Mark Milley said.<\/p>\n<p>Those that don\u2019t, he said, will suffer the same fates as Western European nations did when the German military blended technologies into combined-force tactics to unleash a new type of \u201cblitzkrieg\u201d warfare that overran much of the continent in a matter of weeks.<\/p>\n<p>Speaking June 30 at a National Press Club Headliners Luncheon in Washington, Milley said the nation\u2019s armed forces must adapt to \u201cthe most significant fundamental change in the character of war ever recorded the history\u201d by training to fight a war unlike any other waged before.<\/p>\n<p>\u201cPerhaps the biggest change is the rapid onset of <strong>artificial intelligence<\/strong> and <strong>quantum computing<\/strong>,\u201d he said. \u201cIn fact, in the next 10 to 15 years, we\u2019re likely to see that at least one-third of the advanced industrial militaries of the world will be robotic. Carl von Clausewitz\u2019s 1832 book, \u201cOn War,\u201d and Sun Tzu\u2019s 2,500-year-old \u201cThe Art of War,\u201d was likely making his last appearance before the National Press Club as the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/rashida-tlaib-opposition-to-crt-rooted-in-racism-dog-whistle-for-racists\/\" title=\"Rashida Tlaib: Opposition To CRT \u2018Rooted In Racism,\u2019 \u2018Dog Whistle For Racists\u2019\">highest-ranking officer<\/a> in the United States military.<\/p>\n<p>His 44-year career in the U.S. Army and a four-year stint as chairman of the Pentagon\u2019s Joint Chiefs of Staff ends with his Oct. 1 retirement. In his remaining three months, the four-star general, who rose through the ranks as an armor\u2014tank\u2014officer, is likely to repeat his call for sustained modernization in a summer of speeches.<\/p>\n<p>Milley did not refer to, nor was he asked about, his entanglements with former President Donald Trump during the 19 months he was Joint Chiefs chair under the Trump administration.<\/p>\n<p>He did not mention the \u201csecret\u201d plan to attack Iran he allegedly drafted that Trump was referring to\u2014but claims he didn\u2019t actually have\u2014in the July 2021 recording at his New Jersey golf club that is cited among the 37 felony counts lodged against him for purportedly mishandling classified documents that he should not have had after his presidency.<\/p>\n<p>Milley\u2019s post-presidency bark-to-bark banter with Trump\u2014he claims in the waning days of his administration, he thwarted the former president from launching a massive attack on Iran\u2014has relegated him to the highest pantheon of MAGA enemies along with Hillary Clinton, Anthony Fauci, and Christopher Wray, among others.<\/p>\n<p>Nor did he discuss the House Republican uproar over diversity, equity, and inclusion training and other \u201cwoke\u201d policies in the military that conservatives say are contributing to recruiting shortfalls and impairing readiness.<\/p>\n<p>What Milley did talk about was typical of a leader leaving an organization he\u2019d been part of for five decades, including a final post so consuming, he has no idea what he\u2019ll do when he wakes up Oct.1 and is longer an <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/civil-war-is-brewing-in-france-thousands-of-soldiers-warn-macron-of-dire-threat-from-islamization\/\" title=\"\u2018Civil War Is Brewing In France\u2019: Thousands Of Soldiers Warn Macron Of Dire Threat From \u2018Islamization\u2019\">active-duty soldier<\/a>.<\/p>\n<p>\u201cLiterally, I have not had time to figure all that out,\u201d he said, noting he and his wife \u201cdon\u2019t even know where we are going to live.\u201d<\/p>\n<p>One thing is for certain, Milley said. It\u2019s a human interaction. It\u2019s a political act, where one side is trying to impose its political will on the other side, to the use of organized violence. It involves fear and friction, confusion and death,\u201d Milley said.<\/p>\n<p>But the character of war changes often, he said, with <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/retiring-pentagon-chief-says-the-next-war-wont-resemble-any-war-ever-fought-before\/\" title=\"Pentagon Chief: Next War Unprecedented\">contemporary technological advances posing exponential upheaval<\/a> that will reward those who can adapt and incorporate them the fastest and doom those that don\u2019t.<\/p>\n<p>\u201cRight now, currently, we are in that midst\u201d of a sweeping fundamental change in the character of war, Milley said, with decisions being made right now the keys to winning wars in the future or, in the best scenario, deterring them from happening in the first place.<\/p>\n<p>\u201cThe basics of war haven\u2019t changed. You have to see and shoot, move, protect, and sustain, and communicate,\u201d he said, but technology provides new capacities and capabilities.<\/p>\n<p>\u201cToday, unlike at any time in history, we are in an age of incredible ability to surveil. We have the ability to see and sense the environment, like at no previous time,\u201d Milley said. \u201cWe have the ubiquitous ability to see anywhere on the globe at any moment in time. And we can do that with incredible precision.\u201d<\/p>\n<p>That \u201cubiquitous ability to see\u201d means every inch of Earth\u2014from the bottom of the seas to the stars to the National Press Club ballroom\u2014is now a battlefield where war is already being waged.<\/p>\n<p>\u201cThink about all the sensors that are in this room,\u201d Milley said. \u201cRight this minute, every GPS watch, every iPhone, every Fitbit, all of them\u201d can be monitored and used by military planners. \u201cOur ability to see and sense the environment is unprecedented in what you can see.\u201d<\/p>\n<p>This makes what Sun Tzu wrote three millennia ago more true now than ever, he said.<\/p>\n<p>\u201cSun Tzu tells us, \u2018See yourself and see the enemy and you\u2019ll win one thousand battles.\u2019 Well, artificial intelligence and quantum computing are going to do exactly that,\u201d Milley said. \u201cWe will be able to see ourselves and see the enemy in much more significant ways than we can now.\u201d<\/p>\n<p>AI, quantum physics, and robotics mean \u201cthe battlefield of the future will require rapid and constant movement and the ability to remain small and relatively invisible, just to survive,\u201d he said.<\/p>\n<p>\u201cArtificial Intelligence will be able to process complex information at speeds that no human mind can match,\u201d Milley said. \u201cSo our task, the United States\u2019 task, is for our military, the United States military, to maintain our current decisive advantage, or lethality, or readiness, or competence, by optimizing these technologies for the conduct of war. (AFP via Getty Images)<br \/>\n  <\/figure>\n<h2>Planning For War With China<\/h2>\n<p>Milley did not directly address plans to counter Western Pacific aggression by China\u2019s rapidly expanding, sophisticated military in his speech but responded to questions about the threats posed by the Pentagon\u2019s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/us-would-run-out-of-missiles-in-a-week-in-two-front-conflict-war-game-analysis\/\" title=\"US Would Run Out of Missiles in a Week in Two-Front Conflict: \u2018War Game\u2019 Analysis\">top \u201cpacing challenge<\/a>.\u201d<\/p>\n<p>Asked if the Department of Defense\u2019s (DOD) military modernization plans can foil China leader Xi Jinping\u2019s campaign to field a military superior to the United States by 2027, Milley said only time would tell.<\/p>\n<p>\u201cIs the [United States] running out of time to modernize? I do think that we have to go quickly but \u2018running out of time,\u2019 I think, is relative,\u201d he said. \u201cBut I think the United States military needs to accelerate our modernization, and it\u2019s not just the military [that must master] the acceptance of the idea of future war.<\/p>\n<p>\u201cIf we, the military, don\u2019t adapt ourselves, our doctrine or tactics or techniques or leader development or training an<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>The nature of warfare is ever-changing, adapting to new tactics, weapons, and strategies.
