Supporters are excited about those possibilities. But several experts dismiss the proposal as unrealistic.<\/p>\n<p>Still, even skeptics commend Trump for \u201cthinking big,\u201d countering Republican opponent Chris Christie\u2019s recent contention that Trump has fostered \u201csmall\u201d thinking in America.<\/p>\n<p>Some who doubt the plan\u2019s feasibility concede that it sets a forward-looking agenda and tries to address the nation\u2019s shortage of affordable housing\u2013a growing problem.<\/p>\n<p>But Trump\u2019s supporters say they\u2019re confident that his plan will boost Americans\u2019 standard of living if he secures a second term in the 2024 election.<\/p>\n<p>Jason Meister, a New Yorker who serves on Trump\u2019s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/al-sharpton-tells-biden-to-return-to-abusive-relationship-with-nyc-mayor-see-the-value-of-eric\/\" title=\"Sharpton urges Biden to reconcile with NYC Mayor and appreciate Eric's worth.\">campaign advisory board<\/a>, said the Quantum Leap proposal will \u201creignite American imagination.\u201d<\/p>\n<p>He sees Trump as a visionary and says he is the only candidate strongly emphasizing \u201cAmerican exceptionalism,\u201d the belief that the United States is the world\u2019s greatest nation, a land of opportunity, freedom and innovation.<\/p>\n<p>\u201cTrump 2.0 means nothing less than a complete disruption of the existing political order,\u201d Meister said.<\/p>\n<p>Meister and a trio of other Trump advisors spoke with The Epoch Times about the potential they see for the Quantum Leap plan. The Epoch Times also interviewed experts who weighed the proposal\u2019s pros and cons.<\/p>\n<figure id=\"attachment_2953927\" style=\"width: 1226px\" class=\"wp-caption alignnone\">\n    <a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2019\/06\/06\/Screen_Shot_2019-06-05_at_3.40.44_PM-e1560188461539-1200x910.png\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a><br \/>\n    Jason Meister, Trump 2020 Campaign Advisory Board member. (The Epoch Times)<br \/>\n  <\/figure>\n<h2>Forging Ahead<\/h2>\n<p>Although Trump is dogged by two criminal cases and a host of other simmering legal woes, he is currently the frontrunner to become the Republican Party\u2019s nominee.<\/p>\n<p>If he wins the nomination, he will try to take back the White House from the Democrats, whose leading candidate is President Joe Biden. Both men are mired in scandals as the nation grapples with economic, social and political upheaval.<\/p>\n<p>Nevertheless, Trump refuses to let any of those distractions hold him back, Meister says. \u201cDonald Trump presents voters with a real chance for America to break free from the grip Democrats have on our failing crime-ridden cities \u2026 and restore U.S. excellence and leadership,\u201d Meister said.<\/p>\n<p>Several \u201cpeople who aren\u2019t normally cheerleaders\u201d for Trump\u2019s ideas commended The Quantum Leap plan, his advisors say.<\/p>\n<p>Meanwhile, Biden seems to be \u201cvery much caught up in the news of the day\u201d rather than looking far ahead, Trump\u2019s team says.<\/p>\n<p>Within the past few days, Biden has ramped up messaging about his economic policies, dubbed \u201cBidenomics.\u201d<\/p>\n<figure id=\"attachment_5354928\" style=\"width: 1024px\" class=\"wp-caption alignnone\">\n    <a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2023\/06\/24\/id5354928-GettyImages-1243211410.jpg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a><br \/>\n    Gas prices are displayed at a petrol station in Santa Monica, California, on September 13, 2022. (Apu Gomes\/AFP via Getty Images)<br \/>\n  <\/figure>\n<p><a href=\"https:\/\/www.theepochtimes.com\/biden-touts-bidenomics-in-chicago-says-it-restores-the-american-dream_5362349.html\">On June 28,<\/a> Biden gave a Chicago speech laying claim to successes with job creation and investments, even though many Americans have blamed his policies for causing interest rates, grocery prices and energy costs to soar.<\/p>\n<p>Trump\u2019s advisors see his Quantum Leap plan as an antidote for those ills.<\/p>\n<p>On first blush, the proposal may seem fantastical; <a href=\"https:\/\/reason.com\/2023\/03\/06\/the-decent-idea-buried-in-trumps-goofy-freedom-cities-plan\/\">a Reason magazine article<\/a> called it \u201cgrandiose\u201d and impractical.<\/p>\n<p>But an article posted by <a href=\"https:\/\/amac.us\/newsline\/national-security\/trumps-ambitious-freedom-cities-are-just-what-america-needs\/\">The Association of Mature American Citizens<\/a> says that, while Trump\u2019s plan is \u201caudacious,\u201d history has shown that ambitious construction projects \u201ccan rejuvenate a society and revitalize a culture.\u201d<\/p>\n<h2>Almost Like \u2018The Jetsons\u2019<\/h2>\n<p>And at least one slice of Trump\u2019s futuristic vision is on the verge of reality. Similar to the \u201cflying cars\u201d popularized as a science-fiction fantasy in \u201cThe Jetsons\u201d 1960s cartoons, Electric Vertical Take Off and Landing aircraft (EVTOLs) are now in production for commercial users.<\/p>\n<p>EVTOLs were being developed prior to Trump\u2019s first presidency, and the technology advanced during his tenure. Now plans are in the works for EVTOLs to start being used as city-to-city air taxis, perhaps within a few years.<\/p>\n<p>Trump proposes enacting policies that would support American companies that are trying to beat the Chinese in a \u201crace\u201d to produce EVTOLs. He says this would launch \u201cthe biggest revolution in American transportation since the interstate highway system.\u201d<\/p>\n<p>\u201cJust as the automotive revolution created extraordinary economic growth and helped link our country together, the coming air mobility revolution can transform commerce, bring an infusion of wealth into rural America, and connect families and our country in new ways,\u201d Trump\u2019s statement says.<\/p>\n<figure id=\"attachment_5122161\" style=\"width: 3000px\" class=\"wp-caption alignnone\">\n    <a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2023\/03\/14\/Dreamliner-1200x800.jpg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a><br \/>\n    The interior of a 787 Dreamliner at the Boeing manufacturing facility in North Charleston, on December 13, 2022. (Photo by Logan Cyrus\/AFP via Getty Images)<br \/>\n  <\/figure>\n<h2>Rediscovering Boldness<\/h2>\n<p>EVTOLs and other aspects of the Quantum Leap concept were discussed during Trump\u2019s administration but weren\u2019t developed fully before he left office in 2021.<\/p>\n<p>Using broad brushstrokes, Trump went public with his proposal earlier this year.<\/p>\n<p>\u201cPast generations of Americans pursued big dreams and daring projects that once seemed absolutely impossible. They pushed across an unsettled continent and built new cities in the wild frontier,\u201d Trump said in a videotaped message.<\/p>\n<figure id=\"attachment_3808489\" style=\"width: 1300px\" class=\"wp-caption alignnone\">\n    <a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2021\/05\/09\/sky-starlink-1200x798.jpg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a><br \/>\n    A string of SpaceX StarLink satellites passes over an old stone house near Florence, Kan., on May 6, 2021. (Reed Hoffmann\/AP Photo)<br \/>\n  <\/figure>\n<p>\u201cThey transformed American life with the interstate highway system\u2014magnificent it was. And they launched a vast network of satellites into orbit all around the Earth.\u201d<\/p>\n<p>But in recent years, \u201cour country has lost its boldness,\u201d Trump said, promising to harness it again \u201cin a very big way.\u201d<\/p>\n<p>The former president said his plan for Freedom Cities would \u201copen up the American frontier\u2026to charter new cities where families and individuals can have a new shot at the American Dream.\u201d<\/p>\n<p>Right now, the dream of home ownership is out of reach for many people, especially young families, Trump said.<\/p>\n<p>Unbeknownst to many people, the federal government owns about 640 million acres, about one-third of the land mass in the United States. The new cities would be built on tracts of undeveloped land; the national parks would remain intact, Trump said.<\/p>\n<p>People would be invited to submit specific new-city proposals in a national contest. Each would occupy about the size of the District of Columbia, Trump\u2019s team says.<\/p>\n<h2>Expert Offers Critique<\/h2>\n<p>But conducting such a contest \u201cis fraught, through and through, with so much potential for abuse,\u201d says <a href=\"https:\/\/oneill.indiana.edu\/faculty-research\/directory\/profiles\/faculty\/full-time\/kravchuk-robert.html\">Robert Kravchuk<\/a>, a professor emeritus at Indiana University and an internationally recognized expert in public administration, public finance and political economy.<\/p>\n<p>He told The Epoch Times that state leaders might make proposals under Trump\u2019s plan and \u201cfigure out how they can get federal money for projects that they want to do anyway.\u201d<\/p>\n<p>Guidelines for the contest are among the plan\u2019s specifics that would need to be fleshed-out post-election, assuming Trump victory in 2024.<\/p>\n<p>Asked to review information released thus far, Kravchuk said he considers Trump\u2019s Quantum Leap a \u201cpie-in-the-sky\u201d proposition.<\/p>\n<p>China experimented with a similar scenario; it fell flat. \u201cThey have constructed entire Potemkin cities, cities capable of holding 150,000 people, out in remote areas that are totally unpopulated today. There\u2019s nobody there,\u201d Kravchuk pointed out.<\/p>\n<p>Cities emerge near essential features such as rivers or ports, raw materials, agricultural lands and markets; each city must have a \u201ccore economic function,\u201d he said.<\/p>\n<p>\u201cAnd this is where the Trump proposal falls short,\u201d Kravchuk said, adding, \u201cIf there should be a city there, there would already be a city there.\u201d<\/p>\n<h2>Where Should Money Be Spent?<\/h2>\n<p>The Trump team counters that the gambling mecca of Las Vegas, Nevada, is an example of a glittering city that rose from nothingness in the Mojave Desert.<\/p>\n<p>But Kravchuk said: \u201cThere\u2019s a reason why there\u2019s only one Las Vegas. Is there room for two? I mean, seriously speaking\u2026what is going to be the basis for this, this [new] city to survive longer-term? What does it provide that other cities in the country or the region cannot provide?\u201d<\/p>\n<figure id=\"attachment_4054044\" style=\"width: 3000px\" class=\"wp-caption alignnone\">\n    <a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2021\/10\/18\/las-vegas-e1634519286576-1200x663.jpg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a><br \/>\n    The strip on Las Vegas Boulevard is seen in Las Vegas, Nev., on May 30, 2002. (Robert Mora\/Getty Images)<br \/>\n  <\/figure>\n<p>And, in terms of priorities, Kravchuk questions whether massive amounts of money should be devoted to birthing new cities on federal land, particularly considering the nation\u2019s other needs.<\/p>\n<p>America\u2019s leaders need to target \u201ctrillions of dollars\u2019 worth of rural bridges and roads and tunnels and levees\u2026that need to be renovated and renewed,\u201d he said.<\/p>\n<h2>\u2018Bold and Interesting\u2019<\/h2>\n<p>Jeffrey Mason, research manager for the Charter Cities Institute, a nonprofit think tank that provides advice and technical assistance for new city projects, sees \u201cpositives and negatives\u201d in Trump\u2019s proposal.<\/p>\n<p>\u201cOn the positive side\u2026 I do kind of appreciate the boldness of thought,\u201d he told The Epoch Times. \u201cIt\u2019s definitely bold and interesting.\u201d<\/p>\n<p>Trump\u2019s plan at least acknowledges that people are looking for alternatives to traditional cities because \u201cexisting cities and towns have been strangled,\u201d he said. \u201cThere\u2019s this coalition of interest groups who, for various reasons\u2026say \u2018no\u2019 to building things.\u201d<\/p>\n<figure id=\"attachment_4079930\" style=\"width: 2508px\" class=\"wp-caption alignnone\">\n    <a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2021\/11\/01\/home-under-construction-1200x800.jpg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a><br \/>\n    A home under construction stands behind a \u201csold\u201d sign in a new development in York County, S.C., on Feb. 29, 2020. (Lucas Jackson\/Reuters)<br \/>\n  <\/figure>\n<p>In that vein, the Reason magazine article conceded that \u201ca decent idea\u201d is buried within the Trump plan. \u201cThe federal government owns the majority of land in states that have seen the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/in-depth-trump-wants-to-forge-futuristic-frontier-reignite-american-ingenuity\/\" title=\"Trump aims to ignite American innovation and build a futuristic frontier.\">biggest pandemic-era housing price spikes<\/a>. Selling that land off for residential development makes abundant sense,\u201d the article says.<\/p>\n<p>Home prices have <a href=\"https:\/\/www.zillow.com\/home-values\/102001\/united-states\/\">increased<\/a> by an average of about $93,000 in the past few years, Trump\u2019s team points out, adding that the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/exclusive-how-nebraska-has-the-lowest-unemployment-rate-in-the-nation-gov-pete-ricketts\/\" title=\"EXCLUSIVE: How Nebraska Has the Lowest Unemployment Rate in the Nation: Gov. Pete Ricketts\">30-year fixed mortgage rate<\/a> has more than <a href=\"https:\/\/www.freddiemac.com\/pmms\">doubled<\/a> since January 2021, when Trump left office.<\/p>\n<p>Trump says that, in addition to building the new cities, he would take other steps to reduce the cost of living for Americans.<\/p>\n<p>Although Mason\u2019s work has focused on new city projects in Africa, he said ideas that are used in foreign countries could sometimes be translated into benefits for projects in the United States.<\/p>\n<p>That\u2019s a point Trump has often made, his team says. As one advisor put it: \u201cThere\u2019s a separate set of rules for \u2018developing countries.\u2019 And it\u2019s like, \u2018Well, why are we not a \u2018developing country\u2019 anymore?\u2019\u201d<\/p>\n<h2>Advantages and Disadvantages<\/h2>\n<p>Mason points out another advantage of building new communities: It\u2019s difficult to correct design flaws in existing cities. \u201cBut if you\u2019re building something from the ground up, you can go in and avoid some of the pitfalls of 20th-century planning,\u201d he said.<\/p>\n<p>Still, the Trump plan faces another huge hurdle: Unless there\u2019s a way to \u201cbypass\u201d it, the National Environmental Policy Act would apply to the proposed Freedom Cities. As a result, such a project could be \u201cbottled up in litigation for 15 years before anybody even touches a shovel,\u201d Mason said.<\/p>\n<p>Even if regulatory red tape is eliminated and construction can be finished on feasible sites, it may be hard to persuade \u201ca critical mass of people to move to these places,\u201d Mason said.<\/p>\n<figure id=\"attachment_5274780\" style=\"width: 1600px\" class=\"wp-caption alignnone\">\n    <a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2023\/05\/18\/id5274780-GettyImages-1255109576-1200x800.jpg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a><br \/>\n    Afternoon light falls on rural landscapes in Wallowa County of eastern Oregon, on May 11, 2023. (Robyn Beck\/AFP via Getty Images)<br \/>\n  <\/figure>\n<p>\u201cNobody wants to be the first person to [relocate in] a new city \u2026 so you\u2019ve got to solve that challenge,\u201d he said. In addition, the new cities would be competing against other places where people could choose to live.<\/p>\n<p>Our nation no longer has high levels of \u201crural-to-urban migration,\u201d as it once did, Mason said. Therefore, it might be more workable to \u201cbuild something that I would call closer to a \u2018town\u2019\u201d rather than a city, he said.<\/p>\n<p>\u201cMaybe if you could convince a handful of companies to set up their headquarters or maybe some kind of plant or something like that, you can kind of build around that,\u201d he said. \u201cBut I think the ability to scale is difficult.\u201d<\/p>\n<h2>Attractive To Businesses<\/h2>\n<p>Trump believes businesses will be attracted to a \u201cclean slate\u201d where they can construct new manufacturing plants with regulatory and tax incentives, his advisers say. In some ways, the Quantum Leap proposition is akin to a program Trump championed during his presidency.<\/p>\n<p>The Tax Cuts and Jobs Act of 2017, Trump\u2019s second year in office, sliced Americans\u2019 tax rates and also created incentives for investors to develop thousands of <a href=\"https:\/\/www.irs.gov\/credits-deductions\/businesses\/opportunity-zones\">Opportunity Zones<\/a> in impoverished areas.<\/p>\n<p>While the program was initially denounced for its potential to help the rich get richer, recent reports touted its successes.
