Argall backs 2020 Ariz.-style audit with subpoena power\">election integrity activists<\/a>. Among them are requirements that election records be retained for 22 months after an election and all mail-in ballots be received by the time polls close on Election Day. The bill additionally bans the acceptance and use of private money in elections and mandates a process for removing noncitizens from voter rolls.<\/p>\n<p>The measure is expected to be considered by the House Committee on Election Law and Campaign Finance Reform in the coming weeks.<\/p>\n<p>During the amendment process, however, the Senate gutted many provisions included in the <a href=\"https:\/\/www.ncleg.gov\/Sessions\/2023\/Bills\/Senate\/PDF\/S747v0.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">original version<\/a> of SB 747, which election integrity activists argue were \u201cvitally important\u201d in closing loopholes \u201cthat will allow ballot, voter, and election fraud to occur in North Carolina.\u201d<\/p>\n<p>\u201cAs introduced, S.B. 747 was a step in the right direction for election integrity,\u201d Ken Cuccinelli, the chair of the Election Transparency Initiative (ETI), said in a <a href=\"https:\/\/electiontransparency.org\/2023\/06\/26\/after-senate-fumble-north-carolina-house-must-deliver-election-integrity-voters-can-trust\/\" target=\"_blank\" rel=\"noreferrer noopener\">statement<\/a>. \u201cIt\u2019s profoundly disappointing that instead of addressing the bill\u2019s shortcomings, it was gutted by the Senate and regrettably reverses or greatly reduces the effectiveness of a few worthy provisions.\u201d<\/p>\n<p>An <a href=\"https:\/\/electiontransparency.org\/2023\/06\/26\/after-senate-fumble-north-carolina-house-must-deliver-election-integrity-voters-can-trust\/\" target=\"_blank\" rel=\"noreferrer noopener\">ETI press release<\/a> contends that some of SB 747\u2019s existing deficiencies are centered around a lack of protections for poll observers, as well as no \u201callowance for citizens to provide affidavits or other evidence to local boards of elections (BOEs) to correct known deficiencies on county voter lists.\u201d The election integrity group further claims the legislation \u201c[d]oes not provide a means for observers or citizens to inspect mail-in ballot envelopes or to reasonably challenge voters who do not live in their counties or the state. \u201c<\/p>\n<p>In order to correct these shortfalls, Cuccinelli is advising North Carolina House Republicans to amend SB 747 to incorporate provisions from other election integrity bills and additional changes he argues give election integrity \u201cthe durability and permanence voters deserve.\u201d<\/p>\n<p>Among the recommended bills are <a href=\"https:\/\/ncleg.gov\/BillLookUp\/2023\/H770\" target=\"_blank\" rel=\"noreferrer noopener\">HB 770<\/a> and <a href=\"https:\/\/www.ncleg.gov\/BillLookUp\/2023\/H772\" target=\"_blank\" rel=\"noreferrer noopener\">HB 772<\/a>, which would expand access to voted ballots and protect poll worker access, respectively. Other proposed improvements to SB 747 include provisions strengthening list maintenance requirements, requiring same-day voter registrants to cast provisional ballots, and prohibiting the state from sharing non-public DMV and election data with actors such as <a href=\"https:\/\/thefederalist.com\/2022\/08\/11\/democratic-operatives-control-voter-rolls-in-31-states-report-shows\/\" target=\"_blank\" rel=\"noreferrer noopener\">ERIC<\/a>.<\/p>\n<p>\u201cAt a time when the General Assembly has a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/in-signing-the-covid-19-relief-bill-president-trump-redlines-bill-requesting-an-increase-in-benefits-to-2000-section-230-terminated-or-revised-and-an-investigation-into-voter-fraud-be-performed\/\" title=\"In Signing the COVID-19 Relief Bill, President Trump Redlines Bill Requesting an Increase in Benefits to 00, Section 230 Terminated or Revised and an Investigation Into Voter Fraud Be Performed\">veto-proof majority<\/a>, Republicans should be passing the strongest bill possible,\u201d Cuccinelli told The Federalist. \u201cWe call on Speaker Tim Moore and his leadership team, elections committee chairman Grey Mills, and rules chairman Destin Hall to help <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/veto-proof-north-carolina-republicans-are-advancing-half-baked-election-integrity-measures\/\" title=\"NC Republicans are pushing flawed election integrity measures that cannot be vetoed.\">restore badly needed faith<\/a> in our elections by immediately making election integrity a top priority.\u201d<\/p>\n<hr>\n<p>Shawn Fleetwood is a staff writer for The Federalist and a graduate of the University of Mary Washington.
