This is the only way to move our state forward,\u201d Hobbs said. <\/p>\n<\/blockquote>\n<p>Hobbs made the announcement at a press conference at Oneten, a central Phoenix charity that claims to help LGBTQ+ youth. While various equality and civil rights organizations applauded the governor\u2019s actions, many conservative residents expressed annoyance and even threatened legal action. <\/p>\n<p>The limitation on sex-reassignment surgery in the state health insurance plan had already been a challenging topic in the state\u2019s courtrooms.<\/p>\n<p>Russell Toomey, a transgender professor at the University of Arizona, and the American Civil Liberties Union filed a complaint in 2019 alleging that denying coverage for \u201cmedically required\u201d surgery violated his civil rights protected by federal law and the U.S. Constitution. A settlement is still in the works, according to court documents, and the ACLU said on Tuesday that it will strive to ultimately end the issue following Hobbs\u2019 ruling.<\/p>\n<p>The ruling approving the state\u2019s provision of insurance coverage for sex-reassignment surgery contains a provision prohibiting state entities from participating in civil or criminal prosecutions in other jurisdictions where such healthcare is forbidden.<\/p>\n<p>It also adds that Hobbs\u2019 administration would not assist with any extradition requests from other states where individuals might face punishment for seeking sex-reassignment surgeries and hormones.<\/p>\n<p>The exact scope of Hobbs\u2019 order is still unclear to many. While Hobbs\u2019 representatives claim that the orders exclude any future prosecutions or restrictions on healthcare, Hobbs and her administration have been unable to offer an example of public resources or funding supporting \u201cconversion therapy.\u201d<\/p>\n<p>It is also uncertain how many of the state\u2019s 35,000 workers will take advantage of the executive order and pursue sex-reassignment surgery.<\/p>\n<p>Leftists and liberals applauded Hobbs\u2019 decision as a turning point in LGBTQ efforts at the highest levels of state government.<\/p>\n<blockquote class=\"wp-block-quote\">\n<p>\u201cThis is what it looks like to have a champion for equality in office,\u201d said Bridget Sharpe, state director of the Arizona arm of the Human Rights Campaign, an LGBTQ civil rights organization.<\/p>\n<\/blockquote>\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\">\n<div class=\"wp-block-embed__wrapper\">\n<blockquote data-service=\"twitter\" data-category=\"marketing\" data-placeholder-image=\"https:\/\/c3.oann.com\/wp-content\/plugins\/complianz-gdpr\/assets\/images\/placeholders\/twitter-minimal.jpg\" class=\"cmplz-placeholder-element twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Today, I signed two Executive Orders restoring rights and protecting LGBTQ+ Arizonans.
