State officials say eligible recipients should contact their state Medicaid office to ensure their coverage isn\u2019t interrupted.<\/p>\n<p>\u201cThere are substantial protections in place,\u201d said Brian Blase, founder and president of Paragon Health Institute (PHI), a nonprofit, <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/eu-actions-show-iran-will-pay-no-price-for-terror\/\" title=\"EU Actions Show Iran Will Pay No Price For Terror\">nonpartisan research institute<\/a> that evaluates government programs and develops policies.<\/p>\n<p>PHI sponsored a June 27 webinar titled \u201cMedicaid Redeterminations: Setting the Record Straight.\u201d The webinar featured Kelly Garcia, director of the Iowa Department of Health and Human Services, and Janet Mann, deputy director of health and director of state Medicaid for Arkansas. They discussed their states\u2019 plans for reducing the Medicaid rolls.<\/p>\n<figure id=\"attachment_5359721\" style=\"width: 300px\" class=\"wp-caption alignleft\">\n\t\t<a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2023\/06\/28\/id5359721-Brian-Blase-Paragon-Health-Inst.-President-1200x1200.jpg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a><br \/>\n\t\tBrian Blase, founder and president of the Paragon Health Institute in June 2023. (Paragon Health Institute)<br \/>\n\t<\/figure>\n<p>Both said their states have campaigns to reach out to people who may lose their coverage. An essential first step in protecting that coverage is to read the mail, they said.<\/p>\n<p>Mann said some enrollees have heard that President Joe Biden declared the public health emergency that authorized the extra funding is over. They expect the Medicaid rolls to be thinned and fear losing coverage even though they still qualify, so they ignore the notices they receive in the mail.<\/p>\n<p>Others know they are no longer eligible because they have employer coverage or make too much money. They see the mail from the state and toss it out.<\/p>\n<p>\u201cYou know, it\u2019s human nature. I\u2019ve got a piece of mail. This doesn\u2019t apply to me anymore. We\u2019re going to throw it away,\u201d Mann said.<\/p>\n<h2>Contacting the Community<\/h2>\n<p>Both officials said the states aren\u2019t just depending on the U.S. Postal Service to get the message out.<\/p>\n<p>The Arkansas Department of Human Services has posted a banner on its webpage directing people to information on the Medicaid changes. Garcia said Iowa has a dashboard on its page providing important Medicaid information to keep the public aware.<\/p>\n<p>Both said they are using social media, email, and contacting health care providers, vendors, and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/masked-up-california-reporting-4x-more-daily-cases-than-florida\/\" title=\"Masked-Up California Reporting 4x More Daily Cases than Florida\">local government offices<\/a> to get information to affected Medicaid enrollees. Garcia said her agency has even contacted a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/the-only-principle-never-trumpers-care-about-in-candidates-like-peter-meijer-is-trump-hatred\/\" title=\"The Only \u2018Principle\u2019 Never Trumpers Care About In Candidates Like Peter Meijer Is Trump Hatred\">popular grocery store chain<\/a>, Hy-Vee, that has stores in many rural areas.<\/p>\n<p>\u201cIt\u2019s in every small town in Iowa. So we spend a lot of time talking with Hy-Vee as they tend to be kind of a trusted ambassador of communication on the ground level in rural communities,\u201d Garcia said.<\/p>\n<figure id=\"attachment_5359747\" style=\"width: 245px\" class=\"wp-caption alignleft\">\n\t\t<a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2023\/06\/28\/id5359747-Kelly-Garcia-Iowa-DHS.jpg\"><figcaption class=\"wp-caption-text\"><noscript><\/noscript><\/figcaption><\/a><br \/>\n\t\tKelly Garcia, Director of the Iowa Department of Human Services in June 2023. (Iowa Department of Human Services)<br \/>\n\t<\/figure>\n<p>Determining eligibility entails providing information such as addresses, employment status, and income, among other factors. Ineligible people can seek coverage through their state\u2019s health insurance marketplace, purchase a private policy, or check into group insurance through their work.<\/p>\n<p>The main reasons for ineligibility are income or the recipient already having coverage.<\/p>\n<p>Blase said <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/medicaid-recipients-urged-to-verify-eligibility-before-pandemic-subsidies-expire\/\" title=\"Medicaid recipients advised to confirm eligibility before pandemic subsidies end.\">disenrolling ineligible persons makes resources<\/a> available for those who genuinely need them. It can also free up tax money for other needs or reduce the taxpayers\u2019 burden.<\/p>\n<p>Iowa and Arkansas started reviewing their rolls in April.<\/p>\n<p>Garcia said 80 percent of those removed from the Medicaid rolls in April and May already had health insurance. So far in June, she said it\u2019s 34 percent. They pointed out that there are protections for people who are disenrolled incorrectly.<\/p>\n<p>Blase pointed out that hospitals operate on the concept of presumptive eligibility. This means a person can apply for coverage when they arrive for treatment, and the hospital will provide care based on the idea that they are eligible.<\/p>\n<p>Medicaid also offers retroactive eligibility. Under this procedure, a person can apply for Medicaid when they are being treated.
