/2023\/01\/11\/ranked-choice-voting-keeps-rigging-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">they got the count wrong<\/a>,&#8221; resulting in the &#8220;rightful winner&#8230; <a href=\"https:\/\/www.ktvu.com\/news\/trial-set-for-next-month-to-determine-winner-of-ousd-school-board-race\" target=\"_blank\" rel=\"noreferrer noopener\">suing<\/a> for his seat.&#8221; Meanwhile, a Utah town that used an RCV pilot program for its <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/ranked-choice-voting-is-so-bad-for-elections-even-d-c-democrats-are-rejecting-it\/\" title=\"DC Democrats are rejecting ranked-choice voting due to its negative impact on elections.\">2021 municipal elections experienced high rates<\/a> of ballots being discarded or spoiled.<\/p>\n<p>In the Genola City Council Race 1, for <a href=\"https:\/\/electiontransparency.org\/2023\/03\/03\/cuccinelli-defeat-utahs-ranked-choice-voting-scheme\/\" target=\"_blank\" rel=\"noreferrer noopener\">example<\/a>, &#8220;58% of ballots were either discarded out of hand or otherwise spoiled,&#8221; while the Genola City Council Race 2 &#8220;had a discarded or spoiled rate of over 74%.&#8221;<\/p>\n<p>Alaska and Maine \u2014 the only two states to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/sarah-palin-makes-it-to-the-next-stage-of-alaska-race\/\" title=\"Sarah Palin Makes It To The Next Stage Of Alaska Race\">implement ranked-choice voting<\/a> so far \u2014 have also had their fair share of problems, such as election outcomes that contradict the will of voters. In Alaska, Democrat Mary Peltola <a href=\"https:\/\/thefederalist.com\/2023\/01\/11\/ranked-choice-voting-keeps-rigging-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">won<\/a> the state&#8217;s at-large congressional seat last year even though &#8220;nearly 60 percent of voters [cast] their ballots for a Republican.&#8221; RCV also played a major role in helping Alaska GOP Sen. Lisa Murkowski win reelection during the 2022 midterms.<\/p>\n<p>Similarly, in Maine, then-incumbent GOP Rep. Bruce Poliquin <a href=\"https:\/\/www.foxnews.com\/politics\/maine-congressman-loses-seat-in-controversial-ranked-choice-voting-race\" target=\"_blank\" rel=\"noreferrer noopener\">lost<\/a> to Democrat Jared Golden during the 2018 midterms, despite Poliquin winning the most votes in the first round of voting. That outcome was due to the state&#8217;s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/glenn-youngkin-wins-gop-nomination-for-governor-of-virginia\/\" title=\"Glenn Youngkin Wins GOP Nomination For Governor Of Virginia\">ranked-choice voting system<\/a>.<\/p>\n<p>Among the states to have banned the use of ranked-choice voting in elections are <a href=\"https:\/\/reason.com\/2022\/04\/28\/florida-tennessee-ban-ranked-choice-voting-despite-citizen-support\/\" target=\"_blank\" rel=\"noreferrer noopener\">Florida, Tennessee<\/a>, <a href=\"https:\/\/thefederalist.com\/2023\/03\/23\/south-dakota-bans-ranked-choice-voting-in-elections-and-idaho-could-be-next\/\" target=\"_blank\" rel=\"noreferrer noopener\">South Dakota<\/a>, <a href=\"https:\/\/thefederalist.com\/2023\/04\/03\/idaho-takes-an-axe-to-ranked-choice-voting-in-elections-and-north-dakota-and-arizona-could-follow-suit\/\" target=\"_blank\" rel=\"noreferrer noopener\">Idaho<\/a>, and <a href=\"https:\/\/thefederalist.com\/2023\/05\/03\/from-sketchy-balloting-to-shady-funding-new-montana-laws-say-no-to-rigged-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">Montana<\/a>.<\/p>\n<hr>\n<p>Shawn Fleetwood is a staff writer for The Federalist and a graduate of the University of Mary Washington.
